The bulk of the procedures, methods, and numerical constants were obtained from the Urban Storm Drainage Criteria Manual, published by the Denver Region- al Council of Governments. The "Rational Method" for determination of storm runoff was employed in the study of the historical flows (2 year storm) and the effects of a 50-year storm on the improved site. The site will be consi- dered a residentiaL business area, however, the size and location of the pro- posed buildings is undetermined. This necessitated the assumption of a "C' value (runoff coefficient) of .72 for the improved area. The contours used :in the determination of the historical flow were obtained from an earlier site development plan for the area. When M & I surveyed the area recently, it was found that a great deal of earthwork had been done, thus altering the original drainage patterns. A new topographical survey was per- formed and was used as the base for our site development plan. It was determined that a detention pond was needed in order to maintain the natural flows in Spring Creek, which is contiguous with the southern bound- ary of the property. The sizing of the pond was accomplished by using the "Mass Diagram" method for determination of storage. If you have any comments or questions, please feel free to get in contact with me. As you know, Spring Creek runs through property owned and controlled by Colorado State University and this letter is intended to provide a matter of record for you con- cerning our position on the Spring Creek drainage. We have no objection to accepting runoff from the Pat Griffin property located on the north side of Spring Creek and west of the railroad tracks. The potential runoff from this property will in our judgment provide no damage to the Spring Creek drainage north of the University property. We do want to apprise you of our position concerning storm water running into Spring Creek and flowing east through the underpass of the railroad. It is my understanding the capacity of the drainage facilities on the east side of the C&S railroad track right-of-way are inadequate to accommodate potential runoff water volumes occurring from the infrequent heavy storms which occur in the Fort Collins area. Because of our understanding of the inadequacy of that drainage system, we want to record here our concern and objection to the storm flow being forced to back up through the railroad underpass onto our property. We agreed that considering the proposed site for the new Pat Griffin Co. Office, it would be most advantageous to both us and the City of Fort Collins to service this building with utilities as I have listed below: Number (1) - Sewer Service to be provided by tapping the present sanitary sewer existing on Prospect Street. Number (2) - Water Service to be provided by tapping existing water main in front of site on Prospect. Number (3) - Pat Griffin Co. will, at the same time as Items #1 & #2 are completed, extend the water main presently in Prospect Street to the south on Tamasag Drive to where it is also out of Prospect. This, we feel, can be accomplished all at one time and thereby be the least inconvenience to the motorists using Prospect and will eliminate any need for future construction activity being conducted within the street right-of-way. The coordination of this activity will be done with your utility departments at your earliest possible convenience. Mr. Bartran will be coordinating these efforts on our behalf. For your further information it is the intent of the Pat Griffin Co., which owns all lots in the subdivision except #10, to re -plat lots #3 through #9 to accommodate one single building of substantial size. This will be done immediately after the completion of the above project, in any event by the first of next year. Bingman, Engineering Services Director RE: Griffin Plaza Subdivision The Pat Griffin Company is requesting release of Lot 1 for a building permit (adjacent to Prospect Street). As indicated in the attached letter, they intend to replat the remainder of the subdivision to accomodate a single large building, rather than the present individual lots. On this basis, if you see no problems with this procedure, please release this lot for a building permit. I wrote you a letter on February 21, 1978, advis- ing you of this plan, and this is to further confirm our position on it. It is most likely that the additional property will go to CSU as a gift and I will insert a covenant requiring them to "curb and gutter" Tamasag Drive from Prospect Street southward to tie into their development. I will further assure that the curb and gutter will be in- stalled within five years by the Pat Griffin Co., in the event the work has not been done by CSU. If there are further Questions you may have regarding the future of this subdivision, please advise and I will try to "fill you in."
