The following are the responses to the review comments on the aforementioned plans. Current Planning, Ted Shepard, 970-221-6343 1. The west side of the building is the rear elevation and is highly visible to eastbound traffic. As such, it needs more screening. Delete the five-foot sidewalk that serves the emergency exit as only a stoop is required. Add more landscaping to this area in addition to the foundation shrubs already shown. Landscaping in this area needs to be of sufficient quality and quantity to screen the gas and electric meters and emergency exit. Although not indicated, this area appears to be the logical location for the outside condensing unit. If so, please indicate its location and demonstrate how it is screened. • Additional Landscape has been provided, the walk has been deleted, and mechanical units will be on the roof of the building (fully screened). 2. The Northern Red Oak is not approved by the City Forester. And, the one that is located at the north end of the site is too far from Harmony Road to fulfill the Harmony Oaks urban design requirement. Please change to one of the approved species: Burr Oak, Chinkapin Oak and English Oak and move to the south end of the site so it can contribute to the Harmony Corridor. • The Northern Red Oaks have been changed to English Oaks and one English Oak has been placed closer to Harmony Road at the south end of the site. 3. Along the west property line, in front of the drive -through facility, the shrub bed should be continuous to block headlight glare. The selected species should of sufficient height and opacity to block headlight glare. The drive -drive through facility and the flat roof portions of the bank building do not satisfy the requirment for providing a "recognizable top." Please refer to Section 3.5.3(D)(6)(b)l - 3. • A Cornice has been provided at the building and Drive up. 5. Please indicate the location of the walk-up a.t.m. Section 3.2.2(H)(4) requires that walk-up a.t.m be provided so bicyclists and pedestrians do not have to navigate the drive -through lanes. Would the walk-up a.t.m. be located on the right side of the north elevation? Please indicate what this feature is. • Additional notation has been provided on the elevations, there is a walk up ATM in the vestibule, of the building, and there is an after hours deposit equipment on the north elevation along with a package delivery system. 6. Also, please indicate what is the feature on the right side of the east elevation. • Brick Vestibule with Glazing to the right 7. On the site plan, please provide a building envelope for the drive -through facility. • Additional heavier line work has been provided to define the footprint of the drive Up canopy. 8. Please indicate how roof access, if any, is provided. If external, then show the location of the roof ladder. • The Roof Access in internal. 9. A bike rack is required to be installed near the entrance. It must be permanently anchored to concrete and not interfere with walkways. • Bike rack is provided SE of the building entrance. County Details 1701-1704 have been called out on the Site Plan, sheet C3.10. 10. Parking is not regulated at a maximum of 3.5 spaces per 1,000 square feet as indicated on the Cover Sheet. Rather, the center as a whole is regulated at a maximum of 5.00 spaces per 1,000 square feet. In order to evaluate compliance, and to keep a running tally for all nine pad sites, please provide an analysis that demonstrates how Chase bank, with its 4,212 square feet and 30 parking spaces does not put the center over the 5.00/1,000 ratio. We will then make a reasonable estimation of all remaining vacant pads to make sure that at full build -out, we maintain the 5.00/1,000 ratio. In order to demonstrate compliance, please provide data that states that the Gross Leasable Area for the Center, including Famous Dave's on Lot 7 = 907,308 sq. ft. and that the parking provided for the Center, including Famous Dave's is 3,437 spaces. This yields a ratio of 3.78 spaces per 1,000 square feet. Then provide a new ratio that adds in Chase Bank's 4,212 square feet and its 30 parking spaces. The site plan, landscape plan, lighting plan, and elevations will all be part of the planning documents, while the grading plan, utility plan, and construction details will be part of the "construction plans" for "Front Range Village Lot 5, Chase Bank". The construction plans should follow the format and information noted in Chapter 3 of the Larimer County Urban Area Street Standards, which is available online via larimer.org, under Departments ->Engineering. For this cosntruction plan set, please remove any references to "minor amendment". • We have separated the set as requested into planning documents and engineering documents. - There appears to be additional easement needed onsite. Deeds of dedication for easement are processed through Engineering. Please provide a legal description for the easement(s). A Transportation Development Review Fee of $250 per easement, made out to the City of Fort Collins is required along with recording fees (determined at a later date) made out to Larimer County Clerk. I can provide our standard deed of dedication form for use, which will need to be filled out and signed by the owner as well as an attorney certifying the owner's ability to grant the easement. • Easements will be submitted by separate documents. - Additional comments may be made upon the reconfiguration of the sets, though the design itself doesn't appear to pose any concerns. • Noted. - A Development Construction Permit (DCP) application will need to filled out as the plans are being finalized in accordance with our DCP process. Upon review of the amount of public improvements as part of the DCP application, a determination will be made if the permit for infrastructure construction will be done via a DCP, or a reduced fee and process, "excavation permit". • Noted. Poudre Fire Authority, Carie Dann, 970-219-5337 Ok with conditions: WATER SUPPLY: The new fire hydrant shown on the site plan appears to meet the distance for commercial buildings, which is a minimum of 1,500 gpm at 20 psi residual pressure, spaced not farther than 300 feet to the building, on 600-foot centers thereafter. Fire hydrants, where required, must be the type approved by the water district having jurisdiction and the Fire Department. The size of service may be reduced to a 1-inch between the curb stop and meter pit. • A reducer has been added between the curb stop and meter pit. 2.
