The property is within the L-M-N zone district, and the PDP for the project was approved for the property earlier this month. KB Home has proposed 431 homes on the property, including 151 affordable homes and 280 single family detached homes. Following the City's decision on the status of the Robert Benson Dam, a fourth filing may be forthcoming in the area noted on the plan set and plat drawings as "Outlot A." This area is not included within density calculations. We have worked closely with JR Engineering and KB Home to prepare the submittal, and look forward to receiving your comments in the next few weeks. Should you have any questions regarding the submittal, please do not hesitate to contact me. We have been notified of an overpayment on previous applications for the property. The overpayment amount has not been revealed, although we understand that the figure exceeds the final plan application and transportation review fees. Please let me know the amount of the overage so that I may advise our client accordingly. Rusty Crandall is the Division President of KB Home Colorado, Inc., and is familiar with the project. Minor changes to the plan included verbiage clarification on the cover sheets and summary tables, a reduction in parking in the Neighborhood Activity Center, changes in wording on several notes to make design intent clear, addition of the sidewalk connection to be eventually completed by the City, addition of proposed model home locations and associated parking, and other minor adjustments. Elevations included include those proposed for the affordable component of the property, and the Neighborhood Activity Center. Single family detached homes will comply with all applicable City regulations, including regulations for architecture adjacent to the Natural Areas as indicated within the submittal set. The landscape drawings expand upon the detail proposed within the PDP submittal. Following conversations with the Natural Resources Department, we have adjusted the landscape design adjacent to the Pelican Marsh Natural Area to create a naturalized transition between residential neighborhoods and the City's natural area. We anticipate working closely with the Natural Resources Department for the next several weeks to complete the design process. JR Engineering has prepared a subdivision plat, drainage and erosion control report, and final utility plan. The Transportation Impact Analysis, Soils Report, Subsurface Hydrologic Study, wetland delineation, and environmental study have not changed since the PDP submittal. Approximately 30% or 102 of the units will be affordable to households earning 80% and below Area Median Income (AMI). The project meets the City's definition for affordability and qualifies for Priority Processing and a 30% waiver of its Development Review Fees. The waiver only applies to fees charged by the Current Planning Department. Please implement Priority Processing procedures for this project's development review process.
