Make corrections to the General Notes as shown on the engineering redlines. Cover sheet layout needs additional information as shown on the redlines. A Title Block located along the far right of the sheet including Engineers Name, Project Name, Project Number, a 3.5" high by 4.5" wide Signature Blo:.. is needed in the lower right comer of each sheet. It is unnecessary to sign and stamp the Utility Plans until after the City of Fort Collins Engineering Department requests Mylar originals for this project. After the original Mylars have been approved by the City of Fort Collins Engineering Department. I will return them to you and request a copy of the original Mylars and 4 signed and stamped bluelines. To have signed and stamped preliminary utility plans circulating prior to the final approved plan could place you in a precarious situation. Provide more distinct differentiation between existing conditions and proposed construction. Include a sheet similar to the Horizontal Control Plan with the Utility Plans. Clarify Legend to include what is revelant to this project this should be included on all relevant sheets. Provide elevations alone, the proposed curb and gutter at spots necessary to conclude if ponding will occur. The Zoning Department offered the following: a) Pleas show the handicapped ramps at parking spaces and the sidewalks. b) A trash enclosure shall be provided for the Texaco lot. c) As the project is not located within the Neighborhood Sign District, and therefore, you are not required to show the wall sign elevations. 2. Comments from Building Inspections are attached. 3. Comments from the Poudre Fire Authority are attached. 4. Comments from Water Conservation Specialist are attached. 5. Comments from the Engineering Department are attached. 6. Comments for the Stormwater Utility are attached. 7. Comments from the Water/Wastewater Utility are attached. 8. The photometric plan submitted shows that the lighting exceeds the levels detailed in Section 3.2.4(D) of the Land Use Code. Standards in that section state that "Maximum on -site lighting levels shall not exceed ten (10) foot-candles, except for loading and unloading platforms where the maximum lighting level shall be twenty (20) foot-candles" and "light levels measured twenty (20) feet beyond the property line of the development site (adjacent to residential uses or public rights -of -way) shall not exceed one -tenth (0.1) foot-candle as a direct result of the on -site lighting." Therefore, in order to comply with the requirements of the Land Use Code, it is necessary to do one or all of the following: reduce the wattage, provide high-pressure sodium light sources, or further direct the lighting downwards. This section does have the alternative compliance option that may be submitted by the applicant. Please reference Section 3.2.4(E) of the Land Use Code for details on the section. b) Please provide a detail of the light poles to be used, including wattage, type of light source, type of cover, and height. c) Please show the lights on the site/landscape plan. d) Foundation plantings are required along the south elevation and east elevation according to the requirements of Section 3.2.1(E)(a)(d) of the Land Use Code. e) The proposed removal of the junipers along Drake Avenue does not comply with the screening requirements of Section 3.2.1(E)(4)(a-b) Parking Lot Perimeter Landscaping, and would need to be replaced with other plantings in order to comply with the requirements of this section. The requirements of Section 3.2.1(E)(4)(b) state: Screening. Parking lots with six (6) or more spaces shall be screened from adjacent uses and from the street. Screening from residential uses shall consists of a fence of a wall six (6) feet in height in combination with plant material and of sufficient opacity to block at least seventy-five (75) percent of light from vehicle headlights. Screening from the street and all nonresidential uses shall consist of a wall, fence planter, earthen berm, plant material or a combination of such elements, each of which shall have a minimum height of thirty (30) inches. Such screening shall extend a minimum of seventy (70) percent of the length of the street frontage of the parking lot and also seventy (70) percent of the length of any boundary of the parking lots that abuts any nonresidential use. Openings in the required screening shall be knitted for such features as access ways or drainage ways. Where screening from the street is required, plans submitted for review shall include a graphic depiction of the parking lot screening as seen from the street. Plant material used for the required screening shall achieve required opacitV in its winter seasonal condition within three (3) years of construction of the vehicular use area to be screened. f) There is some confusion as to whether the existing Jiffy Lube site is or is not included within the boundaries of the