Distances from the building envelope to Scion Street, Lemay Avenue, and So. Ridge Greens Blvd. have been revised. The lot lines have also been more clearly identified and labeled on the site plan. Comment: Building can't encroach into existing easements. It is hard to tell if it does or doesn't. Action: The utility easement, reflecting proposed adjustments as per submittal documents by Ayres and Associates, is shown on the site plan. The relationship of the parish center addition to this easement should now clearly indicate that there is no encroachment. Comment: Be sure and return all of your redlined plans when you re -submit. Clarification: There were no redlines returned to us for the architectural portion of this submittal. The only redlines we received were for the engineering portion of the submittal. We have asked Ayres and Associates to return all redlines to you. We hope that we: have addressed all of the comments to the satisfaction of each department. The general notes on sheet 2 of 10 need to be corrected to indicate that all water and sanitary sewer construction shall conform to the most current Fort Collins — Loveland Water District and South Fort Collins Sanitation District, respectively, specifications and requirements. The minimum and maximum cover over water lines is 5 feet and 6 feet respectively. The fire line must have a Back -Flow -Prevention -Device with flow detection on the riser insider the building. The proposed sanitary sewer line is considered a part of the owner's service line. The owner is responsible fbr the service line. A grease trap/interceptor is required if food preparation is anticipated. The District's water and sanitary sewer typicals are to be included on the detail sheet. Even though this will be a private storm sewer, if failure of the pipe would accur, Basin 70 would not be able to drain. 14 Please revise the water quality outlet structure orifices to be constructed with a metal plate instead of the PVC pipes per City standard. The 6-inch long PVC pipes will have a higher tendency to clog. 20 Please revise water quality outlet structure grate. See redlined detail sheet. Topic: Erosion/Sediment Control 19 1. Why are there two erosion control sections in the report (page 11 and page 9 at the very end)? Which is the REAL report? 2. Where are the erosion control calculations? 3. Where is the erosion control note indicating that the City erosion control inspector is to be notified at least 24 hours prior to any work start on the project? 4. In looking at previous emails, I realized that the General Notes in electronic format were not mailed out correctly to the design engineer as was requested. 17 The street patching limits shown may need to be shown as expanding to the centerline of Seton Street. In order to determine this, the curb and gutter on both sides of the street need to be shown in order to establish the flowline to flowline width. Street patching limits are required to be shown at lane lines or in the middle of, which can't be estimt,ed based upon the information presented. Engineering Department In general, please ensure that existing improvements along the perimeter public streets are clearly shown and labeled (such as curb and gutter, sidewalk locations and width, ect.) Existing improvements along public streets have been labeled and dimensioned on the drawing set where applicable. The utility cover sheet needs to be in conformance with LCUASS. The street patching limits shown may need to be shown as expanding to the centerline of Seton Street. In order to determine this, the curb and gutter on both sides of the street needs to be shown in order to establish the flowline to flowline width. Street patching limits are required to be shown at lanes lines or in the middle of, which can't be estimated based upon the information presented. The street patch is now shown to the middle of Seton Street with necessary dimensions and callouts to properly establish the limits of the proposed street patch (Sheet 5). PFA Department The fire service water line has been up sized to a 6-inch line (Sheet 5, Sheet 10) Stormwater Utility Department The City does not recommend the storm sewer taking flow from Basin 70 to be routed underneath the proposed building. Even though this will be a private storm sewer, if failure of the pipe would occur. Basin 70 would not be able to drain. The mechanical and structural engineers will further address this issue by taking the necessary precautions in the foundation design and the thru pipe stabilization design. Please revise the water quality outlet structure orifices to be constructed with a metal plate instead of the PVC pipe per City standard. The 6-inch long PVC pipes will have a higher tendency to clog. The outlet structure has been redesigned for a steel plate instead of the PVC pipes (Sheet 9). Please revise water quality outlet structure grate. See relined detail sheet. The outlet structure grate has been redesigned to addressed the reline comments (Sheet 9). Erosion/Sediment