You indicated the pond inlet was lover than the outlet. According to the
utility drawings, this inlet should be almost one foot higher than the
outlet (5007.5 and 5006.6 respectively). You indicated the pond had been
graded correctly. According to the utility drawings and the drainage cal-
culations submitted with those drawings, the bottom elevation of the pond
should be approximately 5007.0. If the facility was graded correctly,
there certainly would not be as much water ponding on the west end as
there is. I also noticed sore ponding on the east side of the outlet.
Perhaps it would be beneficial for you and Mr. Rutherford to review the
utility drawings and the improvements as constructed before we proceed
any further, specifically with respect to the apparent inconsistencies
I've outlined above. As I advised you at our meeting, until this matter
is resolved, the City will not accept the responsibility for maintaining
this detention facility.

Dear �1r. Larson,
This letter is a follow-up on my letter of July 16th regarding the
detention pond on Hanna Subdivision, Second Filing. As I indicated
at that time, the facility has apparently not been constructed in
accordance with the approved utility plans, and therefore cannot
be accepted by the City for maintenance.
Since my last letter, we have continued to receive complaints from
homeowners in the area concerning the condition of the site.
They have indicated that they have received no response to their
repeated requests to you to cut the weeds in the area to attempt
to control the insects. I realize that the water in the pond
makes any maintenance in the area difficult, and I am sure you are
dealing with the homeowners as well as you can.
My concern is really the timing of corrective measures. If you could
give me some indication of your schedule for correcting the problems
with this pond, I could at least pass this information on to the
homeowners when we receive complaints.
I would appreciate hearing from you at your earliest convenience.
