The Colorado Department of Transportation offers the following comments: a. The State is reviewing the access permit for auxiliary lane improvements to existing Pavillion Lane. This will be finalized with the City of Fort Collins. b. A separate access permit must be obtained for access north of Pad #1, with auxiliary lane on College Avenue. 12. The Current Planning Department offers the following comments: a. The legal description on Sheet 1 of 4 should reference Pad Site 1 b. Please indicate the proposed use/tenant in the title block at the top of each page and in the title block at right hand side of each page. C. Please revise the index of drawings at to state that Sheet 2 is the overall site plan for the entire Harmony Centre; that Sheet 3 is Pad 1 Site Plan and Elevations; and that Sheet 4 is the Pad 1 Landscape Plan. d. The zoning districts indicated on the Vicinity map on Sheet 1 of 4 references zoning districts that no longer exist. Please revise the vicinity map to reference CityPlan zoning districts. e. General Note 4 on Sheet 1 references that all rooftop and ground mounted mechanical equipment will be fully screened. Please show how this will be accomplished on the building elevations and landscape plan. f. General Note 14 on Sheet 1 indicates that pedestrian plazas shall be provided with amenities such as benches, planters, decorative lighting, and other features. None of these features are shown on the perimeter of the building on Pad 1. Please add. g. Please delete General Notes 15, 16 and 17 on Sheet 1 as they are not relative to Pad 1. h. Please delete the Building I (Home Depot) consultant information from sheet 1. i. Please revise the title of the future land use plan for adjacent properties to state "Potential Future Land Use........" Commercial areas north of the Harmony Centre should be labeled as "potential commercial". The retail site (Circuit City) should be labeled as .'approved retail". The automotive (Schrader's) should be labeled as "existing automotive". j. Please revise the Site Data according to the attached format. k. Has the public street r-o-w square footage been revised to reflect the additional 2 feet added for turn -lanes? I. The building floor area listed for Pad 1 is different on each of the plan sheets(15,550 ... 15,000... 15,552... 15,000). Which is correct? Please revise all sheets accordingly. M. The maximum building height is listed as 40 feet on Sheet 1. However, the maximum building height is 30 feet according to the building elevations. Please revise Sheet 1. n. Pad 1 extends onto the Schrader property which is not a part of the Harmony Centre PUD. Please clarify on Sheets 2, 3 and 4. o. Has Sheet 2 been revised to reflect the additional 2 feet of r-o-w for the turn -lanes? P. Please dimension the widths of all sidewalks, setbacks, typical parking stalls, etc. on Sheet 3. q. The widths of sidewalks around the building on Sheets 3 and 4 are not the same. Please clarify. These walks should be at least 6 to 7 feet wide with a minimum 5.5 foot planting strip adjacent to the building for trees and shrubs. r. The setback of the south west corner of the building from the south property line is only 5 feet. It was 10 feet on the Preliminary PUD. S. The Legend on Sheet 3 does not include all lighting symbols. How tall are the light poles? The trash dumpster symbol should be labeled as "trash dumpster/enclosure." t. It appears that the light pole on the east side of the drive thru lanes impedes pedestrian traffic by being in the middle of the sidewalk. U. Is the sidewalk connection from the northwest corner of the building to College Avenue in compliance with City/ADA accessibility requirements? Circuit City had great difficulty in achieving this. V. Please indicate the color of the awnings on the building elevations and change the title in the color schedule to "fabric awnings". W. The south and east building elevations are pretty blank and need some additional architectural detail. X. Is the monument sign a Harmony Centre monument sign or a Pad 1 monument sign? Y. Is there any wall signage proposed on the building elevations? Is it lighted? ... neon? Z. The handicap ramp at the southwest comer of the plan (along College Avenue) is not shown on the utility plans. Please coordinate. aa. Please label South College Avenue on Sheets 3 and 4. bb. Please show Pad 1 landscaping darker and show landscaping from Harmony Centre First Filing lighter on Sheet 4. Is the Landscape Plan the same as the approved First Filing Landscape Plan? cc. In general, the Plans submitted appear to be a CAD enlargement of the 100 scale site plan. Please make sure that light poles, landscaping, sidewalks, etc. are correctly located at this scale. Also, please coordinate the information provided on the Site, Landscape and Utility Plans. dd. Please provide a trash enclosure elevation on Sheet 3. 13. Redlined plans from the Engineering Department are attached. 14. Comments from the Stormwater Utility are attached. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Please provide a written response to each of the above stated comments with the submittal of plan revisions. A Planning and Zoning Board date will be assigned once all comments have been addressed and revisions have been reviewed. The Water Conservation Specialist stated that the landscape plan must contain a note calling for the review and approval by the City of Fort Collins of any landscape irrigation system, prior to the issuance of a Building Permit. 