Per the First Amendment to Construction Escrow and Disbursement Agreement, the Public Improvement Funds may not be disbursed or released by Escrow Agent until Escrow Agent shall have received written authorization of the disbursement by an engineer or attorney for the City of Fort Collins, Colorado.
