The project is designed in a SanFranc:isco/Neo-Victorian style with lofts "nested" with the next floor to provide a unique approach to student housing. City Plan Principles and Policies achieved LU-1: Project achieves growth within the city on established pedestrian and transit systems. LU-2.1: Project compatibly adds to neighborhood, creates an identifiable place, and achieves compact development. LU-2.2: Project contributes positively to neighborhood. LU-3: Project is compatible with designated land use. LU-4: Project shall be reviewed by the West Central Neighborhood. T-2: Project is adjacent to established transit systems and is located close to shopping, entertainment establishments, and campus that will encourage pedestrian access. T-4: As per T-2, bicycle access shall be encouraged by the location and design of the project. Bicycle racks shall be provided. T-5: Project has a direct pedestrian access to Town Square Shopp;ng Center and adjoining business uses, churches, entertainment, and CSU. T 6: Project has a enhanced pedestrian link to the Town Square Shopping Center. T-7: Project has wide walks, bench seats and landscaping to enhance pedestrian network. T-8: Pedestrian walks shall be well lit with fixtures that have a compatible historic motif. T-9: Project provides 48 standard and 8 handicapped parking spaces This exceeds the 48 standard and 2 handicapped parking spaces required. CAD-1.3: The parking lot has been treated as a visually appealing ..steetscape" with landscaping, seat -walls, and wider walks that have an additional 24" buffer strip from the adjoining parking. CAD-1 4: Street trees for the project have a formal appearance that will create a canopy. Existing trees shall be preserved. Collins, Colorado Dear Sheri, This letter serves as our response to your most recent review comments concerning the final utility plans for Lofts at Campus West. We have addressed the utility plan review comments, as well as written comments noted on your Project Comment Sheet dated September 22, 1998. Please note the following revisions that have been made to the plans since the last submittal. The 10 parking places along the north property line at the east end of the site have been removed. This was done at the request of Mike Ludwig in the Planning Department. In order to maintain the same grading concept in this area and to maintain detention storage volumes required by the Stormwater Utility and City Storm Drainage criteria, the curb along the north side of the parking area will be a depressed barrier type curb. The grade of the asphalt will match the top of the curb along the north side of the parking lot- An additional sheet has been added to the plan set to detail the grading at the north end of the alley for construction purposes. Written Comments Copies of the offsite drainage easements are attached. The drainage easement on Town Center property has been recorded. We will be providing you with a signed copy of the offsite easement for the Panhandler Pizza property owned by Kathy Nicol after our next meeting with Kathy and her engineer, Parsons and Associates. Negotiations have been occurring with the owner. We have been coordinating requests and requirements with Parsons. A Letter of intent to dedicate the easement has not been provided by Kathy Nicol. We understand that this project will not go to the board until either this dedication is made or a letter of intent is obtained from Kathy Nicol. Parking along the north property line has been removed. Drive aisle widths have been coordinated with the architects site plan. The seat wall along the south property line has been changed to a tall curb. Maximum height of the curb is approximately 18". Refer to the responses to plan redlines for remaining comments. Collins, Colorado Master Improvements Plan The legend has been clarified The tall curb along the existing Town Square shops has been labeled as a tall curb. The tall curb extends along the front of the parking area and transitions back down to 6" curb along the parking space to the main drive. This has been coordinated with the architect's site plan. Trash pickup will be done by a garbage truck with a fork system to pick up the dumpsters. The curb does not represent an access problem for the trucks. This concludes our �response to your review comments concerning the final utility plans for Lofts at Campus West- We feel that all comments have been addressed adequately and a request for mylars after your next review is appropriate. Signatures may be obtained from the departments and mylars held by you until the last easement dedication is completed. We anticipate securing the easement this month. Site/Landscape Plan • The drive isle width on the east side of the property is shown on the site plan as 22 feet, but almost 24 feet on the utility plans? • Note on the site plan indicates that the two eastern trash enclosures are 'raised'. What makes these raised, there is nothing shown on indicated on the detail or on the utility plans to know what this is to mean. • It does not appear that there is adequate room for the overhang for the parking stalls along the northern property line. A note on the Landscape plan indicates that bollards are to be installed to protect the trees from car bumpers. If the trees or the bollards are not a minimum of two feet behind the curb than adequate clearance does not exist for the parking stalls. Utility Plans • The retaining wall or seat wall on the south side of the property. What