2. The Advance Planning Department offers the following comments: a. There was no indication on the plans showing the location of any mechanical equipment. Please show how this equipment will be fully incorporated into the building's architecture. b. Bollards at the edge of the sidewalk on the north east corner of Pad 2 would help define the pedestrian and vehicular areas. 3. The Zoning Department offers the following comments: a. One additional handicap stall is needed as a total of 3 handicapped parking spaces are required. b. Please dimension the distances of the building from the lot lines. C. Please dimension the overall building height on the building elevations. d. Please indicate the proposed/permitted land use(s) for the building within the building envelope on Sheets 2 and 3. 4. The Building Inspection Department offers the following comments: a. Please clearly show the property lines and proximity of property lines to the proposed building on the site plans submitted with the application for building permit. b. A designated and marked "accessible route of travel' among all the buildings on the site and building exits and entrances and the public way (public sidewalk) is shown. Accessible routes shall comply with ANSI A117.1-1992 with running slopes no greater than 1:20 and cross slopes no steeper than 1:50. Where routes cross lanes for vehicle traffic, they shall be designated and marked as a cross walk. Provide parking and signs per Appendix Section 3107. Parking and access aisles shall comply with ANSI Al17.1-1992 with slopes no greater than 1:50 in any direction. C. Buildings shall be designed to comply with the Fort Collins Nonresidential Energy Code (ASHRAE 90.1 with local amendments) or residential energy code (MEC 1995 with local amendments) whichever is applicable. Section 504 of the 1991 edition of the Uniform Building Code as adopted by the City of Fort Collins requires that exterior walls of building 1 located closer within distances, based on use and construction type, to a property line be of fire -resistive construction. Openings are restricted or prohibited in such exterior walls. A parapet extending 30-inches above the roof surface may be required by UBC Section 1710. Projections, such as cornices, eave overhangs or exterior balconies shall not extend over the property line and must comply with UBC Sections 1710 and 504. 5. The Transportation Planning Department offers the following comments: a. Please move the bike rack from the southeast corner of the building to the northeast corner of the building (closer to the building entrance). b. Please show the sidewalk connection and enhanced crossings requested on the south side of Pad 1 from College Avenue to the east side of the drive thru lanes. The Fort Collins -Loveland Water District and the South Fort Collins Sanitation District have reviewed the above mentioned submittal and have no objections provided all District requirements are satisfied. 7. The Natural Resources Department stated that the trash enclosure must be large enough to accommodate trash and recycling dumpsters. 8. U S WEST offers the following comments: a. Review of these plans should not be construed as a commitment that telephone facilities sufficient to serve this project are presently available. U S WEST will provide telephone service in accordance with the rates and tariffs on file with the Colorado Public Utilities Commission. b. The owner is responsible for provision of all conduit, ditch crossings, and street crossings for telephone facilities within the project. The owner also provides terminal room space (usually 8' x 4') and power for the telephone terminal, generally in a utility room. Contact the U S West engineer for conduit specifications for the telephone entrance cable. C. Any relocation of existing telephone facilities required by these plans will be paid for by the developer. 9. The Poudre Fire Authority offers the following comments: a. Fire hydrants are required with a maximum spacing of 600 feet along and "approved roadway'. Each hydrant must be capable of delivering one -thousand (1,000) gallons of water per minute at a residual pressure of twenty (20) pounds. No building can be greater than 300 feet from a fire hydrant as measured from the building to the hydrant along the approved roadway. b. A table found in the 1991 Uniform Building Code Appendix III-B relates construction and area to required fire flows. C. Proposed building (Pad 2) exceeds 5000 square feet and must be fire contained or equipped with an automated fire suppression system. (Local Amendment to Table 38B UBC). d. If building is equipped with a fire sprinkler or fire alarm system, a "knox box is required. 10. The Colorado Department of Transportation offers the following comments: a. CDOT must review detailed plans for auxiliary lanes and accesses to SH68, and issue access permits in/when changes in deeded access control line are approved through CDOT's ROW Section, not before. b. CDOT has not made detailed review of auxiliary lane and access designs or reviewed issuance of access permits. The plan sets do not offer adequate detail for that level of review. 