The existing building would remain and be included within the project. The property is within the City of Fort Collins and is currently zoned D — Downtown, and is within the Old City Center sub -district. The following departmental agencies have offered comments for this proposal. COMMENTS: Zoning: 1. The land uses within the project are permitted in the zoning district as a Basic Development Review. 2. The number of off-street parking spaces will be subject to the uses proposed within the project. Residential uses will have a minimum number of off-street parking spaces, subject to the standards Section 3.2.2(K)(1) of the Land Use Code. All parking lots will be subject to the design standards in Section 3.2.2(C) of the Land Use Code. If the applicant would like to vary from the standards, a variance request to the Zoning Board of Adjustment will need to be submitted. Any off -site parking used for the building must be located within 300 feet of the building. 3. Site landscaping will be subject to the landscaping and tree protection standards in Section 3.2.1 of the Land Use Code. 4. The height limit for buildings within the D zone district (Old City Center) is 4 stories, the upper story must be setback at a 35 degree angle from the intersection of the fourth story floor plan and the street front. Light and Power: l . Normal development fees will apply to the project. 2. The applicant will need to show the location of utility boxes, meters and service lines on the utility drawings and site plan. 3. An upgrade of the existing services will need to be completed. Utility Plans, a Development Agreement, and a Development Construction Permit will be required of this project. A Utility Coordination is suggested. Please contact engineering and we can set this up for you. Repair and replace all damaged curb, gutter, and sidewalk. Alley improvements may be required (Rick Richter has waived improvements to this project). Any encroachments of the building fagade into the row would require an encroachment permit which would need to be evaluated to determine before it would be granted. All doors will need to be inset into the building and can not open into the row. No additional drainage can be added to College Avenue. The project will be subject to the design standards in Section 3.5.1 and 3.5.3 of the Land Use Code. Advanced Planning: 1. The proposed development includes buildings which may be eligible for local landmark designation.
