Ridgewood Hills P.U.D. To whom it may concern: The intent of this note is to obtain permission for granting of F & F permits for 506 Yuma Ct.(Lot 2), 512 Yuma Ct.(Lot 3), and 6618 Yuma Pl.(Lot 4). Lots 2&3 are adjoining units as are Lots 4&5. On Lot 4 We have a contract to build and time is of the essence, to try and help with the current status of the utility easement vacation I propose to start the buildings on Lots 2,3 and 4 and delay the start on Lot 5 until such time as the easement dedications and vacation can be accomplished. As you can see by the plot plans that the foot prints of the buildings on lots 2,3 and 4 do not encroach on the existing or new utility easements making relocation possible at a latter date. On lot 5 however the foot print of the building dose encroach on the easement and will have to wait until the proper paper work can be recorded. Thank you for considering this proposal. Link Lane Fort Collins, Co 80524 RE: Ridgewood Hills, 3`d Filing Dear Doug, This letter is in response to the variance request dated June 5, 2000 for the use of a reduced design speed at the traffic circle and on a local street and to exceed the 2% maximum grade requirement at an intersection. The variance requests are granted. A 30 mph design speed is approved for the curves entering and within the traffic circle and a 25 mph design speed for two vertical curves at the intersection of Prichett Court and Fort Morgan Drive is approved as well as the variance to utilize a. grade of approximately 4% on Fountain Drive at its intersection with Triangle Drive. This variance request does not set a precedence or change the application of our design standards in other situations. If you have any questions, please contact Sheri Wamhoff at 221-6750. College Ave. Fort Collins, CO 80524 NOLTE BEY ON O E N G IN E E R ING SUBJECT: TRAFFIC VARIANCES FOR RIDGEWOOD HILLS P.UD. Dear Sheri: We are requesting traffic variances for the following deviations from City street standards. We feel that in each case the variance is justified, and we are herewith submitting calculations to support our request. Sheet 29 — Avondale Road Traffic Circle: As a connector street, Avondale has a design speed of 40 mph, and a minimum k-value of 60 for crest vertical curves. Our design includes two curves with k-values less than 60: From station 12+67.97 to station 13+70.97 on the right flowline (k = 46), and from station 51+03.74 to 51+73.74 on the left flowline (k = 30). The first of these two curves has a total grade change of 0.87%, begins 40 feet from an enhanced crosswalk, and ends at the enhanced crosswalk adjacent to the traffic circle. The second occurs in a curb return within the traffic circle itself, with a total grade change of 2.34%. The traffic circle is by definition a traffic -calming device, and we do not believe that a 40- mph design speed should govern. The first vertical curve would be encountered by drivers after they had slowed to enter the traffic circle, and the second vertical curve would be encountered as drivers turn through the circle. At the speeds drivers would be travelling, neither curve presents a hazard. Sheet 37 — Pritchett Court/Fort Morgan Drive: Fettntan Drive has a design speed of 30 mph, and a minimum k-value of 40 for sag curves. Both have k-values of 33. Both of these vertical curves are 40 feet in length, and have a change in grade of 1.21 %. These curves lie partly within curb returns, and were designed to create sumps for inlets. Drivers would encounter these curves either as they approach a stop sign from the west, or as they turn east off of Sedgwick. In each case there is a 0.04-foot drop from the beginning of the curve to the low point. We do not believe that these curves represent a hazard to drivers. Sheet 42 — Fountain Drive: Fountain Drive, a local residential street, has been designed with a flowline slope in excess of 2% on the east west side of the street (left flowline) as it approaches and enters the curb return. There is a vertical curve extending from station 0+31.00 (station 22+87.98 Triangle Drive left flowline) to station 1+67.00. The vertical curve transitions from a 5.44% slope on Triangle to a 2.00% slope on Fountain. At the PTR on Fountain (station 1+00.00) the slope is 3.69%. On the opposite side of Fountain, the slope is 0.39% at the PTR (station 1+00, right flowline). Drivers approaching Triangle from Fountain, and intending to turn right onto Triangle, would experience a transition from a relatively flat street (Fountain) to a relatively steep street (Triangle) at some point. Our design attempts to place most of the transition in the curb return, without violating standards for k-values on vertical curves. In the event of slick streets, the increased grade would help prevent people from sliding into Triangle. In the extreme case that conditions were so slick that people couldn't pull through the turn, after stopping, they would be able to take the more direct route out to Peyton at the north end of Fountain. We believe our design strikes a safe compromise between City streets standards, and the existing topography of the site.