Control Department Why are there two erosion control sections in the report (page 11 and page 9 at the very end)? Which is the REAL report. Since this is an addendum to an existing drainage report the previous drainage report is included in the appendix section. The erosion control section on page 9 at the very end is in the old report presented in the Appendix section. The REAL report is found on page 11 and 12 of the drainage report, as stated in the Table of Contents. Where is the erosion control note indicating that the City erosion control inspector is to be notified at least 24 hours prior to any work start on the project? The note is located on Sheet 1, Note 19 of the first submittals General Notes. The note has been moved to Sheet 2 Note 21 of the General Notes for this submittal. The erosion control plan sheet must show all BMP's indicated in the report. The Erosion Control sheet (Sheet 4) shows the silt fence and the approximate are designated for straw mulch. Transportation and Planning Department Please table the right of way for So. Ridge Green Blvd. and Lemay Ave. on all plans including the site plan. Right-of-way lines have been indicated on plans where applicable (Sheet 3). Identify and label all existing and proposed sidewalks, and associated access ramps for the handicap and cyclists on all plans including the site plan. We have coordinated with Avres and ,Associates to address comments from each department. The following is a summary of actions taken by our office to those comments specific to the architectural portion ofthc submittal: Department: Natural Resources Comment: The City of Ft. Collins Natural Resources Department requests that adequate space be provided in the dumpster area to allow recycling services. The addition of a walkway door into the dumpster helps to provide easier access for the users. Action: Vie have added a dumpster / recycle enclosure as per specifications provided by the City of Ft. Collins Natural Resources Department. The new dumpster / recycle enclosure is located in the north-west portion of the existing parking lot where it will provide easy access to trash /recycle collection vehicles and offer minimal disruption to Parish Center activities. The existing dumpster area on the south side of the existing facility behind a fenced area should offer adequate trash / recycle storage for the entire facility. The addition of the new dumpster area should provide additional trash capacity and should address any concerns of the Natural Resources Department. Department: Transportation Planning Comment: Utility information is not necessary on the site plan, please remove. Action: Utility information has been removed from the site plan. Comment: Please label the right of way for SO. Ridge Green Blvd. and Lemay Ave. on all plans including the site plan. Action: Right of ways have been labeled for both streets on the site plan and landscape plan. Comment: Please provide further information on the school operations, such as hours of operation, the circulation pattern for school children and cars, and how students get to and from school. This may require some intersection improvements at SO. Ridge Green and Lemay. Clarification: It is important to note that this is not a school. The classrooms, which are a part of the parish center addition, will be used for religious education purposes, mostly occurring during "off-peak" hours (after school and after dinner on weekdays, and during Saturday evening and Sunday Masses.). Both entrances to the site are utilized for parents driving to and from the parish center, which would affect the Seton Street / Lemay Avenue intersection and the So. Ridge Greens Blvd. / Lemay Avenue intersection. It was assumed that since these occurrences are at "off-peak" hours it was not necessary to include their impact on these two intersections in the traffic study. Comment: Identify and label all existing and proposed sidewalks, and associated access ramps for the handicap and cyclists on all plans including the site plan. Action: Sidewalks and access ramps have been identified on the site plan and landscape plan. Comment: Provide and show bike parking facilities near the buildings entrance on all plans. Action: The existing bike parking will continue to service the existing facility as well as the parish center addition. The location of the existing bike parking has been noted on the landscape plan and the site plan. Comment: The TIS failed to identify if there are bike lanes on SO. Ridge Green Blvd. Department: Zoning Comment: Indicate building height on elevation drawings Action: Building elevations have been revised to indicate overall height of the parish center addition. The dimensions provided show the relationship of the parish center addition to the existing facility and finished grade. Comment: Label and dimension the building envelope. Also, the distances that are shown from the building to Seton and to Lemay must be distances to lot lines. They need to label the lot lines on the site plan.
