Since this is a simple small project, can you prepare a draft of the City's proposed Development Agreement for this project for our review prior to the Planning Commission hearing on January 18, 2001. We understand the agreement would be not finally approved and signed by the City until after an approval is granted by the Planning Commission. This procedure would however help to greatly reduce the turn -around time for finalization of the project so that we can schedule our pre -construction meetings and start the project. Jeff Couch, engineer for the project, said he plans to have the requested changes to the plans and, mylars completed and delivered to you for review prior to the end of the first week of January. From Engineering's perspective, the project is ready to proceed towards a hearing. However, there are other departments that may have concerns. Please address the following comments, resubmittal as mylars is sufficient, assuming other departments pose no objection. Utility Plan Comments: I . Provide further detain of the street drain as shown on the redlined plan set, the street drain should be placed within the subgrade, protruding the aggregate base a distance of 4 inches. A 6 inch wide trench should be constructed for placement of the drain and then backfilled with Class 67 material. 2. Show (and label) on the profile of the street drain outfall that a minimum cover of 3.0 feet is maintained. It appears that the pipe is too shallow on the plan set. 3. Indicate the direction of flow on the eleanout detail as redlined. 4. Any reference towards brands (such as AdvanedgeT') should also note "or equivalent". 5. The City of Fort Collins has criteria for these subdrain systems. Please provide a subdrain report (required with this project) addressing this criteria (see the included criteria for engineered subdrain systems.) A licensed groundwater hydrologist engineer should verify and provide information that this criteria is being met. Plat: 1. In general, more information/clarification is needed on the design of the underdrain and curb drain system. As an option, instead of a curb drain design, a design consisting of a pavement cross section attached might be worth consideration. This design would need a pipe for outfall only where the cul- de-sac street ties into Skyway Drive. 2. Because of potential issues with the design of tying the underdrain and road drain as well as potential maintenance questions in the future, it was viewed that the underdrain and road drain systems should be separated (not tied together) and separate outfall systems provided for each system. 3. Show cleanout detail as well as locations of the cleanouts for the curb drain system. Cleanout should be provided as marked on redlines. 4. For the curb drain system, it was viewed that the tree plantings in the parkway strip could impact the drain in its current location. Please move the curb drain into the roadway so it aligns with the face of curb (as shown on Sheet 7.) The drain pipe type should also be "squished" similar to the illustration attachment in order to reduce the likelihood of landscaping impacting the pipe. 5.
