However, in order to achieve this LOS of B the street crossing is required to have a 6' pedestrian refuge within a raised median. The pedestrian refuge within the median is also required as an element of the City's street standards as outlined in the LCUASS. The ped refuge should also be incorporated within the Lemay median, according to the LCUASS. Please include this features as part of the raised medians in subsequent submittals. Number: 25 Created: 6/4/2003 Parking layout and site design should not preclude future cross access to development that may occur to the east or north of this site. Please ensure that this remains the case in subsequent submittals. Please also bear in mind that the driveway providing access to E. Lincoln should be a right -in / right -out only. Furthermore, as properties develop to the east a new shared access point to Lincoln will be required. Cross access opportunities also apply to pedestrian facilities, such as walkways and not be precluded by landscaping. (min 2' to scarified subgrade). Please call to set up a meeting with representatives from Stormwater, Engineering, and other utilities (water/wastewater, ELCO, N. Weld) to discuss this issue. Topic: Street design Number: 9 Created: 5/30/2003 (10/23/03] No variance requests were received. Please submit variance requests for: 1. Driveway separation distances. 2. The design of the left turn lane on Lincoln. 3. Sub -standard ROW dedication on Lincoln (typically, another 12' of ROW would be required for the right turn lane at the intersection). The sidewalk and parkway as shown are not acceptable. While we mentioned at an earlier meeting that the City would entertain a variance to reduce the parkway width, it was not anticipated that there would be no parkway at all. A minimum parkway width of Er needs to be provided, tapering to the standard parkway width at the property line to the east, and this will still require a variance. The sidewalk and parkway should be within dedicated ROW. Original comment: The access points shown do not meet the minimum separation distance from an intersection as required by the Larimer County Urban Area Street Standards. Please submit a variance request according to LCUASS 1.9.4. It is the City's intention to support the variance, but not without conditions. Adding to comment Nl from Traffic Operations, the medians required to restrict access to ri/ro for both the access on Lincoln and the one on Lemay should be standard medians in the center of the street. "Pork chop" islands in the driveways would be insufficient. Also, please note that the access location on Lincoln is approved on an interim basis only, and should be noted that it will be removed in the future. When the property to the east develops, a shared access needs to be provided with a greater separation from Lemay than is shown with the current access. It is suggested to work with the adjacent property owner(s) regarding cross access from this parcel to both the north and the east. Number: 10 Created: 6/2/2003 1101231031 This design shown needs to connect to the existing design for Lincoln. Please provide station equations and ensure that the designs work together. Also, please provide additional information regarding the northeast portion of the intersection of Lincoln and Lemay in the form of spot elevations and additional cross -sections. More information is needed to determine whether the area will drain properly. Original comment: Please provide the full design (detailed, not preliminary) of Lincoln along the property's frontage, Including the full lengths of the turn lanes that stretch east of the property. Beyond this, to the east, please show the horizontal alignment as a possible future alignment of Lincoln, to be designed by others, and remove the vertical design as well. Number: 11 Created: 6/2/2003 [ 10/23/031 Station equations weren't provided. The cross -sections should contain more information as required in LCUASS. Enough vertical information regarding the design of Lemay needs to be provided to assess whether the sidewalk being built along Lemay will be in the correct location with the ultimate buildout of Lemay. Original comment: There are approved designs of Lemay avenue stretching from south of this site north to Vine (in the Mulberry/Lemay Crossings, 0-1814, and Buffalo Run plans, 0-1724). These plans may be used and referenced by this project, or, if this project wishes to redesign Lemay, then both ends of the new portion need to tie into the approved design(s) (station equations, vertical matches). Detailed design of Lemay along the property's frontage is needed. Number: 59 Created: 10/21/2003 [10/21/03] Please provide station equations to tie the proposed designs to existing designs. The design on Lincoln needs to show that, when Lincoln is widened and the ultimate median is constructed, the grade from the median to the ultimate curb and gutter on the north will be a straight grade meeting standards. The ultimate curb and gutter placement on both Lincoln and Lemay should ensure that grades between the sidewalk and curb and Page 219 gutter do not exceed 4:1 and should also provide for a 2' shallow -graded area adjacent to the sidewalk on each side. Number: 60 Created: 10/21/2003 [10121/03] The grading shown for Lemay needs to provide an