Utility Plan Comment: Plat; Street I of 1: X Why arc the easements being dedicated as utility easements? Where the easements arc dedicated it appears they could be classified as pedestrian and/or drainage easements. Horizontal Control and Street Modification Plan; Sheet C3 of 8: • Show the centerline on Mountain Avenue. ❑O The street overlay limits for the sanitary sewer extension will be determined in the field by the City Inspector. Include a note similar to the general note #5 on the Cover Sheet. All street cuts and replacement should not be within the vehicle flow line. ❑ Revise the access ramps at the corner of Laporte Avenue and Mason Street per our discussions and faxes. The sidewalk or pedestrian pathway should align with the access ramps. • Note: In regard to the ADA access ramp requirements. I will respond to your question after I review more information. • Include a note about how the curb and gutter will be modified to remain consistent when Laporte Avenue is lowered. • An access ramp should be included at the corner of Laporte Avenue and Howes Street. Please refer to the attached description for further details on the park. Although the description notes an amphitheater concept, it is not intended to be programmed or maintained as an amphitheater by the City. Further, if the site is ever used for this purpose it will be by permit only. The park is intended to provide for informal rallies and free speeches as the current courthouse steps allow for. Please refer to the Courthouse ODP/PDP submittal for Stormwater Analysis and tree mitigation plan. See redlined comments on all sheets of the utility plans. More specific comments and concerns will be mentioned below. Utility Plan Comments: Cover Sheet; Sheet 1 of 7: 2. See redlined General Notes. 3. There is a new vertical control listing for the City of Fort Collins which does not include fire hydrant benchmark descriptors as being accurate. Therefore, the benchmark descriptors for this project should come from the new vertical control listing. The following are locations from the new listing that might be helpful: (a.) (E-136) The southwest corner of College Avenue and Oak Street. (b.) (28-97) The northeast corner of Mulberry Street and Whedbee Street on a traffic signal base. It has been discussed to allow a fire hydrant benchmark descriptor if it is referenced for the new vertical control list. Plat; Sheet 1 of 1: 4. A pedestrian easement should be dedicated for the pedestrian access throughout the site. See redlined comments. Horizontal Control and Street Modification Plan; Sheet 3 of 7: 5. The traffic impact study did not define the daily volumes of traffic for the site in respect to the secured access, the Sally Port, and the service access. Therefore, it is hard to determine the viability of the access points. Here are the concerns: (a.) The alignment of the secured access on Laporte Avenue is a question. The skewed alignment does not lend itself to a be a pedestrian friendly access and provides poor turning movements if it is to be a full turning movement intersection. Also if it is a full turning movement intersection with a significant daily traffic volumes than the access should align with access to the north on Laporte Avenue. (b.) What volumes of traffic will the service access and Sally Port access produce? If they are significant volumes of traffic than the distant between accesses is a question. (c.) What type of vehicles and how will these vehicles maneuver the service access? 6. It is difficult to deceiver how the construction is being phased. All construction proposed outside Parcel "C" should be clearly labeled as being built with this project. 7. See redlined comments. The redlined comments reference the following, but comments are not limited to: (a.) The pedestrian access ramps along Laporte Avenue should be designed consistent with the downtown area. Detail 12.7 of the City Design Manual would be more consistent. (b.) What is happening at and near the back entrance? What are the pedestrian connections? Where and how does the site transition for a hardscape plaza to open space? What are the vehicular movements? Utility Plan; Sheet 4 of 7: 8. Show all existing and proposed sanitary sewer lines including but not limited to the following: type of pipes, slopes, and lengths of segments. Also, show the points where the encasement will be used. 9. The four inch service for the parking level ejector pump should not discharge to the sanitary sewer unless it is worked out with the Water Utility. P.D.P. Plan Site and Landscape Plan Comments: 10.
