Box 580 Fort Collins, CO 80522-0580 RE: Staff Review Comments for /Spring Creek Farms Overall Development Plan Dear Sheri: This letter is in response to issues raised by the Engineering in the Staff Review Comments issued on September 20th regarding Johnson Farm/Spring Creek Farms. This letter is accompanied by and itemized response to the Comments as well. The applicant was asked to consider the location of the proposed intersections on Timberline Road. Staff made preliminary comments regarding intersection spacing, and those recommendations have been refined based on storage requirements. All comments regarding street connections have been taken into consideration and/or applied. For further information, please refer to the Traffic Impact letter addressed to Eric Bracke that accompanies this re -submission. The signalized intersection on Timberline Road will be located at least 1/3 mile (1,980') north of the Drake Road and Timberline Road intersection as per comments. The proposed, limited movement (right in/right out), local street intersection closest to the intersection of Drake Road and Timberline Road will be located 750' north of the centerline of the Drake Road and timberline Road intersection. Nuszer Kopatz has been asked to located the third intersection on Timberline Road in coordination with the developable property across r �! ? 3031534-3881 T GH< Timberline Road to the east of the site. The design charette planned to address this issue has not been held, and at present it appears the charette will not take place until November. Therefore, the location of the second, limited movement (3/4 movement), local street intersection will be 1,330' from the centerline of the Drake Road and Timberline Road intersection, as shown on the O.D.P., until after the charette has been held. The access onto Drake Road will be aligned with Sage Brush Drive. The traffic D study has been revised to include left turn staking requirements for this intersection and is included in this re -submission for further review by the Engineering Department. All internal streets and street configurations will be designed to meet current City design standards and will be shown on the PDP submittal. The applicant recognizes that LUC Section 3.6.3(E) requires multi -modal access. The comment regarding a non -vehicular crossing of the Union Pacific Railroad tracks has been noted. A pedestrian and bicycle connection across the Union Pacific Railroad tracks requires the approval of the Union Pacific Railroad Company. Sue Grabler, the appropriate railroad company representative, has been contacted to determine if a crossing is possible. It is our understanding that it is not UPRR's policy to open new public or private at grade crossings. Furthermore, any public crossings fall under the authority of the Colorado Public Utility Commission. Nuszer Kopatz is working on obtaining a PUC application from Mr. Jack Baier (303.894.2855). We will continue to explore pedestrian/bicycle connectivity options with the City, however, the UPRR and PUC have made it clear that our original at grade railroad crossing is not a viable option. All City of Fort Collins redlines have been attached to this re -submittal. We have tried to be as comprehensive as possible in the preparation of this re -submittal. Dear Darin, Please sign the attached Notice at your earliest convenience. This Notice is to ensure that two alignment areas across the Fort Collins Police Facility may be used by emergency services. These areas could not be dedicated as easements because easements are not granted to the City across City property. Aimee, these are two alignments (not easements) that axe being dedicated to dze City by the new Fort Collins Police Facility. This is being done because easements are not dedicated from the City to ourselves. The attached document is intended to serve as a reservation of the land described in the attached exhibits for the purpose that if the property is sold or transferred at some point in the future, the City may require the new owner to dedicate appropriate easements in place of the alignments. In addition, the document specifies that these alignments are allowed to be used for emergency access purposes. I believe this type of thing is done somewhat typically on plats, but this is by separate document, since the plat for this project was done separately with Spring Creek Farms North, and no attempt was made on that plat to reserve emergency access areas on this site. Carrie Dagget has been the attorney working with us on this issue. Please contact her with any legal questions. The account number above is intended to be for recording fees with the County.
