Box 429 Fort Collins, CO. 80522 Dear Richard: Staff has reviewed your submittal for Kids R4 Us Daycare Center and offers the following comments: 1. Zoning commented that since this subdivision is still active, this pro- ject is a use by right, and does not have to go through any review or PUD process. You only have to comply with the zoning requirements. If you choose to go through the PUD process, then the following comments apply: a) The building envelope must be indicated. b) The covered play area and loading area must be within building enve- lope with dimensions shown. c) The cedar fence must be solid, with no spacing between the boards. d) The number of children permitted is based upon indoor floor space reserved for school purposes and outdoor play area. The outdoor play area required is 2500 sq.ft, for 15 children or fewer, and 75 addi- tional sq.ft, per additional child. The indoor floor space require- ment is 40 sq.ft, per child. e) Bicycle parking must be shown, f) All signs must comply with the sign code. 2. The Water and Sewer Dept, commented that the 4" fire line stubbed on to this site must be used or abandoned at the main. If the day care needs a water service smaller than 1 1/2", the existing tap and service line must be removed and replaced. 3. The fire authority commented that the site plan shows a 4" fire line indicating full fire sprinkler protection. If this is the case, access, water supply, and hydrant location are acceptable. 4. The Traffic Dept, stated that a traffic study is needed. They also have concerns over the internal circulation on the site, and question the access shown on Deer Trail. Center Page 2 as to how it affects future access across the street. (There is an approved Preliminary across Deer Trail.) 5. The City Forester stated that Sunburst Honeylocusts are not very well adapted to our area, and recommends the use of a substitute species. 6. The following comments came from the Engineering Dept.: a) A storm drainage report is needed. b) The minimum setback from the street flowline to the traffic aisles is 40 feet. c) Pedestrian access ramps are needed at sidewalks, and under the canopy. The supports for the canopy should not be in the driveway. d) Any damaged curb gutter, and sidewalk must be replace by the property owner. e) Signage must be designed so as not to interfere with sight distance at street intersections, or at the access points. f) The use of the word "storefront" on the building elevations is ques- tionable. g) An explanation needs to be given for the proposed internal site traf- fic circulation. 7. It appears too much parking has been provided for the site. Staff feels the overall site design needs to be re -thought. This is the extent of staff comments at this time. It is recommended that you schedule a meeting with staff to discuss these comments, or address any further questions you may have. Revisions are due August 6, 1986. PMT's. colored renderings, and 10 blue- print copies for the P & Z Board are due August 15. Final documents are due August 21st.
