For this submittal, the canopy has been reduced to allow for an unobstructed 20' aisle width. In subsequent discussions with Ron Gonzales about this project, he indicated that the previous site plan was sufficient from this regard; therefore, the canopy can be brought back to the original length if desired. Provide standard access ramps and design the sidewalk with a minimum 915 centerline radius since it is also a recreational bikeway. ❖ No pavers are allowed in the public right-of-way. None appear to be proposed, but I can't tell for sure. If the right-in/right-out on Harmony Road is allowed, additional right-of-way dedication and widening of the asphalt will be required for any auxiliary lanes. It is not sufficient to restripe the existing asphalt shoulder. S Need to discuss the striping of travel lanes and bike lanes on Harmony with Kathleen Reavis in Transportation. She is working on a project to install on - street bikelanes on Harmony Road. The Developer of this site may be required to participate in this project. UTILITY PLANS ❖ Same issues as site plan, traffic study, drainage comments above - Harmony Access - Sidewalk layout on Harmony will conflict with Stormwater improvements if Harmony Road access is allowed - Additional R.O.W. dedication may be required, any auxiliary lanes and access design required to meet the State Highway Access Code (and /or variances to the Code granted) will affect the proposed grading and detention along Harmony Road. - At final, need to see design details for proposed improvements in the public r.o.w. Preliminary design details are needed for the proposed narrowing of the public streets, construction of islands,... In addition to all other standard requirements for final utility plans, please note that the applicant will need to include all proposed striping and signing on the public streets adjacent to the site (Wheaton, McMurray, Harmony, Monte Carlo) TRAFFIC STUDY City Transportation, Planning, and Engineering staff need to meet to discuss the proposed narrowing of Monte Carlo and the proposed traffic calming measures on Monte Carlo and at the intersections of Monte Carlo/McMurray and Wheaton This includes any changes to striping, signage, school zone flashers, ... ❖ No variance request/ engineering/traffic operations analysis was submitted to support the proposed narrowing of Monte Carlo and the proposed traffic calming measures. There are currently no City standards which allow the proposed street width nor the islands proposed. However, variance requests to the street standards may be submitted for City review as part of the P.U.D. process. Variance requests are required for all construction within the public right-of-way which does not meet standards. ❖ Traffic Engineering needs to evaluate if any changes to signal operations at Harmony and McMurray are required with this development. ❖ The traffic study states that level of service for all intersections analyzed will operate acceptably for background traffic (now) and with site build -out. Also acceptable L.O.S. in 2015 except left turns and through movement at Lemay/Wheaton. Need to know what, if any, assumptions were made about improvements to this intersection are to be done with this project or in the future. HARMONY ROAD ACCESS: ❖ The applicant did not submit any justification, engineering analysis, explanation, proposed cleometrics, comparison of State Highway Access Code requirements to site conditions,... for the proposed right-in/right-out on Harmony Road. The applicant, and previous applicants, have been informed that the Harmony Road Access Control Plan as currently adopted does not allow any access to Harmony Road from this site between Wheaton and McMurray. City staff needs the justification and supporting engineering analysis from the applicant to illustrate why the right-in/right-out on Harmony is necessary, why it is a benefit to the State Highway (not just to the site), that the geometrics necessary for any required auxiliary lanes can be accommodated (for example, is there adequate distance from the public street intersections to the proposed driveway access for turn lanes/decel lanes that the State Highway Access Code may require, and, if not, is a variance justified and why ? ) Staff needs this information to initiate discussions with the Colorado Department of Transportation about amending the Harmony Access Control Plan. Ultimately, if the access is adopted as part of the Plan, the applicant will be required to submit the design and construction details of the access, any auxiliary lanes, grading, striping, signage, ... in order for the City to issue a State Highway Access Permit for C.D.O.T. approval. The Planning Department needs to determine where the 80' setback along Harmony Road will be measured from. Since we do not what C.D.O.T. will require in terms of turn lanes, bike lanes, breakdown lanes, etc., until the issue of the right-in/right-out is resolved one way or the other, it is not known where the ultimate r.o w. and edge of pavement will be. Therefore, the setback to buildings and parking areas may change. • The centerline of Monte Carlo and the centerline of the entrance to the school must align. Please redesign. However, because of the utility, drainage, and other physical complications associated with narrowing Monte Carlo Drive, the applicant is strongly encouraged to continue to work on the design issues; with the City and utility agencies since this will likely be the most complex and time consuming civil design issue on the project. PROJECT COMMENT SHEET City of Fort Collins Current Planning DATE: June 25, 1996 DEPT: Mapping PROJECT: #33-9413 Harmony Safeway Marketplace PUD Final PLANNER: Ted Shepard All comments ;must be received by: July 5, 1996 Date: o k. (lk Signature CHECK IF YOU WISH TO RECEIVE COPIES OF REVISIONS ❑ PLAT ❑ SITE ❑ LANDSCAPE ❑ UTILITY The process for amending the Harmony Road Access Control Plan requires both City Council action and action on the part of the C.D.O.T. The Plan must be amended by both parties before any application for an Access Permit can be made. The process for amending an access control plan can be lengthy. Eric Bracke of the City's Transportation Division has taken amendments to the South College Avenue Access Control Plan to the State in the past. Eric may be able to provide the applicant with more detailed discussion of the steps in the process and the probable timeframe involved. DRAINAGE REPORT: ❖ Detailed comments on the drainage report and plans will be provided by