"Homestead Filing 2" is a development project recently annexed into the City in April. The First filing was developed years ago in the County, and is not yet annexed, so you apparently live in the part of this development which is still outside the City limits, right next to the new development activity. Unfortunately, the "Filing 2" new project is plagued by soil problems where the new streets are being built, and the recent rainy weather has further compounded the developer's and contractor's problems in getting the subgrade stabilized so that the streets can be paved. This has slowed the project unexpectedly, and the weather issues additionally aggravated the situation. The contractor who is working for the developer told our City inspector on the project that they plan to begin removing the bad, organic soils next week, and replacing the street subgrade material with an approved road base material. This should stabilize the subgrade, and the street paving can then follow in the middle or latter half of June. Again, 1 am sorry you experienced these problems associated with the Homestead development. Once the streets are paved, the situation should improve, although you should expect that home-building activity will continue to impact that area for some time to come. If there is anything the City can do to help, please do not hesitate to let me know. Sincerely Ray Martinez -am. Mayor sek cc City Council Members John F.
