The buildings are subject to the "build -to" line standards in Sections 3.5.3(6)(2)(a) & (b) of the Land Use Code. None of the 3 buildings comply with the standards. They must be no more than 15' from the right-of-way lines for Oakridge Drive or Wheaton Drive, both collector streets. The larger, 2-story building does satisfy the exception to the build -to line standard in Section 3.5.3(B)(2)(d)1 by providing an outdoor space on the northeast side of the building towards the intersection of the two streets. However, it also should be moved slightly north and east to place the corners of the building at the 15' setback line. 2. This entire development plan is pedestrian -oriented internally, with a plaza in front of the buildings next to the parking lot. The rears and sides of the buildings, for the most part, do not provide direct pedestrian connectivity to the public sidewalks along Oakridge and Wheaton Drives. Therefore, orientation to connecting walkways, as set forth in Sections 3.5.3(B)(1) & (2) is not being satisfied. 3. The maximum building height indicated on Building Elevations for this development plan is 2 stories; therefore, the Maximum Building Height noted in the Land Use Table on the SITE PLAN should state 2 stories. 4. The Landscape Plan shows 20 new trees to be planted. Section 3.2.1(D)(3) of the Land Use Code limits the number of trees of any one species on the site. In this case, with 20 new trees the maximum percentage of any one species allowed is 33 %, or 6 trees. The 10 Spring Snow Crabapple, as proposed, must be diversified. 5. The following standard landscape note must be added to the Plant Notes on the Landscape Plan: "All landscaping shall either be installed or the installation shall be secured with a letter of credit, escrow or performance bond for 125% of the value of the materials and labor for the landscaping prior to the issuance of a certificate of occupancy for any building in such phase of development." If the intent is to phase this development then the Landscape Plan should identify the proposed phases. The revisions adequately address Current Planning's concerns and comments. 2. On the Site Plan it appears that the building envelopes for the two 1-story buildings slightly overlap the 6' sidewalk along the parking lot. The envelopes should be adjusted on the mylars so as not to overlap the sidewalk. 3. Also, it appears that small portions of the building envelopes for the two 1-story buildings overlap a storm sewer that runs parallel to the 6' sidewalk. The building envelopes cannot overlap the storm sewer, if that is what the dashed line is on the Site Plan. On the mylars please label the storm sewer if that is what the dashed line is. 4. It appears that there is a wall outlining the outdoor patio at the southwest corner of the southerly 1-story building. If this is the case, please label the wall on the Site & Landscape Plan mylars. ENGINEERING-DEVEIOPM ENT REVIEW 04/20/2005 HLO Sheri Wamhoff Oakridge BP, 10th Filing, Lot 2 4/20/2005 Comments Please have the title of the utility plans be: 'Oakridge Business Park, 10th Filing, Lot 2' rather than 'Minor Amendment to Oakridge Business Park, 10th Filing' Please check the plans - there are a few areas where text is not meeting scanning criteria With the stormdrain installation on Wheaton you will need to reconstruct the median island unless you would be able to bore this line into the manhole. Please show that the median and area surrounding it will be disturbed and reconstructed. The row line is not labeled on any of the utility plans. Where is the row in relation to the buildings, the retaining wall, and the detention pond? The retaining wall and detention pond can not be located within the row. I will need more information and a detail showing how the wall and grades relate to the row line and the utility easement. If the wall and/or pond is within the easement I will need to route all of this to the utilities to see if this will work for them for existing or future utilities. I am guessing a drainage easement needs to be dedicated for the pond. Are any other easements that don't already exist needed? Will need to provide a design for the retaining wall. The wall design can not be one that has mesh or ties that extend into the row or utility easement. Need to provide curb, gutter and walk detail for those areas where this will be replaced. STORMWATER ENGINEERING 04/20/2005 CMNT Basil Hamdan Comments: The crossing of the proposed storm sewer in Wheaton over the existing water line does not appear to have the minimum 18" required separation. That line may need to be encased 10 feet either side of the crossing. The area encompassed within the detention pond should be dedicated as a drainage easement. Please provide easement by separate document. Please clearly show limits of existing right of way and utility easements on the grading plan. The proposed porous sand filter water quality pond should be kept outside of the Wheaton right of way. If any portion of the pond or the proposed retaining wall within that pond encroah on existing easements, then the easement owners would have to approve this encroachment. Please make sure that the proposed plastic storm drain that runs parallel to Wheaton Drive does not conflict with the existing sanitary service that was stubbed out to this site.