area for water to drain off of the pavement into perhaps a swale or small ditch. The edge of pavement (and the bike lane) should not be at the low point. Also, as discussed in a previous meeting, these flows from the streets need to be diverted into the pond. Number: 62 Created: 10/21/2003 [ 10/21 /03] When adding pavement to an existing street, the slope of the new pavement should be at least as steep as that of the existing pavement (per LCUASS). It Isn't as critical where the pavement is being added to the center of the street, starting with a shallower slope and dropping off to a steeper slope toward the edge of the road. It is more important where the center of the roadway is steeper than the newly added edge and puddling and maintenance problems may be created. Number' 66 Created: 10/21 /2003 [10/21/03] The cross-section shown for Lemay on Sheet 10 doesn't make sense; it is neither the interim nor the ultimate cross-section. Number: 67 Created: 10/2112003 [10/21/03] Please show the location of ROW along Lincoln to the east. Number. 76 Created: 10/23/2003 [ 10/231031 Please show that the turning movements at the Lincoln-Lemay intersection will work. (As discussed in a previous meeting.) Number: 82 Created: 10/24/2003 [ 10/24/03] The median on Lemay should be centered on the existing line separating the northbound through lane and the southbound turn lane to minimize the lane offsets for vehicles traveling north and south on Lemay. Additional pavement may be needed on both sides of Lemay to accommodate this. Travel lane widths should be maintained at IT; there is a location on southbound Lemay where the lane was narrowed to 10', and this is too narrow. Number: 83 Created: 10/24/2003 [ 10/24/031 FYI - The driveway access on Lincoln is not guaranteed to remain full movement Indefinitely. Increased traffic in the future may result in the access point becoming right-in/right-out only. Topic: Striping Number: 68 Created: 10/21/2003 [ 10/21/031 The striping shown on Lincoln east of the site doesn't seem to work. With a double -yellow line in the middle of the street, the center left turn lane will be removed, but the way the double yellow ties into the existing striping on Lincoln doesn't end up re -starting the center left turn lane. What happens to it? Topic: Traffic Number: 58 Created: 10/21 /2003 [ 10/21/031 The TIS identifies the need for a left turn lane into the proposed access road on Lincoln, but this lane is not shown on any of the plans. Please design this lane and provide for any needed construction/re-striping for it. Topic: Utility Plan Number: 12 Created: 6/2/2003 [10/23/03] Any cuts/edges of mill/inlays need to be made at the edge of a lane line or the middle of a vehicle travel lane. They are not allowed in the middle of bicycle lanes. Original comment: Please show the approximate limits of street cuts and add the note: Limits of street cut are approximate. Page 314 Number: 13 Created: 6/2/2003 110/23/03) Repeated for your information. Original Comment: It appears that offsite grading and utility easements will be needed. Letters of intent for these easements from the affected property owner(s) will be required prior to hearing. For easements to be dedicated to the City (utility easements), the completed legal descriptions and dedication paperwork must be submitted to the City prior to mylar approval. Topic: Lemay Avenue Street runoff Number: 84 Created: 10/24/2003 [10/24/031 It seems that flows coming off of Lemay Avenue will be trapped in the ROW during the interim period. There needs to be a roadway swale design that drains into the storm sewer system to evacuate water off of the ROW in the interim condition. Please redesign the proposed storm line, projecting the storm sewer elevations back through the Lemma Avenue intersection such that there would be a positive slope at the manhole and throughout the pipe profile. If raising this storm sewer causes a cover problem at Lemay Avenue then this should be discussed at a utility coordination meeting. Topic: Utility Conflicts Number: 37 Created: 6/10/2003 [10124/031 Due to the strong potential for utility conflicts for the pipe crossing of Lemay Avenue, a utility coordination meeting with ALL affected utility providers is strongly recommended. Such a meeting should take place before any potential re -submittal is considered. Previous comments regarding utility conflicts : The proposed storm sewer crossing of Lemay Avenue may have some major utility conflicts. Please show and call out on the pipe profiles the existing City of Fort Collins, ELCO and North Weld Irrigation District lines. Please provide a minimum of 18 " of clearance from these lines. Show the electric duct bank crossing of the proposed storm line at Lemay Avenue. Will there be a conflict between the proposed storm line on the north side of Lincoln and any proposed duct banks as the storm sewer alignment seems to coincide with the area that Electric utilities are usually located. Topic: Storm Sewer Profile Number: 65 Created: 10/21 /2003 [10/21/03] It appears that there will not be enough cover over stormpipe 1 in the ROW. (min 2' to scarified subgrade). Please call to set up a meeting with representatives from Stormwater, Engineering, and other utilities (water/wastewater, ELCO, N, Weld) to discuss this issue. Topic. Street design Number: 9 Created: 5/30/2003 [10/23/031 No variance requests were received. Please submit variance requests for: 1. Driveway separation distances. 