are the limits of this wall'? What is the height and the width. The sidewalk just south of this wall is shown to have steps at the east end on the site plan. Is that correct? • How does water get .nto the water quality device? Provide a better detail of the concrete channel, metal plat and how it connects with the water quality d vice. We have also addressed the issues discussed at our meeting on Monday, July 28,1998. Plan Redlines The master improvement plan has been updated with the appropriate curb data, dimensioning and legend. The utility easement for the water services is shown on the plat. The speed bumps have been widened to reduce the chance of "high centering". This was done in accordance with our discussion at the site on 7/28/98. The grading has been detailed in the vicinity of the speed bumps. The notes regarding the variance request from the Stormwater Utility requirements have been removed from the Drainage and Erosion Control Plan as you and Basil requested. The variance request is included in the Final Drainage and Erosion Control Report as well as in a separate letter. Both trash enclosures will have brick walls around them. A 5 foot landscape strip is required and this can not include vehicle overhang. An additional 2 V feet of landscaping is needed to accommodate overhang and provide the landscape buffer required. Per section 3.2.2(N). • Label the retaining wall along the southern property line. Is the height of this wall adequate to prevent vehicle overhang? If not than curb stops are needed to prevent overhang. • Need to indicate where signage for compact spaces is to be located. For each site it needs to be placed so that it does not interfere with the pedestrian paths and the widths being provided. • No retaining walls or signage can be placed within the Row. Encroachment permits for fencing within the Row can be applied for. A yearly fee is assessed for such items within the Row. • Is the trash enclosure detail typical for all enclosures? • Show proposed signage locations for McDonalds signage. What is the height of this? What are the limits of this? What is it retaining - currently a curb. What does a cross section of this area look like? • How is the walk on the south side of the property line (that is flush with the pavement) going to transition up to match the landscaping and then drop for the ramps. Master Utility Plan • Show the pavement patch Master Grading Plan • I still believe that the weirs (speed bumps) are too hieh. The rise of approx 1 ft over 5 ft is too abrupt. I think there will be a problem with cars high centering on these and vehicles scraping on them taking chunks out of them and possibly causing the weir height to end up being lower than required. • At the weir locations need to indicate the curb height is at 30.8 or higher. Is there a curb around the trash enclosure pads? What is going to keep the water in here'? Master Drainace and Erosion Control Plan • The variance requests that are indicated as notes on this plan need to be submitted in writing as separate items. The variance for allowable ponding depth in a parking lot will probably not be granted. It has not been for residential projects and has been a major concern of planing and zoning board. This is per conversation with Stormwater and was not caught by them and is not in there comments. See additional comments on plans. CAD-1.5: Street lighting shall be with fixtures that have a compatible historic motif. CAD-4: Project is designed for security issues. Visual access from neighbors is available on all sides. HSG-1.1: Project has higher density near public transportation, shopping, employment and service centers, and CSU. HSG-2: Project shall have densities that the unit costs could qualify for affordable housing. HSG-3.1: Project compliments the surrounding stable residential neighborhood. ENV-1: Project location promotes pedestrian and bicycle access; therefore the project complies with the City air quality objectives. ENV-2: Project shall have recycling containers in the dumpster locations. ENV-3.3: Project landscaping utilizes ground covers that reduce water consumption. ENV-4: Project utilizes solar orientation. ENV-7: Project improves the flood control in a historically difficult area. Adjoining buildings shall have more protection as a result of the project. NOL-1: Project does not deplete any recognized natural habitat or ecosystem. NOL-3: Project provides sidewalk gathering places enhanced with seat - walls and landscaping. GIN-1: Project does not impact boundary growth management issues. GM-5: Project takes advantage of existing infrastructure improvements. GIN-6: By the time it's done, rest assured, the protect shall pay its fair share of the cost of growth. GM-7: This is a private development of a Community Commercial District GM-8: Project represents a compatible infill development within the Community Growth Management Area Boundary. Special incentives have not been identified. MMN-1: Project overall density is 21 dwelling units/acre which exceeds the minimum average density of 12 DU/A. MMN-2: Project provides a transition link between the surrounding neighborhood and the Town Square Shopping Center. Project shall continue to provide the access to the McDonald's drive -up window. MMN-3: Project relates to and link; with the existing Town Square Shopping Center. The buildings are two story with basement walk -out and there are central gathering places incorporated in the design. The project is adjacent to existing transit stops. CCD-1: Project provides higher density housing. The physical environment will promote walking, bicycling, transit and ridesharing. The convenience to adjoining shopping, entertainment, and service facilities shall provide a high quality urban life-style. This is hazardous for the pedestrians as well as limiting the functionality of the parking lot for residential use. Site Plan 1. Label the retaining walls on the site plan 2. Does the retaining wall on the east property line affect the current depth of the parking stalls in the lot east of the property. 