Mountain Ave.) Parcel #: 9710300922 Zoning: Public Open Lands Process: Wireless Facility — Minor Amendment Planner: Ted Shepard Request: Minor Amendment for a Wireless Facility to permit new antennas and microwave dishes to be collocated on an existing 90 foot tall tower in the Public Open Lands District. Background Open Range Communications is a broadband wireless Internet services provider whose primary focus is delivering simply easier wireless high-speed Internet and voice services to hundreds of un-served and underserved communities across America. Within the next five years, Open Range intends to serve over 500 communities, making its services available to approximately six million people. Open Range's 4G wireless broadband network solution will connect customers through licensed spectrum with the Federal Communications Commission (FCC), enabling communities to improve safety, economic growth, education, and quality of life and remain competitive in the age of global communications. The United States Department of Agriculture's Rural Development Utilities Program (RDUP) approved a $267 million Broadband Access Loan for Open Range to provide broadband service to 518 rural communities in 17 states. This partnership will address the significant need to deploy wireless, portable broadband connectivity to improve service in considerable portions of rural America. The commitment by USDA and Open Range represents one of the largest public -private investments for broadband service by the federal government. USDA Rural Development's mission is to increase economic opportunity and improve the quality of life for rural residents. Request & Justification This area of Fort Collins has been identified as an area that will greatly benefit from enhanced wireless internet services and the proposed site is a critical link in the overall Open Range network for Fort Collins and the State of Colorado. Wherever possible, Open Range has designed its network around collocating its equipment on existing structures as to minimize the impact bringing its services to rural areas may have. By attaching its antennas to an existing tower, Open Range will be complying with the intent of the Wireless Telecommunication Code Section 3.8.13 by accommodating the increasing wireless communication needs of City residents, businesses and visitors while protecting the public health, safety, general welfare and visual 10518 W. Desian & Details The proposed Open Range installation shall consist of mounting three (3) new panel antennas and two (2) new microwave dishes to an existing 90 foot tall tower (light pole). In order for the antennas and microwave dishes to have an adequate line -of -sight, the proposed antennas need to be mounted at a height of approximately 78 feet and the microwave dishes at the same mounting height. No part of the proposed antennas or microwave dishes shall stick up above the height of the existing tower and shall be mounted as close to the tower has technically possible. In addition of the antennas and microwave dishes, one (1) new small equipment cabinet is required at the base of the existing tower. The cabinet shall measure approximately 30 inches by 30 inches and 5 feet tall. The proposed equipment cabinet will be placed on a new 5 foot by 5 foot concrete pad located at the base of the tower. The cabinet shall be enclosed within a new 8 foot by 8 foot chain link fence enclosure designed to mimic a batting cage. To be consistent, this enclosure shall be designed to match the enclosures the other carriers at this site have done for their equipment. Su_ Approval of this application would allow Open Range the ability to offer the residents of this area of Fort Collins with enhanced wireless internet services without having to construct a new freestanding facility and comply with the intent of the Code with respect to collocation of CMRS facilities. The integrity of the Open Range network relies on this site since each site is linked via microwave dish to one another. The proposed collocation on an existing tower located in Prospect Park shall not cause any significant visual or other negative impacts on the area and shall be extremely minimal in nature.
