Tejon Street Denver, CO 80223 Dear Mike; The City of Fort Collins Engineering Services will release the Footing and Foundation Permit for the proposed convenient store on the northwest corner of Shields Street and Horsetooth Road without the completion of all the utilities, provided the Developer has met the three conditions as specified in the Development Agreement for The Market at Horsetooth Commons P.U.D., and is restated below: E. Footing and Foundation permit. Prior to the issuance of the footing and foundation permit for any buildings within this Development, the Developer agrees to the following: (i) No combustible material will be allowed on the site until the water system is installed by the Developer and approved by the City. (ii)To provide and maintain an adequate all-weather roadway access to any building under construction, to handle any emergency vehicles or equipment. Such access shall be at a minimum, 20 feet wide roadway of 4" base course material compacted according to City Standards, with a 40' radius turnaround at each building and dead end. Box 580 • Fort Collins, Colorado 80522 • (303) 221-6750 CITY OF FORT COLLINS OFFICE OF DEVELOPMENT SERVICES, PLANNING DEPARTMENT July 24, 1987 Mr. Ed Zdenek ZVFK Architects and Planners 11 Old Town Square, Suite 200 Fort Collins, CO. 80524 Dear Ed: Staff has reviewed the plans for preliminary and final PUD for the Grease Monkey lubrication shop at the northwest corner of Richmond Drive and Shields Street in Horsetooth Commons. The following comments are offered: 1. There is insufficient documentation to allow this request to be heard as both a preliminary and final PUD. Specifically, the number of variances required (detailed below), the lack of a final utility plan, the lack of an updated traffic study, and the revisions that are required on the drainage plan lead us to conclude that the August P & Z hearing should consider this request as a preliminary only. 2. The Planning Objectives state a request for a variance in the offset requirement for two street intersections. In addition to this variance, the 67 feet distance between the exit drive and the Shields - Richmond intersection would also require a variance from the standard of. 150 feet. The Traffic Engineer has indicated that there are serious problems with a variance request of 83 feet in this requirement. It is strongly encouraged that this exit drive be eliminated. 3. The parking stalls on the access easement are not setback from the flowline of Richmond Drive the required distance of 40 feet. If a variance is requested, then it must be addressed and justified. The centerline of. the 40 foot private access drive does not line up with the centerline of the access drive serving Tract D to the south. The offset appears to be 7 feet. It is encouraged that this intersection align properly. 5. The Storm Drainage Study does not address the issue of overflod of the detention area. With the pits associated with a lubrication facility, and the storage of waste oil, the issue of spillage from the detention area should be resolved. The lack of a finish floor elevation for the proposed structure makes this concern difficult to assess. 6. The point chart takes credit for energy conservation. Please indicate how the building or site orientation will accomplish energy conservation beyond what is required by the adopted energy code. This is especially important since the project achieves a relatively law score. 7. The approved master plan designates this site as a detention/open space area. An amended master plan would also be required. 8. The 20 foot setback off Shields appears insufficient for an arterial street. Perhaps this setback could be increased to 25 feet to allow for a more attractive streetscape. 9. The adjacent land use to the north is residential as is the approved use on the master plan on the west. Commercial uses in residential areas must provide the mitigation and buffering to promote neighboring compati- bility. The proposed landscaping could benefit from increased shrubbery or trees of medium height to provide better screening nn the north and west. 10. The architectural elevations appear to be mislabeled. The elevation labeled southwest appears to really be the northwest. The elevation labeled southeast appears to be the southwest. The elevation labeled northwest appears to be the southeast. 11. The landscape plan should indicate graphically or by note that all lawn areas are to be sod. 12. A fire hydrant must be available within 400 feet of the building. This may be an existing hydrant or a proposed new one provided it is on the west side of Shields and north of Horsetooth. 13. The water service for the existing duplexes crosses this site and should be relocated. 14. A water line must be extended to the north property line in the 40 foot access easement. 15. Please add this note to the site plan: "Due to water pressure in excess of 90 psi, pressure reducing valves will be required on all water services. 