Due to the proximity of the existing storm drainage ponds to the west, the issues relating the storm detention are complex. The Stormwater util- ity engineer will be Mr. Glen Schlueter. Tt is my understanding that meet- ings have already taken place between Mr. Schlueter and representatives £ran Parsons and Associates to discuss these issues. Both Mr. Schlueter and myself will be glad to coordinate any additional meetings to resolve all outstanding concerns. 2. Mountain Bell has a concern with the re -dedication of existing canal right-of-way to allow utility access. Apparently, there have been problems in the past. Close coordination with Maintain Bell and the Stormwater Utility will be necessary to resolve this issue. 3. The site plan shows the west side of the retail building to be a ser- vice drive. With the activity associated with a service area, it is recom- mended that the landscaping be intensified. Such landscaping would occur off the site on the pond edge. Once again, close coordination with the Stormwater Utility will be required to discuss landscaping the west prop- erty line by infringing on the detention area. 4. The building canopy and gas pump canopy must be shown as building enve- lopes. Also, please indicate the distance from the building envelopes to the property lines. 5. The zoning code requires a six foot solid screen wall to separate the parking area,, including driveways, from adjacent residential land use or zoning. Please be aware that should a certificate of occupancy be needed during the winter, a performance bond, irrevocable letter of credit, or escrow account would be required to guarantee the landscape improvements. 7. It is recommended that the retail building be shifted to the south to allow a greater setback from Conifer. This could be accomplished by remo- ving the parkirxl on the south side of the building. Also, this would allow the opportunity to provide additional buffering to the residential area across the street to the north. 8. The Traffic Study should be expanded to account for the location of the curb cut on Conifer and the left turning movements from Conifer on to Lemay. Also, the analysis should include a discussion of the level of ser- vice for the intersection of Conifer and Lemay. I will be glad to coordi- nate a meeting with Rick Ensdorff to discuss the details should it be necessary. 9. The neighborhood meeting revealed that signage is a sensitive issue. The preliminary plan should indicate some detail on the sign proposed for the southeast corner of the property. 10. The landscaping in front of the retail building appears sparse. Please include some areas for foundation plantings to soften the impact. 11. Water and sewer services have been extended off Conifer for each of the two buildings proposed at this site. 12. A 15" sanitary sewer exists in an easement along the east side of this site. Landscaping within this easement must be coordinated with the Water and Sewer Utility. Where this situation has occurred in other projects, a note has been required on the site plan that would relieve the Water and Sewer Utility from any financial obligation to replace any damaged lands- caping due to utility line maintenance. 13. The Water and Sewer Utility requests the following note be added to the site plan: "Due to water pressure in excess of 90 p.s.i., pressure reduc- ing valves will be required on all water service lines." 14. The sidewalk should be 7' wide where it is attached to Lemay Avenue. 15. The entrance drives should be equipped with the standard curb returns with minimum 20 foot radii. I Page 3 16. The utility plans should include a signature block for both the Lake Canal and Irrigation Company, and the Public Service Company. 17 The developer will need to construct the full arterial improvements for that frontage along Lemay Avenue. This concludes staff comments at this time.