11. The trees shall be placed at least eight (8) feet away from the edges of driveways and alleys, and forty feet (shade trees)/fifteen feet (ornamental trees) (LUC 3.2.1(K) from any street light. C) After revising the site/landscape, please make sure the minimum species diversity is provided in accordance with Section 3.2.1(D)(3) of the Land Use Code. d) Please note LUC Section 3.2.1(E) (4) Parking Lot Perimeter Landscaping (b) addresses the need to screen parking areas. e) All parking lots need to meet the parameters addressed in LUC Section 3.2.1(E)(5)(a) — (e) including 3.2.2(13)(5)(a) walkways shall have one (1) canopy shade tree per forty (40) lineal feet of walkways planted in a landscape strip within five (5) feet of such walkway. f) It appears there may be a discrepancy with proposed vegetation adjacent to East Harmony Road with what was approved with the Harmony Centre PUD. The landscape plan shall be revised to accommodate the wall. j) What does the crosshatched area refer to on the Site Plan (Sheet A1.02), please clarify and/or remove. Note that this will need to be removed from the final mylar. k) The parking plan shall be revised to meet Land Use Code Section 3.2. 13. The following comments apply to the architectural design of the building: a) You have not specified the opacity of the glass you are proposing. Section 3.5.1(F) of the LUC specifies that clear glass (reflectivity or opacity of less than 60%) shall be used for commercial storefront display windows and doors. Please specify. b) Please indicate all building colors (stone, bricks, stucco, et cetera with a color pallet) on the Building Elevations in accordance with Section 3.5.1(G) of the Land Use Code. c) The Harmony Corridor Plan requires that all architectural elements and detail features must be consistent or harmonious among multiple buildings. Section 3.5.3(D)(1) of the LUC specifies that in the case of multiple building developments, each individual building shall include predominant characteristics shared by all buildings in the development so that the development forms a cohesive place within the community. Similar architectural features should be carried over from the main building to the design of the smaller buildings, in particular the top and base treatments need to be more closely tied with the predominant characteristics of the overall Harmony Centre development. Section 3.5.3(D)(6) specifies that all facades shall have a recognizable "base," and "top" treatments. A "base" treatment consists of (but is not limited to): thicker walls, ledges or sills, integrally textured materials such as stone or other masonry, integrally colored and patterned materials such as smooth -finished stone or tile; lighter or darker colored materials, mullions or panels, or planters. A "top" treatment consists of (but is not limited to): cornice treatments, other than just colored "stripes" or "bands," with integrally textured materials such as stone or other masonry or differently colored materials, sloping roof with overhangs and brackets; stepped parapets. d) Section 3.5.1(J)(2) requires that any wall mounted utility meters and rooftop or ground mounted mechanical equipment shall allow the architectural design to be continuous. These functions must be screened from view from adjacent properties and public streets by materials that are not inferior to the principal materials of the building and landscape. Please specify where the utility meters and mechanical equipment will be located, and show proper screening measures. Rooftop mechanical must be hidden from view by a parapet. e) Indicate all building dimensions, including doors, windows, etcetera, on building Page 4 of 1 Mark McCallum - Harmony Centre Pad 5' -t comments doc Page 5 elevations. e) Section 3.5.3(D)(2) of the LUC specifies minimum wall articulation that must be achieved on all facades. The proposed design does not provide the proper architectural features to visually establish the required minimum 30-foot spaced bays. Architectural features such as columns, ribs or polasters, piers and fenestration pattern shall establish the bays The proposed design does not satisfy the requirement. See attached reclined plans. It appears that the proposed design is proposing inferior materials to the rest of the building on the west fapade. This section of the code prohibits use of inferior materials for side and rear facades, and specifies that all sides of the building shall include materials and design characteristics consistent with those on the front. The building material adjacent to the vault needs to be enhanced to comply with the Land Use Code, please consider faux windows, treillage, et cetera. c) Section 3.5.3(D)(3) specifies that facades that face a street or connecting walkway (all of the facades on this proposed building) must be subdivided and proportioned using features such as windows, entrances, arcades, arbors, awnings, treillage with vines, etc. along no less than 50% of the fapade. d) Scaled design elevations for the trash enclosure needs to be submitted in insure compliance with the Land Use Code. Section 3.5.1(J)(1) and (2) requires that no trash enclosure be located within twenty (20) feet of any public street, public sidewalk or internal pedestrian way and screened with vegetative landscaping. 14. The transformer location on the Site Plan (Sheet A1.02) and Landscape Plan (Sheet L- 1) are different. Show the actual location of all transformer(s) on the revised Site and Landscape Plans. They must be located no more than 10 feet from a paved surface and must be screened from view. 15. Please provide a detailed light plan (spec. sheet for all wall and pole mounted fixtures) insuring that all lighting apparatuses are shielded down, which meets the Section 3.2.4 including Section 3.2.2. Proposed lighting shall be compatible with Harmony Centre lighting. 16.
