Box 519 Greeley, CO. 80632 Dear Mr. Cochran: Staff has reviewed the request for pre7lminary and final subdivision for Fairbrooke III and offers the followin `comments: r 1. All variances from City Street Standards must be requested and ,justi- fied in writing. This, shoul e done under separate cover and directed to Mr. Mike Herzig, it En i-neer. Justification shall include why our standards will not work and why the proposed design is acceptable in the engineer's opinion. Items noticed at this time that do not meet standards are as follows: a. Intersection of Hampshire and Coventry is less than 80 degrees, 100 feet from intersection. b. Coventry Ct. cul-de-sac approach radius is less than 2a0 feet for 30 M.P.H. design speed. C. Fairbrooke Ct. cul-de-sac is too wide at the intersection with Covertry. 2. Utility easements along the fronts of all lots must be eight feet. Rear lot easements are acceptable at six feet. 3. The drainage plans comply with previous studies so there are no major concerns. However, the plans are not in complete compliance with sub- mittal requirements. Please return red lined prints and the report with the revised plans. 4. The following comments pertain to water and sewer issues: a. Existing water line stubs at Cedarwood and Etton Drive and Holling- bourne must be abandoned at the main. b. No la,e-ge trees, fences or permanent obstacles can be placed in the OFFICE OF DEVELOPMENT SERVICES, PLANNING 300 LaPorte Ave. PO. Box 580 Fort Collins. Colorado 80522 (303) 221-6750 Page 2 sewer easement on Lot 29. c. The developer's engineer should verify that Tract D can be served by the sewer in Cedarwood rather than an extension through this devel- opment. d. Add this note to the final plat: "Due to water pressure in excess 10 ' of 90 psi, pressure reducing valves will be required on all water service lines." 5. The Public Service Co. requests that building setbacks from the rear of the sidewalks be a minimum of 15 feet. In addition, utility easements are required on both sides of all streets and cul-de-sacs. Measurement from the rear of sidewalk to the rear line of the utility easement must be 13 feet minimum. 6. Bikepaths will not he constructed or maintained by the City Parks and I Recreation Department. 7. The maintenance of Outl of A must by determined. Street trees should be planted in this area. �)w 8. Any areas that are graded should be revegetated to prevent soil erosion and damage to downstream stormwater detention facilities. 9. Since this is a "straight subdivision" without the benefit and flexi- bility of a P.U.D., the following zoning requirements will apply: a. Any lot with less than 40 feet of street frontage will be required to provide two off-street parking spaces. Garage space does not count. b. The minimum lot width at the building line shall be 60 feet. Lots 18 and 19 will require 40 foot front setback. Lot 20 will require 35 foot setback. Lot 21 will require 65 foot setback. 10. A soils report and pavement design must be submitted. This is the extent of staff's comments at this time. Plan revisions based on these comments are due on April 1, 1987. It is suggested that a meeting be held to discuss these revisions as soon as possible. For the April 20, 1987 P & Z hearing, it will be necessary to have a col- ored renderings and PMT's by April 13, 1987. Since this is both a preliminary and final, it is essential that all final documents be in our office by noon on April 16, 1987. This is the Thursday before the public hearing. These documents include final mylars for the plat, utility, and drainage plans. Also, an executed development agreement and a site and landscape covenant must also be in our possession on April 16, 1987. Page 3 All owners, lienholders, and developers with an ownership interest must sign these documents. If these final documents are not in our office by the deadline, the request for final aporoval will be placed on the next month's agenda. Please call to schedule a meeting to discuss these issues.
