ROSE'S AUTOMOBILE BATH PUD - Preliminary i i Provide an access easement for the pedestrian spine on the south side of the building and for the parking lot. Also, provide a stubbed sidewalk. The access easements shall be dedicated by separate document:. A letter of intent will be needed prior to public hearing. At the west end of the parking lot, provide a two scenario alternative: 1. Show that the driveway does not connect. Provide landscaping per current planning requirements. 2. Show the driveway connecting to the adjacent parking lot. Per Land Use Code Section 3.6.2(L)(2)(f), drainage from a private can not be channeled or directed to over the public sidewalk. Please divert the storm flow away from the access point. Site and Landscape Plan Comments • See pertinent utility plan comments. • The appropriate parking stall setback can not be determined without a traffic impact study. I would assume that the average daily traffic (ADT) on Remington Street is over 100 and the ADT for the parking lot will be over 100. ROSE'S AUTOMOBILE BATH PUD - Preliminary 8 3/4" water service and 4" sewer service are currently stubbed on to this site. The 3/4" water service is probably too small for a car wash. It will have to be removed and replace with a larger tap at the Point of connection on the water main. Water rights have been satisfied for this site on a residential basis, so the raw water allocation will be fairly low. To avoid a surcharge, the developer may want to consider turning in additional raw water. The flares on the driveway are not appropriate for an attached sidewalk. • Extend the internal sidewalk to the west properly line. • The driveway shall be constructed with concrete within the right-of-way. • Will you have to abandon the fire main to the structure? Will you have to cut the street? • The parking lot drainage is not clear. Please provide more information and spot elevations. The Engineering Dept. is concerned with storm flows crossing a public sidewalk at the driveway. The street cuts should be made in accordance with the city's "Street Repair and Reconstruction Standards and Guidelines'. Also, provide a minimum street cut and repair width per the aforementioned standards. • Add the following note (as shown as #8 on the redlined utility plans): All street work necessitating the need to cut into the street shall be done in accordance with the City's "Street Repair and Reconstruction Standards and Guidelines." The City Inspector and/ or the City Engineer has final authority over the street repair limits.
