Please note that with the designation of Tract A as a blanket temporary construction easement, no building or structure can be placed within the tract. With Filing 2 presumably vacating the entire easement, this would then not be of concern. Please also note that by designating this tract as a "temporary construction easement" this easement is being dedicated to the City, which may or may not be intended. [12/16/08] All areas that are to be disturbed with this first phase, whether grading, topsoil removal, or stockpiling onto, should be part of a legally described tract or lot on the plat in order to have this area be defined as part of the approved PDP and specify that this certain area applies to the development agreement specific to the PDP. -Adjusted to designate Tract A as a Private Easement Number: 15 Created: 12/16/2008 [2/3/09] The revised Tract table indicates that ownership and maintenance of Outlot B is to be the City. If it is intended to assign to the City upon recordation then it should be verified that the appropriate City signatures are obtained on the plat to properly assign this responsibility. [12/19/08] The ground water study does not address the potential impacts as raised previously. This report shall address any impacts to either wetland. The proposed right -in right -out access point on College - The applicant has indicated that this access point is very important to the Developer to serve the site, but the TIS does not corroborate this in the number of right turn movements that are shown to be entering this access point. If this access point is this important a right turn lane into this access point should be provided and the TIS adjusted to support this. This right turn lane, to standards, will fit with minimal to no additional row being needed on Perez property. The intersection of Willox and College Ave - There is some work that still needs to be done to show that the left turn movements at the intersection can function. There needs to be a minimum of 4 feet of distance between the opposing left turn movements, this distance maybe there, but this needs to be verified and labeled. A few of the left turn movements are shown crossing into the opposing left turn bay, we cannot have that, the vehicles need to stay out of the opposing lanes. The median or medians may need to be adjusted to accommodate that. With that you need to keep and mind and show that nose creating pedestrian refuge needs to be a minimum of 100 sq ft to meet the City and CDOT standards. It seems that the pork chop for the right turn lane is creating problems for the left turn and right turn movements, another possible solution for this corner is to not install a pork chop island, but move the corner out to resemble the other 3 corners. This could help with the turning movements and reduce the pedestrian crossing distance. A variance reguest may be needed for submittal and evaluation should the crossing distance still be greater than our specified 56 feet. The signal pole at the NE corner will need to be relocated. Please show where this pole will sit and the right of -way that will be needed to accommodate this. A pocket of right-of-way is acceptable to accommodate this. The pole needs to be placed behind the sidewalk, but close enough so the buttons are accessible. The right -in right -out access points on Willox into this site and the Albertson site - The median from the roundabout needs to be extended west across this access point to control the right -in right -out movements. It can end as the striping for the left turn lane is shown. We are okay with the attached sidewalk widths as shown at this intersection. Our group actually felt it would be better to not have trees and tree wells in these attached sidewalk areas. The roundabout - The pedestrian crossing on the south need to be set back behind the stopped vehicles as the others are. Since the median and curbing on this site need to be adjusted to accommodate the roundabout the pedestrian crossings should be able to be accommodated as well. In order for the roundabout to function correctly the vehicles exiting the roundabout and entering the site must have the right of way and not be required to stop at the T intersection on the site. The two lanes on site that will enter the roundabout will need to have stop signs at these locations. The sidewalk at the roundabout where it is the combined sidewalk and bike lane needs to be a minimum of 8 foot in width at these locations. The eastern access point - please provide truck turning templates for this access point, so we can verify that it will work for the truck turning movements. General comments - Any driveways other than the two driveways on College Ave that are proposed and the 3 access points off of Willox will need to be closed with these improvements. Those are the only access points that will be allowed. To accomplish the changes in access from the access control plan, the intent will be to vacate Grape Street and all access to these properties along this current row will need to be accommodated thru the site and the new access points being proposed. As to whether there is to be a sidewalk installed on the west side of College Ave that is something that the URA will need to decide if a sidewalk in either the interim or ultimate condition is desired with this project as it would not be a requirement of the development project. A pedestrian connection is needed across the ditch to the neighborhood to the NE to meet the pedestrian level of service requirements. We have coordinated with Natural Resources and there is potential for a pedestrian connection between or around the two wetland areas. This connection (bridge across the ditch) would provide a great connection to the grocery store and was identified as a need at the neighborhood meeting. To NOT provide this connection a modification to this standard in the Land Use Code would be required.