3. The parking stall depths abutting the southern retaining wall need to have a depth of 19 feet, this makes the drive isle width short by a foot. 4. A 50 foot set back for parking stalls is needed from City Park Avenue. 5. No structures are allowed within easements - it appears that the entrance structure (stairs) are being placed within the easement. Landscape Plan 6. Typical speed bumps rise only 2.5 inches over 5 feet, not 12 inches over 5 feet. Could have a problem with cars high centering on these. CCD-1.8: The streetscape of the parking/pedestrian circulation area shall provide a safe and attractive environment for the pedestrian. CCD-1.14: Project provides a pedestrian link to the Town Square Shopping Center that utilizes an existing park -like setting that avoids arterial streets. CCD-1.16: Project is adjacent to established protected transit stops. ii. Project Description: The project is 1.24 acres located north of the Town Square Shopping Center on west Elizabeth at City Park Avenue. The project site is bordered on three sides by housing geared to CSU students. The project shall provide a transition to the Town Square center. The site has existing asphalt that is the north access to the center and to the McDonald's Restaurant drive -up window. The access to these adjoining uses shall be maintained with the development of the project. The primary time that traffic backs up from Mcdonald's drive -up is over the lunch hour. It is during this time that many of the project's occupants shall be "on- cannpus" or at places of employment. Therefore it is not considered a conflict or hazard, Certainly from time -to -time there shall be inconvenience, however that is to be expected and accepted with an urban setting. The proximity of the project - and subsequent convenience - far outweighs the minor accommodations that may have to be made. The project does not contain any wetlands or natural areas. Existing landscaping shall be maintained and increased with the development. iii. The project shall be developed as condominium units as part of a home -owners' association that shall be responsible for the maintenance of the buildings and the grounds. IV. NA. V. The project layout has been largely dictated by the existing traffic patterns and uses that must be maintained. Because the site is long and narrow, it became obvious that the building layout must be linear. There is a steep slope to the north that required that the first level be designed as a basement walk -out in order to accommodate handicapped accessibility/adaptability on the ground floor. vi. NA vii The site has no wetlands. The site has no natural areas. viii. A neighborhood meeting is pending. ix. Project name with this submittal: "The Lofts at Campus West". Project name at conceptual review: "Townsquare Apartments'. DEVELOPMENT SCHEDULE Construction is anticipated for spring, 1998 for the first two structures to the west. Completion would be within six months of the start of construction. The balance of structures would be constructed based on market acceptability. HAZARDOUS MATERIAL IMPACT ANALYSIS There shall be no hazardous materials associated with the project. ENVIRONMENTAL STUDY There are no wetlands or natural areas associated with the project. Collins, Colorado Dear Sheri, This letter serves as the response to your initial review comments concerning the final utility plans for Lofts at Campus West. We have addressed the utility plan review comments, as well as written comments noted on your Project Comment Sheet dated December 4, 1997. Please note that the site plan has been revised significantly since the initial submittal. The primary change is that the number of buildings has been reduced from five (5) to three (3). The parking lot geometry has also been revised to facilitate the drive through into McDonalds. The parking spaces that were formerly along the south property line have been relocated to the east property line. Comment Sheet Site Plan * Refer to response prepared by Glaser Associates. Utility plans * No structures are within easements. * The existing curb cut will be closed. * The primary access on City Park Drive will be rebuilt as needed. Collins, Colorado * The primary purpose of the "speed bumps" at the eastern end of the site is to provide detention storage. Detention is required for the site and this method of creating a berm in the southeast corner provides the necessary detention volume and allows traffic to pass albeit very slowly. There is no need to encourage traffic to go onto the neighboring properties. The "speed bumps" will be painted with a highly visible and reflective paint. Additional signage will also be provided to instruct drivers to slow down. It must be noted that the primary access into the parking lot for City Park Condominiums located east of the site is at Plum Street. All necessary curb and gutter details are now provided.
