They are as follows: Engineering: A. The Developer will have to implement the Downtown Parking Plan. B. You will need to provide us with a preliminary design of the Stormwater needs. C. Parking on Howes - need to extend into the existing landscaped area. D. Please provide Traffic Impact Studies for individual projects on all four corners of Mason Street and Laporte Avenue. E. Please provide necessary pedestrian connections per the Transportation Planning Department's standards. F. Mason Street will have to be widened to the east if diagonal parking is going to be used. The Engineering Department does feel that diagonal parking is necessary. G. Please identify if an alley exists to the north of the County Engineering building. Stormwater: A. The Howes Street Outfall needs to be built in conjunction with the construction of the Justice Center building and parking garage. B. The Stormwater Master Plan will keep all of the water in the street once Laporte Avenue is lowered. It appears at this time that Laporte Avenue will be lowered approximately two to 2-1/2 feet. This will include necessary transitions from Mason Street and Howes Street to the center of the block on Laporte Avenue. Howes Street between Mountain Avenue and Laporte Avenue as well as Mountain Avenue will be lowered approximately 1-1/2 feet. C. Three options are available to you at this time: 1. Hold off on the construction of the Justice Center until the outfall is built. 2. Obtain a variance from the Water Board. D. No basements will be allowed in the floodplain without a variance from the Water Board. E. Please review the Old Town Master Drainage Basin Plan. In conjunction with the questions you had in regards to the variances, the Developer will be responsible for filing them. I have enclosed the appropriate sections of the City Code for your reference. The sections that will apply are §10-53(3)(a) and §10-38(a) thru (e). If you should have any questions or concerns regarding this matter, please do not hesitate to contact this office at 221-6605.