2. The design of the left turn lane on Lincoln, 3. Sub -standard ROW dedication on Lincoln (typically, another 12' of ROW would be required for the right turn lane at the intersection). The sidewalk and parkway as shown are not acceptable. While we mentioned at an earlier meeting that the City would entertain a variance to reduce the parkway width, it was not anticipated that there, would be no.parkway_at all. A minimum parkway width of 6' needs to be provided, tapering to the standard parkway width at the property line to the east, and this will still require a variance. Adding to comment #1 from Traffic Operations, the medians required to restrict access to rl/ro for both the access on Lincoln and the one on Lemay should be standard medians in the center of the street. Number: 10 Created: 6/2/2003 [10/23/031 This design shown needs to connect to the existing design for Lincoln, Please provide station equations and ensure that the designs work together. Also, please provide additional information regarding the northeast portion of the intersection of Lincoln and Lemay in the form of spot elevations and additional cross - Page 2 HDQ-04-2003 09:01 VRUGHTFPYE/QF PIPLEYTS 970 224 1662 P.05i24 i sections. Number: 11 Created; 6/2/2003 [10/23/03] Station equations weren't provided. The cross -sections should contain more information as required in LCUASS. Enough vertical information regarding the design of Lemay needs to be provided to assess whether the sidewalk being built along Lemay will be in the correct location with the ultimate buildout of Lemay. There are approved designs of Lemay avenue stretching from south of this site north to Vine (in the Mulberry/Lemay Crossings, C3-1814, and Buffalo Run plans, C3- 1724). These plans may be used and referenced by this project, or, if this project wishes to redesign Lemay, then both ends of the new portion need to tie into the approved design(s) (station equations, vertical matches). Detailed design of Lemay along the property's frontage is needed. Number: 59 Created: 10/21/2003 [10/21/03) Please provide station equations to tie the proposed designs to existing designs. The design on Lincoln needs to show that, when Lincoln is widened and the ultimate median is constructed, the grade from the median to the ultimate curb and gutter on the north will be a straight grade meeting standards. The ultimate curb and gutter placement on both Lincoln and Lemay should ensure that grades between the sidewalk and curb and gutter do not exceed 4:1 and should also provide for a 2' shallow -graded area adjacent to the sidewalk on each side. Number 60 Created; 10/21/2003 [10/21/03] The grading shown for Lemay needs to provide an area for water to drain off of the pavement: into perhaps a swale or small ditch. The edge of pavement (and the bike lane) should not be at the low point. Also, as discussed in a previous meeting, these flows from the streets need to be diverted into the pond. Number: 62 Created: 10/21/2003 [10/21/03) When adding pavement to an existing street, the slope of the new pavement should be at least as steep as that of the existing pavement (per LCUASS), It isn't as critical where the pavement is being added to the center of the street, starting with a shallower slope and dropping off to a steeper slope toward the edge of the road. It is more important where the center of the roadway is steeper Page 3 NCO-04-2003 09:01 VRUGHTFRYEiUF RIPLEYTS 970 224 1662 P.06i24 than the newly added edge and puddling and maintenance problems may be created. Number: 66 Created: 10/21/2003 [10/21/03) The cross-section shown for Lemay on Sheet 10 doesn't make sense; is neither the interim nor the ultimate cross-section. Number: 67 Created: 10/21/2003 [10/21/03] Please show the location of ROW along Lincoln to the east. Number: 76 Created: 10/23/2003 [10/23/03) Please show that the turning movements at the Lincoln-Lemay intersection will work. (As discussed In a previous meeting.) Number: 82 Created:'10/24/2003 (10/24/03] The median on Lemay should be centered on the existing line separating the northbound through lane and the southbound turn lane to minimize the lake offsets for vehicles traveling north and south on Lemay. Additional pavement may be needed on both sides of Lemay to accommodate this. Travel lane widths should be maintained at 12'; there is a location on southbound Lemay where the lane was narrowed to 10', and this is too narrow. Number: 83 Created: 10/24/2003 [10/24/031 FYI - The driveway access on Lincoln is not guaranteed to remain full movement indefinitely. Increased traffic in the future may result in the access point becoming right-in/right-out only. Topic: Striping Number: 68 Created: 10/21/2003 [10/21/03] The striping shown on Lincoln east of the site doesn't seem to work. With a double -yellow line in the middle of the street, the center left turn lane will be removed, but the way the double yellow ties into the existing striping on Lincoln doesn't end up re -starting the center left turn lane. What happens to it? Topic: Traffic Number: 58 Created: 10/21/2003 (10/21/03] The TIS identifies the need for a left turn lane into the proposed access road on Lincoln, but this lane is not shown on any of the plans. The off -site access is in the City 100-year Dry Creek floodplain. 