Dear From: It has come to my attention that during construction of the sanitary sewer by Loveland Excavating the sidewalk, which is part of the South Lemay Improvement District, was damaged by heavy equipment traffic. This area is at the northt-,est corner of the intersection of South Lernay Avenue and Harbor Walk Drive. Revisions reflecting these comments are due by Friday, February 6, 19g7. Colored renderings and reructions of all plans should be submitted by Thursday, February 12 and all signed documents inclucing plat, site plan and development aqreement should be submitted by February 19. 1. The site plan should show typical rear and side yard setbacks. 2. Indicate wicth and length of parking spaces in the landscaped island (spaces may be 6.5' x 181). 3. Site plan note Q should he removed. 4. The Warren Lake trunk sewer repay will be assessed on each dwelling unit. 5. Mountain Pell has questioned the adequacy of the easement adjacent to Lots 1 and 31. Tnaireering also has concerns about reducing the frontage casement to 6 feet in width. 6. More information on the design of project entrances is needed. Profiles of the existing street should be provided and curb returns should be shown. 7. The overall utility plan should show the R-0-V7, sidewalks, and retaining wall dimensions. A Elan, vied: of the retainina wall should be on this plan. S. Legal Staff has questioned the appropriateness of an encroachment permit for the retaining wall. The permit would have to be issued to a responsible party, and there is no assurance that the owner's association will exist in the future. Tranferring responsibility to individual lot owners becomes rather complex. Let's inet with all the interested parties to resolve this issue. 9. The landscape play should note thatt the owners association will maintain all landcaping, including that in the R-04% The development agreement should indicate the sane about the planter/retaining wall. 11. The City Forester asks that a note regarding_ a Planting Permit be placed on the plans (see attached). 12. I question use of Bristlecone Pine in the planters because of their mature size. Minimum size for deciduous trees is 1 3/4 " caliper, for evergreens it is 6'. 13. The landscape plan should reflect loss of the pool. 14. Below is a list of the items as we discussed them. (1) The utility easements along the back of lots 1 through 11 is acceptable with all utilities as shown. (2) The plat should be corrected to show a 32 foot street width from flow line to flow line, and the 13 foot utility easement must begin along the back of the walk. The required utility width is 13 feet without the sidewalk in the easement. This shall be the case for the frontage of every lot in this P.H.D. except lot 11. The repre- sentatives of the utilities in the meeting stated it would be acceptable to reduce the frontage easement on lot 11 provided the Developer coordinates the location of the driveway and the neces- sary utility services for that particular lot. The coordination should be done for water and sewer, natural gas, and electrical services. (3) The easement along Harbor Walk Drive and the side of lot 31 will work as shown provided there is a minimum of 4 feet of City Right - of -Way between the back of the sidewalk and the property line. This easement should be shown with a dashed line similar with the other easements, and show the dimensions. Due to the nature of this development it is very important that the Devel- oper and the individual contractors work very closely with all the differ- ent utilities through out the entire construction phase.