project development plan. Please clarify this issue. If the Jiffy Lube site is included, additional issues will need to be addressed, including requirements for landscaping and the building and project compatibility standards. g) Please label the landscape plan as the landscape plan and number all the sheets. h) The pedestrian crossings at both access points will be required to be defined according to the requirements of the Land Use Code as outlined in Section 3.2.2(C)(5)(b). i) At this stage, staff would not support the request for alternative compliance to increase the proposed number of parking spaces. The purpose of the section of the Land Use Code must be addressed and additional rationale behind the request for more parking must be provided. j) Please provide a direct pedestrian connection from Drake Road through the two sites (shown on the redlined plans). The area wherein is crossing any drive aisles must be defined according to the requirements of the Land Use Code. k) Please show all bicycle parking 1) Staff strongly encourages the applicant to pursue the reverse layout mode and essentially redesign the site so that it complies with the requirements of the Land Use Code, Section 3.5.3. It may be possible that the building could be rotated 90 degrees and would accomplish the purposes of the standard without necessitating a request for modification. There appears to be potential conflict between the entrance off of Drake and the first access point into the site. The redesign could accommodate the entrance further to the north, and allow for the building to meet the build -to standard, as well as better accommodate pedestrian circulation from Drake Road, and provide space for water quality treatment (which is required by Stormwater Utility). If the applicant decides that redesign in not an option, please be aware that it is likely that staff will not recommend approval of the modification request to the Planning and Zoning Board as the request does not demonstrate that the plan as submitted accomplishes the purposes of the Land Use Code equally well or better than a plan designed according to the requirements of the Code. The request for modification needs to address the criteria outlined in Section 2.7.1 of the Land Use Code. m) Please demonstrate how the pedestrian/automobile interface works at the exit of the car wash. n) Please provide a pedestrian connection to the retail uses to the north of the existing Jiffy Lube. o) Please contact Tim Buchanan, City Forester, regarding the removal of existing trees on site and any tree replacement/mitigation that will follow. p) Please show the square footage of each building. q) Please add the zoning to the vicinity map. r) There should be additional notes regarding bicycle parking, changes to the site necessitating a minor amendment approval, and other standard general notes. s) Please remove the signature block for the Administrative Hearing Officer. However, if the applicant does decide to pursue the reverse mode layout, a modification request is not necessary and the project remains an administrative review rather than review by the Planning and Zoning Board. t) According the Section 3.2.1(D)(1)(c ),"Canopy shade trees shall constitute at least fifty (50) percent of all tree plantings." Therefore, you are required to place more canopy shade trees on the site and reduce the number of ornamental trees. Alternative compliance is available for Section 3.2.1, and any request for such must comply with Section 3.2.1(N). u) The trash collection area shall be screened according to the requirements of the Land Use Code. Please provide shrubbery to provide additional screening. v) Please provide a detail of the trash enclosure and fence. w) What does a "subtle combo" of beige and tan mean? Please provide color samples. x) Please specify the materials to be used for the canopy. y) Please see the attached red -lines for additional comments. 11. The Advance Planning Department offered the following comments: a) The site plan needs to be rearranged to better meet the purposes of (1) Building Standards regarding WHAT the building faces onto and what the street front consists of; and (2) Site Planning standards for pedestrian circulation and access. b) The building as shown is completely surrounded by parking lots and driveways. The canopy along the public street would add to an already overwhelming image of auto -related commercial uses. The plaza is emphasized in the letter but it appears to be a leftover strip isolated from streets and buildings by parking lots and driveways for the gas pumps and car wash. See the enclosed sketch diagram of an alternative approach which makes progress toward meeting the Code requirements and purposes. It looks like it might be helpful to meet with the applicant to discuss the many competing objectives and the need for a fundamentally different layout than the one submitted.
