Once the datum line has been determined, a more complete design can be achieved and more formal and accurate comments will be made. Please dedicate the appropriate amount of right-of-way (ROW) along Harmony Road to account for three 12 foot travel lanes, one 10 foot bike lane, one 12 foot right- turn/deceleration/acceleration lane (State requirement), and one 4 foot shoulder (State requirement), one 10 foot parkway, and one 7 foot sidewalk. (See the preceding comment regarding the datum line) Please include the appropriate side slopes as stated in the SHAC. This includes, beginning at the edge of asphalt, a 6:1 slope for 12 feet, 4:1 slope for 6 feet, and no steeper than 3:1 slope thereafter. Please provide a preliminary design of Harmony Road and Timberline Road 1000 feet beyond the construction limits. You will need to show the interim and ultimate imprcvements. The design of Harmony will need to meet the requirements stated in the new State Highway Access Code. You will need to do intersection improvements to the intersection of Harmony Road and Timberline Road. The sidewalk along Harmony Road will need to connect to the nearest improved sidewalk network as per the Transportation Planning standards. Please provide cross sections every 50 feet along Harmony Road. Include interim and ultimate improvements and all necessary elevations. Sheet 1 of 14: Cover Sheet Please modify the General Notes as stated on the utility plans. Sheet 1 of 2: Final Plat Please modify the Attorney's Certification to reflect the new language. Refer to the attached sheet. Sheet 2 of 2: Final Plat Please indicate the ROW widths for all roads. Please dedicate a 15 foot utility easement along Harmony Road and CR9 per standards. At this time it appears that 57.5 feet of ROW will need to be dedicated along CR9. Please dedicate 9 foot utility easements along Timberwood Drive and Gifford Court. Will the form be designated as a historical monument? If so, it should be depicted on the Plat. Please label all roads. Sheet 9 of 12: County Road 9 Plan and Profile Please provide a complete design of CR9 including, but not limited to, the following: a. Design 1000 feet beyond construction limits b. Show flowline profiles (both sides of the road) C. Show the flowline profiles along each edge of the median. d. Show all PC's in the plan and profiles e. Provide cross sections every 100 feet. Cross sections need to be full cross sections and need to include all necessary elevations, i.e. flowline, lip of curb, etc., median, ROW limits, etc. Please show curb return profiles. Please show all easements You will need to apply for a State Highway Access Permit with COOT. You will need to amend the A -Line agreement with the State. I would advise beginning this process as soon as possible since it is a lengthy process. Show access ramps on all pages of the,utility plan. (b.) The sidewalk adjacent to County Road 9. (c.) The sidewalk at the main entrance to the 20k multi -tenant building. (d.) The sidewalk depicted as an access to the 20k multi -tenant building from the interior parking lot. 2. Show surrounding features for a minimum of 150 feet around the entire site (i.e. County Road 9). 3. The improvements made to County Road 9 should reflect the improvements made by XXXX, adjacent to the Preston Center. Currently, the proposed plan for County Road 9 has some issue associated with the deceleration lanes and taper lengtlfj, 5. Cross sections should be submitted for both Harmony Road and County Road 9. 6. All driveways/access must be constructed of concrete within the street R.O.W. 7. Are there bus stops near this location? 8. A plan and profile view should be submitted for Harmony Road and it should reference four stationing views from the plan view. The stations should include the flowlines on each side of the roadway and the flowlines on each side of the median. 9. Reference all details used throughout the utility plan set. Provide references on all sheets. In particular, all curb details should be referenced on the utility plan. Also, indication should be made to all locations of outfall curb and gutter and where transitions occur back to inflow curb and gutter. Utility Plan Comments: Cover Sheet: 10. See redlAned comments. A 15 foot utility easement should be dedicated along all arterials (i.e. County Road 9). (c.) County Road 9 will need 57.5 feet of R.O.W. including 12 feet for left turn lane. (d.) - A nine foot utility easement should be dedicated for Timberwood Drive and Gifford Court. (e.) The easement dedication adjacent to Harmony Road should be clarified and/or extended to include a 15 foot utility easement. It might be advantageous to dedicate the entire 80 foot setback as an access, drainage, and utility easement. 12. Is the farm being designated as a monument? If it will be, the plat should depict it as such. 13. Label all Roadways (i.e. County Road 9). Overall Utility Plan; Sheet 4 of 12: 14. The utility plans should show all easement lines. 15. The full functioning Harmony Road and County Road 9 intersection should be depicted. 16. Centerline radii for curve in the sidewalk adjacent to Harmony Road should be specified. 17. Include the street elevations and stations where County Road 9 intersects Harmony Road. 18. Curb return radii should be specified for the Harmony Road and County Road 9 intersection. The minimum curb return radii should be 25 feet. 19. Curb return radii should be specified for all private driveways/access. The minimum curb return radii should be 15 feet. 20. Currently, Gifford Court has only been improved up to the Harmony Road ROW.
