Collins, Colorado 80524 Re: Howes Street Hideaways H Lot 11, Block 105, Harrison's Addition; Fort Collins, Colorado Dear Mike, This letter serves as the response to your initial review comments concerning the final utility plans for Howes Street Hideaways H. We have addressed the utility plan review comments, as well as written comments noted on your Project Comment Sheet dated 01/16/98. GENE _RAIL /UTIILITY PLANS: All comments noted on the final utility plans have been addressed. There is an existing sewer service to lot 11 from the alley which was installed with the original Howes Street Hideaways project. The service was installed at the request of the previous property owner. Refer to approved final utility plans for Howes Street Hideaways. * Cover Sheet general notes have been revised as directed. Our responses to the written comments are as follows: Two benchmarks have been provided as requested. These are located on the Cover Sheet of the final utility plans. * We acknowledge that the patch area on South Howes Street needs to be patched in accordance with the standards for PCCP patches. A construction note direction has been added to the Master Utility Plan. A patchback detail is located on the detail sheet. This concludes our response to your initial review comments concerning the final utility plans for Howes Street Hideaways H. Collins, Colorado 80524 Re: Howes Street Hideaways; Fort Collins, Colorado Previously Known as Lots 12-14, Block 105, Harrison's Addition Dear Ti in, This is a response to your review comments concerning the final utility plans for Howes Street Hideaways" (Block 105, Harrison's Addition). Comments are addressed according to each sheet of the original reviewed plan set and your written comments provided on your project comment sheet dated 02/27/97. GENERAL ITEMS: Our goal is to obtain a release on a Footing and Foundation permit (F&F) by April 11, next week. We would hope to have a full permit by the end of April. We have revised the plans and have responded to all comments. There are certain minor completion items such as providing the pavement design report. This should not hold us up however since City policy actually requires a pavement design after subgrade tests are taken and approved (see General Note 2 on the Cover Sheet) and current City pavement design standards. A pavement design has been ordered. *� We have revised the plans to indicate that the paved alley between the south limits of this project and the back of the the existing sidewalk along Myrtle Street, will be by others. This does not mean that the alley will not be constructed with this project. As we discussed, we do not feel that it is the cost responsibility of the builder to complete the entire alley, though it makes sense to just go ahead and complete the alley. We will be requesting cost participation. Rick Richter indicated that the streets Department budget may include alley improvements. Apparently, Bruce Juelfs at the Street Department is the one to discuss this issue with. His number is 221-6883. We have contacted Bruce. Rayline Development Corporation will also discuss cost participation with neighbors. A Fire hydrant has not been added to the plans as we previously discussed doing. Roger Frasco has suggested that Rayline Development Corporation escrow the amount for the cost of a hydrant. Apparently, the hydrant would be installed at the intersection of Myrtle and the alley when Water/Wastewater replaces the existing 4" line in Myrtle in the near future. Rayline Development Company had agreed to this. However, Roger Buffington did not agree with the escrow idea. Roger Frasco is working out other arrangements with Rayline such as access from Howes and addressing off Howes. if you need to talk to Roger Frasco of the Poudre Fire Authority, his number is 221- 6570. * We are providing mylars at this time for immediate routing. We are also providing the requested five (5) sets of revised plans for immediate routing for everyone's re -review while mylars are being routed. Please have the department holding the mylars contact us direct if there are any other minor additions or revisions to the plans required by that department. They would typically do this anyway. Existing facility relocation in the alley is being coordinated with the affected utility. A drainage plan has also been provided; Sheet 6. The index of sheets has been updated. * An alley cross-section sheet has been added to the plans; sheet 4. The index of sheets has been updated. Sheet 2; MASTER IMPROVEMENTS PLAN; Also see Sheet 5 * Contours and grades have been provided on the Master Grading Plan; Sheet 5. * Top top of foundation walls have been noted on the Master Grading Plan. * A typical section of the alley is provided on the detail sheet. Several working cross -sections have been provided. These are provided on sheet 4. * The area of existing alley concrete to be removed for sewer line construction, has been noted. Construction direction has also been provided. Please refer to construction note 1. All manhole inverts and rims have been provided on both the MASTER IMPROVEMENTS PLAN and the ALLEY AND SANITARY SEWER PLAN AND PROFILE. * All parking stalls and sidewalks are now dimensioned. * The width of the alley has been defined based on the existing alley improvements as we discussed in our meeting on Wednesday, April 2. The existing trees have been added to the plan for clarification. * The alley has been designed to match the back of the existing sidewalk along Myrtle Street, similar to current existing conditions. The existing sidewalk has been clarified in the alley profile. No improvements will be made to the alley and Myrtle Street intersection with this project. As you know, the City is providing Myrtle Street rehabilitation improvements this year. Alley intersection approach improvements are included. * No cuts will be made in Myrtle Street. • The alley improvements at the intersection of Myrtle Street will be provided by the City of Fort Collins. The improvements are scheduled for June of this year according to Rick Richter in Engineering. The plans have been revised to show existing conditions only at the intersection of the alley and Myrtle Street. * A note has been added to the typical section concerning a pavement design. General note 2 on the Cover Sheet has also been revised. All items have been clearly identified. * See construction note 1 concerning sawcutting and removal of existing alley concrete pavement. * Existing water services along Howes Street have been added. An electric vault has also been identified and noted on the plan. Slight relocation of one water service was required. The construction note concerning water service installation was expanded to discuss other existing utilities. Sheet 3; ALLEY AND SANITARY SEWER PLAN AND PROFILE * No legend provided. All items have been clearly identified. * The proposed alley profile represents the design profile at the alley flowline. It has been labeled as such. The existing profile represented is at the same location. It has also been labeled. * Missing rim and invert elevations have been provided. * The alley profile grade break station and elevation have been identified in the profile. Sheet 7; DETAIL SHEET reviousljSheet 4) * Details with text to small to read have been replaced. * No detail for proposed 6' crosspan provided since the alley improvements at the intersection of Myrtle Street will be provided by the City of Fort Collins. UTILITY PLANS: Sheet 2; MASTER IMPROVEMENTS PLAN * The retaining wall has been removed. The grading plan has been revised. * The following note has been added as Master Improvements Plan General Note 3: "Pavement Replacement shall be in accordance with the City of Fort Collins Design Criteria and Streets Manual". * A water service has been relocated at Roger Buffington's request. Sheet 3; ALLEY AND SANITARY SEWER PLAN AND PROFILE * The section of alley between the south line of subject property and West Myrtle Street has been revised. Representation of concrete paving for this section of alley has been removed. The cross sections have been revised to indicate "future". * The alley will be paved to the right-of-way line where new parking is provided. The plan has been revised to represent paving to the right-of-way line for the entire frontage. * A transition has been provided from the gravel to the end of the proposed concrete. * A vertical scale has been provided. Sheet 4;_ALLEY CROSS SECTIONS * Cross sections where the alley will not be paved at this time have been revised to indicate "future". * Concrete has been represented between the concrete alley and the property line where the aprking spaces start. 4836 S.