16. Attached is a letter from West Gas noting the location of their 8 inch high pressure natural gas line. 17. Generally speaking, the site appears to be constrained by the excessive width of the private access drive. Perhaps the existing 40 feet could be investigated for reduction and still accomplish the intent and purpose of the easement. A reduction could possibly add sufficient land area to eli- minate the exit drive on Richmond Drive and increase the setback on Shields. This concludes staff continents at this time. For the August P & 7 meeting, please note the following deadlines: Plan revisions are due August 5, 1987. PmV s, renderings, and 10 prints are due August 17, 1987. The condition of approval at the preliminary stage required that a set of building plans be submitted to the Plans Examiner of the Building Inspec- tion Division. These plans must demonstrate that the building exceeds the adopted Model Energy Code. Please keep in mind that these plans must be reviewed prior to Monday, November 2, 1987 which is two weeks before the Planning and Zoning Board Hearing. It takes approximately one week for building plans to be processed by the Plans Examiner. 2. It appears that site development work will impact Mr. Clark's property. It is standard City policy that adjacent property owners be notified of pending development work. In order to avoid any conflicts or misunderstand- ings, Mr. Clark should indicate, in writing, to the City that he has knowl- edge of the proposed development work. It may be in your interest to obtain construction easements. 3. The Water and Sewer Department requested at preliminary that a water line must be installed in the access easement for the property north of the site. This line is not shown. 4. The water service for the duplexes west of this property may cross the south end of the site. Provisions must be made to accommodate this existing service line. 5. The following should be included on the Grading and Drainage Plan: a. Show basin delineations, offsite flows, flow direction arrows, and concentration points. b. Show profiles of existing and new storm sewers. c. Check the cover over the existing 36 inch RCP. Provide summary tables of site hydrology, gross and net areas, gross and net "C" values, and detention pond information. e. Provide concrete pan detail. f. The berm location does not match with the landscape plan. g. An overflow spillway for the detention pond is needed to ensure that water will not enter the mechanic's pit area. 6. The Drainage Plan should address the following: a. Address the issue of undetained street flows. Is the gutter and inlet capacity adequate? b. Do the pond sizing calculations take into account Tract B drainage? C. Does the H.W.L. = 78, correspond to 4560 feet of detention? If not, doublecheck the freeboard. d. Are there calculations for the area inlet? The release should be controlled by the area inlet or by orifice. If controlled by the orifice, then please show a detail. 7. If the weather prevents the landscaping from being installed at the time of C.O., then a letter of credit or some approved form of surety must be submitted to the City to guarantee the improvements. 8. The extent of the security lighting should be indicated on the site plan. A note would suffice describing the number and location of outdoor lighting fixtures. 9. The site plan should also include a note that there will be no parking allowed on the west side of the private access easement. 10. Since the property abuts a residential area, there should be note that prohibits outside storage. 11. Please submit a fencing detail describing material and height. 12. The minimum caliper for the deciduous trees is 1 3/4". Please correct the landscape plan that shows 1 1/2". 13. The City is very interested in promoting the recycling of used motor oil. If the Crease Monkey does not have prior arrangements, the City's Department of Natural Resources will cooperate in establishing some mecha- nism where the used motor oil can be recycled. Please convey this informa- tion to Mr. Piper. The contact person at the Department of Natural Resources is Bob Wilkinson. Page 3 14. It appears that there may be public improvements on the west side of the private access drive (such as sidewalk, curb, and gutter) that lie out- side both the right-of-way of Richmond Drive and the private access ease- ment. If this is the case, then it will be necessary to dedicate these improvements as public access easements. This procedure involves recording a dedication statement with the Larimer County Clerk and submitting a recorded copy to the City Engineer. This concludes staff comments at this time. Please note that the November Planning and Zoning Board hearing will be on November 16, 1987 due to con- flicts with the Thanksgiving holiday. The following deadlines will apply: Plan revisions are due October 28, 1987. PMI's, renderings, and 10 prints are due November 9, 1987. Final documents are due November 12, 1987.