2. A floodplain use permit will be required for both the offsite work and the on - site work that is in the 100-year floodplain. A $25 permit fee is required for each permit. 3. Please see attached floodplain review checklist for items to be included on the plans and in the drainage report. If the floodplain information causes tht drainage/ and or grading plan to become too cluttered, a separate floodplain, plan can be included. 4. Please see additional minor comments in the drainage report. S. The interim improvments do not need to include the ped refuge. Number: 76 Created: 10/24/2003 [10/24/03] The latest submittal includes an attached sidewalk along the property's Lincoln frontage. The pedestrian Level of Service and the street standards require that a landscaped parkway be located between the sidewalk and right turn lane. After discussions with transportation staff it was determined that the parkway width can be reduced from 10 feet to 6 feet if necessary. Number: 79 Created: 10/24/2003 [10/24/03] The bike lane striping for Lincoln needs to be reconfigured. Instead of transitioning the bike lane at the development's new driveway location, the bike lane should continue next to the curb and transition closer to the intersection. The transition should began approximately 200 feet from the intersection and transition back to the curb within a 75 foot distance. Please see engineering's red lines. However, here are my comments to add to the mix: >>> Sheri Wamhoff 05/28/03 02:45PM >>> Here's the agenda for tomorrow. Let me know if there are any additional items. AGENDA Transportation Coordination Meeting - May 29, 2003 10:00 A.M. to 12:00 P.M. LOCATION 281 Conf A 1. Bank of Colorado project, Lincoln and Lemay design, specifically the transition of Lincoln from 4-lane to 2-lane and where that should happen, medians in Lincoln in the interim condition, APF issues at Vine and Lemay, access point locations, and probably more. - Katie•Medians should be installed on both Lincoln and Lemay to control the access to ri/ro only due to the proximity of the access locations to the intersection. There are APF issues that apply to this development and there's not much they can do about it. However, I am seriously considering eliminating the peak hour NB and SB left turns during the AM and PM peak hours at Vine/Lemay. This will add capacity and soften the APF issue and allow the development to proceed. A decision on this will be made by the end of the week. 2. Centre Ave - 6 ft bike lane okay?, Directional ramps or a corner ramp - Sheri I assume you are talking about Centre Avenue from Lake to Prospect and the project CSU is proposing. I have worked with CSU on this project and believe the design is head and shoulders above the existing condition - especially the removal of the parking on the west side of Centre. Given the constraints of the roadway width, I believe the 6' bike lanes works adequately. If this is not the section you're talking about, then I'll catch up with Ward for comments. 3 Potential future alignment of Pennsylvania/Kentucky south of Cherokee Flying Heights, in particular, as it intersects with West Mulberry - Troy J No comment 4. Timberline Village (Harmony School Shops), traffic study adequacy, the future of the 3/4 access off of Harmony when the Harmony goes to 6 lanes, if there is no 3/4 access in the future distribution of traffic. - Marc V The 3/4 movement is an approved access under the Harmony Road Access Plan. If it becomes a problem either under the four or six lane Harmony Road, the Traffic Operations and CDOT have the Police power to close it (assuming we can muster the courage to withstand the political ramifications). In other words, I wouldn't be concerned with it at this point. I am more concerned with the Milestone access on Timberline. The last set of plans I saw did not show the channelized "T" median that was previously discussed. If they have changed there minds about the control feature, then the access will be rilro -ONLY with a full median for control. I do not want to see another College/Kensington scenario. Also with the project, I am not overly thrilled with the access provisions to the east. I expected a "roadway" look and feel. the design appears to me as too circuitous to be overly effective. However, it's nothing I'll fall on the sword over - it's a Transportation Planning call in my opinion. 