Also, please provide notice box for private drives (see attached). • On Plat sheet 3, please fill in reception numbers that are blank. • Please match radius values on sheets 2 and 12 of the utility plans (radius values need to be 25'). • Who will be maintaining the off -site private drive? • Hoffman Mill Road to the east needs to be vacated through Ron Mills (real estate agent/services manager). • Please label portions of the access and drainage easement as an access, emergency access, and drainage easement (see plat sheets for clarification). Please show drainage arrows on drainage plans. Does Natural Resources own the lake to the east? • Please show elevatiion/plan for emergency access connection to Timberline. Access needs to be %paved for 20' from edge of Timberline. (sheet 17) • Soils report doesn't: comment on design of emergency access road, or provide data for the area between the two lakes. City staff and referral agencies have reviewed the submittal for the Nix Farm Natural Areas Facility PDP, and offer the following comments. The comments reflect analysis of the proposal relative to the General Development Standards and District Standards of the Land Use Code, and those adopted codes and policies of the respective referral agencies. Current Planning (Cameron Gloss 221-6750). a. hence Details Please provide elevations of proposed Jences .surrounding the maintenance building. The fence design and materials should reflect, in its form and materials, the vernacular design of the new building. Response: Elevations are provided on the Architectural Elevations Sheet Number A2.1. 6. Neighborhood tbleeling A neighborhood meeting has been scheduled for Wondav, March 26, 2001 at the Nix Farmhouse to discuss the application with neighbors and allow them to discuss their concerns. Staff will provide a summary of the meeting discussion to the Hearing Officer at such time that the proposal IV .scheduled for a public hearing. Re-Suhmival Deadline Section 2.2.11 of the Land Use Code requires that an applicant submit revisions based on this letter within 90 clays or the project upplu ation becomes null and void Your response to the City's runcerns is due hi June 19, 2001. A 30-dUv extension to this deadline is available. Response: Sec comment response sheet (attached) from JR Engineering dated April 30, 2001 for additional responses. Water/sewer mains and services have been shown on the landscape plan. 10' minimum separation has been provided between trees and water/sewer line. 4' minimum distance has been provided between trees and gas lines. Please see attached comments. Response: The Future 3-sided shed indicated on the site plan is greater than 40' away from the proposed maintenance building. This exceeds the most stringent criteria spelled out in the 1997 Uniform Building Code. 8. 'Transportation Planning (Tom Reif 221-6608): a. Make the trait connection to the Poudre River Trail system. b. Provide fin an easement for the future 8 fot-wide bike/pedestrian path proposed on the southeastern edge of the property line- The alignment has not been ident fed but will parallel the Great Western Railroad line and connect to F/offman Mill Rd. Continue hike lanes along the main atce.sswav to the bike parkingfacilities. Response: Trail has been extended to the Poudre River Trail system. A 30' Bike/Pedestrian Easement has been incorporated along the southeastern edge of the property line, 30' will allow flexibility for future alignment. The main accessway has been designated as a private drive therefore bike lanes aren't required. Zoning (Garr Lope= 221-6134)). Please see attached comments. Response: a. Chip Seal will be used throughout the site in place of recycled asphalt. b. Equipment will not be stored outdoors therefore the chain link fencing should be acceptable. The dumpster will be screened using the dumpster enclosure illustrated on the Architectural Elevation Sheet A2.1. C. Heights of buildings have been included on Architectural Elevations. d. 20' back-up space has been provided between parking stalls. See sheet PDP-1. e. We have located the handicap stalls so there is easy access to both the proposed maintenance building and the offices. C Building dimensions have been indicated on plans. See sheet PDP-1. g. Acknowledged. 14. Natural Resources (Doug Moore 221-6750): a. The is a existing Colorado Blue Spruce have been reviewed by Tim Buchanan, City Forester and are in good condition and are considered .significant and Wren, not he removed May 9, 2001 3 Response to Comments for Nix Farm h. The existing Aspen and Rocky Mountain Junipers are in poor condition and are not considered significant and map he removed. Since these trees are not considered sign ficant thev will not need to he mitigated and a mitigation plan is not needed. Response: The two existing Colorado Blue Spruce will be retained. The Aspen and Rocky Mountain Juniper are to be removed. 15. Water Conservation (L. Audney): No requiremenls. 16. Foresiry (Tim Buchanan): The two existing Colorado Blue .Spruce trees west of the house are in good condition and a desirable species and are significant for this review. One of the trees is .shown as heing "removed" for non- conaruclion-related reasons. Response: The two existing Colorado Blue Spruce will be retained. l7. Sheet 3: Since off -site "easements" are not easements, but notices, please change note as shown. Tract 1 of the Cache La Poudre Industrial Park PUD (from what I have found) is owned by the City, and the Timberline Lakes LLC owns the next parcel to the south. Sheet 2: Please change access, emergency access and drainage easement to be only an access and drainage easement (unless there was some discussion with PFA that I do not know about). See plans for location. Both sheets 2 and 3: Most easements will be labeled as "alignments" because this is a city -owned project. Please call if you have any questions.
