Collins, CO Dear Mr. Simmons: In response to your inquiry regarding the status of the public improvements for Pinewood Subdivision, I have not yet received a letter from Mr. Rutherford of James Stewart & Associates verifying that the detention system has been installed in accordance with the utility plans for this development. However, I spoke with Mr. Rutherford on the telephone this morning and he indicated the letter is forthcoming. I understand that the connection of the detention pond outlet pipe with the curb and gutter has still not been installed. Once this construction is completed and approved and we have received the letter of verification from Stewarts', we will be able to forward additional engineering releases to the building inspection department. Stewart & Associates. In addition, I have reviewed the subdivision utility plans prepared in conjunction with this developnent. It appears that the detention pond and other drainage improvements have been constructed as - ' shown - on the u lity dravairigs, While the elevations should be verified by a field survey, it would appear that all of the essential elements of the drainage plan have been constructed as designed. The area adjacent to the western boundary of 519 Strachan is part of the development's open space, and provides access from Strachan Drive to the large open area south of the lots. Men I visited the site, this area was ponding several inches -of water, as it seems to have been graded as a depression. This area was not designed or platted as a drainageway, and the subdivision utility plans did not detail any grading plan for this portion of the open area. The property at 519 Strachan is experiencing drainage problems because of the ponding in the open space. However, this is not the result of any inadequacy in the design of the detention pond, or the failure of the City to secure the installation of the drainage improvements as shown on the utility plans. It is rather, the result of grading the open space for landscaping and setting the elevation of the building and grading around the building without any regard to the flow of surface wagers. Mulberry Fort Collins, Colorado Re: Pinewood P.U.D. Dear Tom, This letter is a follow-up to some earlier conversations we had concerning the storm drainage on Pinewood P.U.D. I sent a work order to our Streets Department to place a restriction in the manhole which is downstream of Pinewood P.U.D.; however, I haven't officially informed the owner of.Pinewood P.U.D. of this action. If you haven't already done so, could you please let the owner know what my plans are? The restriction we will be placing in the manhole is only temporary until Pinewood P.U.D. is constructed. The utility plans for Pinewood P.U.D. show a restriction in the manhole which will be permanent.