6 6. ROW dedicated for Lemay should be located to provide for the ultimate alignment of Lemay as it swings east for the future overpass at Vine. Number: 8 Created: 5/30/2003 Regarding the ultimate design of Lincoln, the transition of Lincoln from 4-lane to 2-1ane needs to occur at the next intersection east of Lemay. Studies have shown that the Lincoln/Lemay intersection needs to be 4 lanes on all sides to provide for the needed capacity. Number: 9 Created: 5/30/2003 The access points shown do not meet the minimum separation distance from an intersection as required by the Larimer County Urban Area Street Standards. Please submit a variance request according to LCUASS 1.9.4. It is the City's intention to support the variance, but not without conditions. Adding to comment #1 from Traffic Operations, the medians required to restrict, access to ri/ro for both the access on Lincoln and the one on Lemay should be standard medians in the center of the street. [10/24/03) Due to the strong potential for utility conflicts for the pipe crossing of Lemay Avenue, a utility coordination meeting with ALL affected utility providers is strongly recommended. The variance requested was a reduction of separation distance between the driveway on Lemay and the Lemay and Lincoln intersection from the standard 460 feet to 325 feet. This variance has been approved by the City Engineer only for this project. As with all variances to the street standards, the variance granted forthis project is based on the particular situation under design and the judgment that we (the designer and the City) apply to determine whether there is a public safety concern. The variance for this project in no way sets any precedence for relaxing these standards on other projects without complete analysis and justification. Please show how the 5' curb and gutter transitions will work. [4/16/041 Please provide additional detail for this inlet to address erosion control concerns. The gutter should be constructed in front of the inlet, plus five foot transitions on both sides of the inlet (east and west), and the areas between EOA and the sidewalks on Lincoln and Lemay should be Needed. [1/27/04] The section of unpaved area along Lincoln between the EOA and the sidewalk contains a low point, and it appears that a Type R inlet is proposed to drain this low point. In the interim, this inlet should be changed to an area inlet with interim grading shown to drain to it. Topic: Plat Number: 54 Created: 10/20/2003 (7/27/04] Repeat: [4/16/04] You are correct in that the existing ROW is not within your legal description boundary, but you :still need to label how the existing ROW for Lincoln and Lemay (outside of your boundary) was originally dedicated. [1/27/04] This applies to all portions of Lemay and Lincoln ROW dedicated along the property's frontage, not just the triangle at the corner. How were the rest of Lemay and Lincoln dedicated? (10/20/03] Please :show how the ROW for Lemay and Lincoln was dedicated (book and page, reception number, etc). Number: 55 Created: 10/20/2003 [7/27/041 Too little ROW is proposed to be dedicated on Lincoln. This round shows a significantly smaller amount than all previous rounds of review. The Land Use Code (3.6.1.13) requires compliance with the City's Master Street Plan, which shows Lincoln as a 4 lane arterial (minimum 115' ROW, excluding right turn lanes or special conditions) for Bank of Colorado's frontage and further east. The MSP also shows that Lincoln will shift from a south -curving road to a north curving road in this vicinity. To accommodate this, as required by the LUC, the Bank of Colorado needs to dedicate ROW for the future alignment of Lincoln. Assuming that the Section Line to the south of the development will be the future centerline of Lincoln (since it is pretty much the centerline of Lincoln as it crosses Lemay), and taking into account the variance for the street cross-section previously approved (a 7' attached walk, which is one foot wider than the standard walk, and a 12' right turn lane attached to that walk, which is 2' wider than the standard parkway), this project needs to dedicate the standard ROW (575, or half of 116), plus 3' for the abovementioned items, making a total of 60.5' of ROW dedicated from the section line. It appears that previous rounds of review showed the correct ROW to be dedicated along Lincoln (see previous utility, site and landscape plans). Please revise and resubmit. Variances were granted for this project based on the ROW shown on previous utility and site and landscape plan sets. These variances may need to be revisited if less ROW is now proposed. [4/16/041 The ROWdedication on the plat still does not appear to match the other plans. Please read the comments below and address them. [1/27/04] The ROWdedication shown on the plat does not match the other plans. As shown on the utility plans, the new ROW dedication should be measured from the section Page 2 line as opposed to the center line of Lincoln, since Lincoln Avenue is slated on the City's master street plan to veer north instead of south as it heads east of this property. [10/20/031 Please clearly identify and dimension the existing ROW and the proposed ROW for both Lincoln and Lemay. Topic: Street design Number: 10 Created: 6/2/2003 [7/27/04] Repeat. [4/16/04] Several, but not all, of the spot elevations required as depicted on Drawing 7-32B were provided for the northeast quadrant of the Lincoln-Lemay intersection. Please add the missing elevations so that it can be seen whether the design for the intersection in its ultimate condition will work. 11/27/04] Again, please provide additional information regarding the northeast portion of the intersection of Lincoln and Lemay in the form of spot elevations and additional cross - sections. More information is needed to determine whether the area will drain properly, especially now that it is shown that the flowline along Lemay is to be raised in elevation. [10/23/03] This design shown needs to connect to the existing design for Lincoln.
