What is the legal description that was submitted for? What have been the discussions on the alley vacation? I do not see any legals for this or a record of it being routed for utility review Phase 1 site plan - What if anything is to be done? If no exterior changes are to occur, please indicate that on the sheet. What is the surface adjacent to the building? How are you going to prevent parking in this area? Show barricades or what is to be used to keep people from parking in this area. Change sheet name to Phase 1 so it is consistent with the minor amendment request and is easier to reference in the DA Phase 2 Conceptual site plan - Need to show the driveways as concrete to the property line. The inset parking spaces on willow - need to show the corners as radii and the flowline will follow adjacent to the curbline (no pan). Add the following notes to this plan: 1. The actual curb line location on Willow Street and Pine Street has not been determined. Placement will be determined when the street design for Willow Street and Pine Street is done with Phase 2. What is shown is only a conceptual idea for estimating costs. 2. Parking placement on Willow and Pine is conceptual only Final design needs to be done with Phase 2. Show a pedestrian ramp going to the south crossing Willow Street. Add Phase 2 to the sheet name. Phase 2 Conceptual landscape plan - Add Phase 2 to the name. If the fax that was sent to Cam (he is out and I just received it) is the estimate for the design and construction costs it will need to be reviewed. If it is not an estimate needs to be prepared. Here are some comments on the design work (utility sheet) for phase 2, but from my notes we do not need utility plans with Phase 1 since there is to be no work proposed outside of the building. Most of my comments on this sheet are going to be that we need more information to evaluate things. Right now we require street flows to follow the edge of the curb (the pan would not be allowed) and go around the inset parking areas due to problems we have experienced with this design (even here at our own building). If you wish to do something differently (such are your plans are showing we will need to discuss this internally to detennine if we will accept that type of design and under what conditions). No pans at the entry drives - they need to be concrete to the property line. Minimum radii will need to be provided for the corners of the parking stalls to facilitate drainage and the ability for street sweepers to get into that area. Not showing grates for the street tree locations. The access ramps will need to have truncated domes. Need street design to know if the curb, gutter and walk are placed in the right location. What are the driveway widths and entry radii? Need at minimum 6 foot walk width in front of the parking stalls at the north end on Pine it does not appear that this is met. This recommendation is based on the former use of the Giddings Building as an industrial site using large quantities of hazardous chemicals. In addition, there is contamination from the former Poudre Valley Gas Comapny which may trigger unsafe indoor PLANNING HISTORIC PRESERVATION 07/16/2004 OK Carol Tunner Historic presentation has no problems with the change of use from manufacturing to arts theatre and ancillary uses. As I understand it, Phase I is all interior work. On this submittal, the LPC would need to approve the landscape plan as proposed. My staff recommendation is to not put the landscaping so close to the building that the drip irrigation might cause rising damp problems with the old masonry. In regards to the exterior, on March 11, 2004, the LPC approved the demolition of the 1972 non -historic west elevation addition and the installation of five HVAC mechanical units on the west elevation as per submitted plan view drawings and specification sheets. The cross sections for both Pine St. and Willow St. still need to be determined in the later phases.
