BOX 580,FORTCOIIINS, COLORADO80522 (30 1) 484-4220 PLANNING and DEVELOPMENT DEPARTMENT EXT.6S2 December 19, 1983 Mr. Bob Sutter SUTTER ARCHITECTS 383 West Drake Fort Collins, Colorado 80526 Dear Bob: Staff has reviewed the application for final PUD and subdivision plat approval of the Superior Datsun PUD Phase 1, and offers the following comments: 1. All utility easements should be shown on the site plan. 2. Dimensions of landscaped areas should be indicated on the site plan. 3. All signs must comply with sign code. 4. All public sidewalks should be designed to City standard. The curves and the transitions at intersections do not appear to meet City requirements. Please revise. 5. Width of interior sidewalks should be indicated on the site plan. 6. There have been maintenance problems with concrete walking surfaces in parking aisles. Please present some ideas as to how this problem is resolved. 7. Fencing should be indicated on the site plan. Also, a detail of the fence should be provided on either the landscape plan or site plan. Please revise. 8. Energy conservation measures indicated on the site plan must be committed to rather than simply "consideration will be given" to their installa- tion. 9. Site plan title should indicate this is the "First Phase". 10. The legal description should include only the area devoted to the first phase of development. At the hearing on the preliminary plan, the Planning and Zoning Board was concerned about the landscaping along the major arterial streets in terms of streetscape and screening of automobiles; the landscaping of interior areas to break up the large expanse of parking; and the views across the site between the retail areas and the car dealership. In addition to carefully planning the vegetation throughout the site, I recommend additional planter areas within the interior of the site and along the perimeter ol- the car dealership be considered. Also, the applicant should provide some additional detail to the visual impact of the car dealership as a result of difference of grade elevation. 12. The final site plan appears to have omitted a sidewalk connection between the building on the corner of College Avenue and Harmony Road. I recom- mend the connection along the north side of the building and the College Avenue sidewalk be retained. 13. There appear to be errors on the subdivision plat. Please contact me for details. 14. On January 16, 1984, signed mylars of the site plan, landscape plan, building elevations, and subdivision plat should be delivered to me. Also on that date, a signed copy of the Site and Landscape Covenants should be submitted. 15. On January 16, 1984, 8z"xll" reductions of all plans and plats in addi- tion to colored renderings of all plans should be submitted. I recommend we meet as soon as possible to discuss the above comments. Revi- sions to the plans, including the final landscape plan, should be delivered to rae no later thar Friday, January 6.