the Stormwater Utility. However, please note that the grading and detention along Harmony Road may be very significantly impacted by the outcome of the issues surrounding the Harmony Road access described above. For example, if the access is allowed by the C.D.O.T., additional right-of-way dedication and construction of auxiliary turn lane(s) may be required which would alter the grading and reduce the proposed detention area. ❖ If the driveway on Harmony Road is allowed, the culverts under the proposed driveway will need to be extended and grading modified so that the 8' wide public sidewalk on Harmony intersects at the curb return of the driveway instead of back inside the driveway as currently proposed (see redlined plans). The new transmission water main along Harmony Road in the 80' easement may conflict with the proposed detention ponds. There may be problems with adequate cover for the water line. SITE PLAN Same comments as above regarding proposed Harmony Road access, traffic calming, striping and signage on all public streets including Harmony Road adjacent to the site 4. No proposed design details for the traffic calming measures or cross -sections for Monte Carlo were received. For example, need to see proposed radii, ramps, design of curbs at McMurray/Monte Carlo intersection to begin establishing geometrics for proper turning radii as well as adequacy of pedestrian crossings. 4. Show the tie to the existing improvements at Monte Carlo and Wheaton. The Harmony Corridor Plan requires an 8' wide sidewalk along Harmony. As previously mentioned, if the access on Harmony is allowed, the sidewalk must be designed to intersect the driveway at the curb return for a proper pedestrian crossing at the intersection (an example is the right-in/right-out at Harmony TRAFFIC STUDY City Transportation, Planning, and Engineering staff need to meet to discuss the proposed narrowing of Monte Carlo and the proposed traffic calming measures on Monte Carlo and at the intersections of Monte Carlo/McMurray and Wheaton. This includes any changes to striping, signage, school zone flashers, ... ❖ No variance request/ engineering/traffic operations analysis was submitted to support the: proposed narrowing of Monte Carlo and the proposed traffic calming measures. There are currently no City standards which allow the proposed street width nor the islands proposed. However, variance requests to the street standards may be submitted for City review as part of the P.U.D. process. Variance requests are required for all construction within the public right-of-way which does not meet standards. Traffic Engineering needs to evaluate if any changes to signal operations at Harmony and McMurray are required with this development. The traffic study states that level of service for all intersections analyzed will operate acceptably for background traffic (now) and with site build -out. Also acceptable L.O.S. in 2015 except left turns and through movement at Lemay/Wheaton. Need to know what, if any, assumptions were made about improvements to this intersection are to be done with this project or in the future. HARMONY ROAD ACCESS: ❖ The applicant did not submit any justification, engineering analysis, explanation, proposed geometrics, comparison of State Highway Access Code requirements to site conditions,... for the proposed right-in/right-out on Harmony Road. Ultimately, if the access is adopted as part of the Plan, the applicant will be required to submit the design and construction details of the access, any auxiliary lanes, grading, striping, signage, ... in order for the City to issue a State Highway Access Permit for C.D.O.T. approval. • Show all other street intersections and driveway locations opposite the site on all adjacent streets (e.g. Rockbridge Condos entrance). Centerlines of driveways and through/turn lanes opposite each other must align. • There are many complex issues to be resolved related to the proposed narrowing of Monte Carlo Drive: - The utility plans need to show detailed information on the location of all existing and proposed utilities, existing and proposed grading and drainage, intersection details (how will the narrowed roadway tie into the existing intersections and grading?) Details of the design for the 'curb bump -outs" at Monte Carlo and McMurry including spot elevations, striping, profiles, and cross sections through the intersection to show there are no flat spots, etc. Need to see cross sections of the actual street to see where the crown of the roadway will be - or is the entire roadway being reconstructed to put the crown in the center ? Will cover over the utilities be adequate ? Need detail on the vertical and horizontal separation of all utilities from existing/proposed grade, from each other, and from the curb line and landscaping. Which direction will the sidewalk and parkway strip drain ? Are easements needed to do the reconstruction on the north side and/or for utilities and drainage? There are major problems with the location of the existing water and sewer mains in relation to the new proposed curb line. Once the engineer has spent some time designing the street narrowing and providing a sufficient level of detail to review the proposed design, it will be necessary to distribute revised utility, site, and landscape plans again to all utility agencies and have a utility coordination meeting after they have had time to conduct a detailed review of the plans. There are likely to be conflicts between utilities and the landscaping proposed along the parkway. In general, due to the complexities of the proposed changes to Monte Carlo Drive, the utility plans are not up to the level of design necessary to conduct a complete review. • Additional easement and r.o.w. dedication may be necessary to accommodate the ultimate design for Monte Carlo both on -site and off -site. • Be sure the intersection of Monte Carlo and McMurry is designed so that pedestrian crossings and ramps are at locations where vehicles will not be blocking the crosswalk areas. Show the signing and striping at the intersection. • Signing and striping plans are required for streets, driveways, and intersections adjacent to the site. In particular, for Harmony, Wheaton, McMurry, and at the intersections and driveway entrances. Remove incorrect details and replace with the current details as required by LCLIASS. Add the words "On -Site" to the on -site curb and gutter details. Design the sidewalk culvert in accordance with D-10 and put D-10 on the detail sheet, see attached.
