CO 80525 November 7, 2003 Mr. Cameron Gloss Current Planning Director City of Fort Collins 281 North College Avenue Fort Collins, CO 80521 Dear Cameron, We are pleased to submit the following Project Development Plan for the Public Improvements Infrastructure for the PVHS Harmony Campus. This PDP will serve as a framework for future project submittals within the Harmony Campus. Construction phasing for road, utility and drainage improvements will be addressed with subsequent development applications based on these overall infrastructure plans. Conceptual Review comment response In addition to the initial Conceptual Review meeting, we have held subsequent meetings with CDOT, Engineering, Utilities, and Traffic staff to review specific design issues. We also held a 'Pre -Submittal' meeting to review the items to be included with this submittal. All issues that were discussed at the Conceptual Review Team meeting have been addressed with this PDP (or will be addressed with subsequent Project Development Plans as applicable) with the following exceptions: Lighi and Power Comment 5: A utility coordination meeting will be held after the initial round of review is completed by City staff. Engineering Comment 7: The applicant/owner assumes that with this project that there will not be any specific street oversizing fees applicable as with this project there is not any specific vertical development. Applicant / Owner understands that each development project will be held accountable for the then current City of Fort Collins Oversizing Fees. Applicant / Owner also assumes that for all public street improvements provided for each development project that the City will reimburse per the':hen current City Oversizing Reimbursement Policy. Engineering Comment 2: The applicant/owner assumes for this project that there will not be any Larimer County Street Oversizing Fees as there is not any specific vertical development related to this application. Applicant / Owner understands that each development project will be held accountable for the then current Lorimer County Street Oversizing Fees. andsEape architecture I planning I urban design voice- 970.22, 7577 fax: 970-'23. 1 827 Project Comments Sheet M°'"'J Selected Departments City of Norl ('ollins Department: Engineering Date: January 5, 2004 Project: PVH HEALTH SYSTEM - HARMONY CAMPUTS INFRASTRUCTURE PDP - TYPE 1 All comments must be received by Cameron Gloss in Current Planning, no later than the staff review meeting: January 07, 2004 Note - Please identify your redlines for future reference Issue Contact: Dave Stringer Topic: General Number: 24 Created: 1 /5/2004 [1/5/04] No additional comments on this submital. Easements need to be provided for proposed detention pond on north side of Timberwood Drive. Easements need to be vacated for abandoned pond and drainage swalei Need to discuss who maintains drainage facilities. Effect on downstream properties, i.e. Stetson Creek detention pond should still be evaluated. [12/2/03] The drainage plan needs to show what the assumed imperviousness of all basins are in order to be able to check the proposed imperviousness in the future as the site develops. Pond numbering is very confusing from existing ponds to proposed ponds. It is not clear which portion of the pond will be built when and where as this site develops. It is suggested that a phasing plan be provided. Please provide a phasing plan for the drainage infrastructure. Maybe this site should have 2 or 3 drainage phases where the drainage infrastructure is constructed rather than doing a bit of pond enlargement with each building, that could get very confusing and could cost more in the long run. What will be done with the pond area that will be filled in ?? Please make sure area is seeded and mulched. Please provide easements for all proposed detention areas and vacate the easement for the pond area that will be filled in and no longer be used for detention. The following is my DIMS comment: [4/30/04] As best I can tell from the TIS memo and the March 30, 2004 TIS, the site will generate approx. 180 PM trips (3/30 TIS). The Timberline and Timberwood intersection increased by 105 trips (diff. of Wb ST Back and Wb ST Total), therefore 75 of the PM Snow Mesa Nb trips are from the development. The remaining 130 (195 PM NbLt's + 10 NbRt's - 75 from site) must be PM peak trips from the neighborhood connection of Timberwood. City counts for Nb Corbett are less in the PM than in the AM. Snow Mesa's Nb PM peak hour volumes are higher in the PM than AM, but not due to PVH site traffic. There must be something I'm missing or not following correctly. Please provide additional documentation and conversation regarding the expectation of 120 PM Peak hour trips from the adjacent neighborhood via Timberwood to Snow Mesa. Per our Syncro volumes for Corbett and Harmony we show about 170 vph Nb in the PM, and 480 vph Nb in the AM. And I seem to recall having seen numbers you provided possibly in the bound TIS for the site indicating about 200 vph in the PM, and roughly 400 in the AM. So I'm having some trouble with the PM exiting numbers in the "Warrant" TIS. Any assistance you could provide would be appreciated. It appears that one species- Washington Hawthorn- exceeds this limitation. Staff acknowledges that two varieties are provided, but they appear to be the same species and therefore don't comply with the minimum species diversity. Please add an additional tree species. Response: The quantities shown on the plan are incorrect. The plant schedule is representational at this time and quantities for individual species have not been calculated. The actual plant species for each plant will be indicated on the plans in final design. The re -submittal of this PDP will not indicate any quantities in the plant schedule. Topic: Subdivison Number: 5 Created: 12/2/2003 Please remove "Preliminary" from the Subdivision Plat title. Administrative action on the subdivision request will be for a final version of the plat. Response: This will be addressed with the final plat as well as all of the other specific commentns. Department: Engineering Topic: Civil Plans Issue Contact: Dave Stringer Number: 9 Created: 12/3/zuu,3 [12/3/03] Existing irrigation ditch to stay within right-of-way until future road improvements to Harmony Road are made Response: Comment noted. Number: 10 Created: 12/3/2003 [12/3/03] No comments for this submittal. Project ready for hearing Response: Comment noted. Number: 11 Created: 12/3/2003 [12/3/03] General Comments as it relates to Final Development Plans: Plat needs to show easements as shown on redline plans. Suggest that each tract be replatted at time of PDP submittal for these lots. This will allow for more defined easements when building pads sites are more defined. Response: The plat shows easements necessary for utilities that will be extended from under the road to outside of the right of way. Southern drive off Timberwood servicing existing structure needs to be removed to accommodate the traffic that will be generated with future build out. Response: The roadway will be designed without this opening. It has also been noted on the plat. Number: 15 Created: 12/3/2003 [12/3/031 Need irrigation owner's signature block on plat Response: The signature block has been included. Department: Light & Power Issue Contact: Alan Rutz Topic: General Number: 1 Created: 11/25/2003 Underground electric lines (UGE) are drawn incorrectly on the Overall Utility Plan, Contact Light and Power for maps of the existing underground electric system. Response: We will come to the electric offices prior to final design to get the correct locations. Number: 2 Created: 11/25/2003 Please provide potential future building and parking lot layouts along Timberwood and Snow Mesa to help facilitate electric system design. Response: We have provided a concept of this to you at the Utility Coordination Meeting ( I think) If not we can get a concept plan to you. Number: 3 Created: 11/25/2003 Streetlights will be placed along public streets. A 40 feet separation on both sides of the light is required between canopy trees and streetlights. A 15' separation on both sides of the light is required between ornamental trees and streetlights. See note 14 on Landscape Plan. Response: The plan will comply with the required landscape spacing from the streetlights. Lighting design will be completed by the city of Fort Collins Light and Power Department during final design. The landscape plan will be adjust when the lighting design is completed. Department: Stormwater Utility Issue Contact: Basil Hamdan Topic: Drainage Plan Number: 8 Created: 12/2/2003 [12/2/03] The drainage plan needs to show what the assumed imperviousness of all basins are in order to be able to check the proposed imperviousness in the future as the site develops. Response: All of the new development is considered to be 80% impervious. Please refer to the erosion control plans for Coefficient values. Pond numbering is very confusing from existing ponds to proposed ponds. It is not clear which, portion of the pond will be built when and where as this site develops. It is suggested that a phasing plan be provided. Response: You are right it is confusing. The SWMM model from Anderson Engineering has 500 type numbering and the original SWMM modeling has 300 type numbering. Before Final design Sear Brown will discuss with you the preferred numbering system. What will be done with the pond area that will be filled in ?? Please make sure area is seeded and mulched. Civil Response: This set of plans does not address the filling in of the pond because there will be no construction until another development is proposed. When a development is proposed that will cause the pond to be filled in then we will call for seeding and mulching. Planners Response: The site will be vegetated or reconfigured with subsequent development. Please see note 21. On sheet 1 of the landscape plan. Please provide easements for all proposed detention areas and vacate the easement for the pond area that will be filled in and no longer be used for detention. Response: This will be done in response to the needs of each development proposal. As discussed we have noted that the pond will be built in no more than three phases. Topic: Erosion Control Number: 6 Created: 12/2/2003 [12/2/031 Sediment/Erosion Control Plan Comments Poudre Valley Health Systems Harmony Campus Infrastructure Project November 24, 2003 The sediment/erosion control submittal is incomplete - no plan, no calculations, no report. Please submit a complete set of documents/calculations per City of Fort Collins requirements. Response: This will be addressed with final construction Plans. Department: Transportation Planning Issue Contact: Tom Reiff Topic: Civil Plans Number: 16 Created: 12/3/2003 [12/3/03] The intersection design at Snow Mesa and Harmony Rd. will need to include directional ramps for the future ped crossing of Harmony (see red lines). Response: This; has been included. Number: 17 Created: 12/3/2003 [12/3/031 The bike lane width when it is located between the right turn lane and the through lane only needs to be 6' in width, not 8' as shown. Response: Comment noted Number: 18 Created: 12/3/2003 [12/3/03] Add additional crosswalks at the Snow Mesa intersections with Timberwood and the driveway just south of the Harmony intersection (see red lines). Also please straighten some of the crosswalks to cross the street more directly. Response: This has been done: Number: 19 Created: 12/3/2003 [12/3/03] Reconfigure the right turn lane as it approaches the Harmony intersection and the first driveway. Please see red lines for the new design. Response: As discussed previously there is a lot of storage required. This configuration maximizes the storage. We are keeping the same configuration. Department: Water Wastewater Issue Contact: Jeff Hill Topic: Civil Plans Number: 12 Created: 12/3/2003 [12/3/03] The intersection of Snow Mesa and the private drive on the north side of this development needs to be realigned with the existing 12-inch water main. Response: We are moving the 12" water line per our utility coordination meeting. Number: 13 Created: 12/3/2003 [12/3/03] Several water and sewer services are proposed throughout this site. Provide an overall development plan which justifies the locations of these proposed services or perhaps it would be better to extend services from the mains when the exact location of the future buildings is better known. If services are extended now and they are located in the wrong location for future buildings they will need to be removed from the mains and new services extended which could double the cost of the future services. Response: We have adjusted the services per out utility coordination meeting Number: 14 Created: 12/3/2003 [12/3/03] A meeting is needed between the developer, developers consultants and the City utility staff to facilitate this project. See the master infrastructure plan for other comments. Response: The meeting has been held and issues resolved. When resubmitting plans, please return all of your redlined plan sets. If you have any questions regarding these issues or any other issues related to this project, please feel free to call me at (970) 221-6750. Sincerely, Cameron Gloss CuTent Planning Director
