The Fort Collins Post Office requests that another street name be selected to replace both Brookside Drive and Brookside Court. 2. On the plat, remove the label "Sheet 2/14". A plat is a document which stands alone, and is filed with the County as a single document. You can include a copy of the plat in with the utility plan set and number that sheet 2/14. 3. The 20' wide South Fort Collins Sanitation District Easement must be located with bearings and distances, on the plat. 4. Where is the 6' utility easement for lot 54. 5. Control monuments must be described. You will need another control monument as well. 6. What are the "+" lines running N-S and E-W south of lot 54? These lines also appear on the 2nd sheet, through lots 31 and 30, etc. 7. West of lots 62 and 63, what does the statement "Dedicated to the City of Fort Collins" mean to show? The arrow should be deleted and information added as a note. 8. Bearings and distances are needed for the easement from lot 63 to the other non - described easement. 9. Where are the easements for 20' utility and drainage on lot 39 and the 28' utility and drainage for lot 49 to the west? 10. Label the area of the tracts. 11. How was the north line of the SW 1/4 determined? 12. The legal does not match the plat. 281 North College Avenue " P.O. Bov >80 " Fort Collins, CO 80�22-0580 • (309) 221-67;0 13. The bearing line east of lot 48 should read N 09 39'43" E. 14. Remove the City Clerk signature block from the plat, this is only necessary on a Minor Subdivision. Tract F will have to be dedicated by separate document, please place a note on the plat, under "General Notes" that Tract F is to be dedicated to the City of Fort Collins, by separate document. Delete the old note and arrow. 15. Include the word pedestrian in the description of the easement on Ms Grace's property. Add a signature block on the plat for Ms Grace's signature as owner of this off -site easement. 16. On sheet 111 of 14 of the utility set, the street section on the top of the page shows the trees TV behind the attached sidewalk. Light and Power facilities are placed 3' to 4' behind the sidewalk, therefore the street trees need to be placed 7'6" behind the walk, to keep them a minimum of 4' from Light and Power facilities. 17. No designs/plans for County Road 32 were submitted with this filing. Are you planning to include them with Filing One utility plans or submit them separately at a later date. Please make your intent clear. 18. Flowline profiles are needed for all streets. 19. The cul-de-sac at the end of Silver Moon Lane needs to be designed with improvements that are "finished" to meet City Code or no building permits for Lots 65 and 66 can be issued. However, the improvements should not look permanent either, so homeowners are not lead to believe that the cul-de-sac is permanent. The developer will have to escrow money for removal of the temporary cul-de-sac and for construction of permanent improvements. 20. Place a note on both the plat and the site plan, at the cul-de-sac extensions, calling out "future road connection" (the Planning and Zoning Board will be looking for this note). At this time, it still makes sense to show the street extending to serve the property to the north, which would otherwise be required to build an expensive bridge over Stanton Creek. If you have had further discussions with Natural Resources or Engineering about extending Silver Moon Lane please let me know what has been decided. 21. Sight distance on the crest vertical curve in Brookside Dr. appears to be a problem. The engineer needs to verify whether it is adequate or not according to City standards. Redesign may be required. 22. We will do a more thorough street design review when plans are revised to include flowline profiles. 23. The drainage report is being accepted, however, Stormwater still has a few comments that need to be addressed prior to final approval for each filing. 24. Please provide a capacity calculation for the 36" steel pipe going under the RR tracks. 25. Some of the numbers were slightly off, but Stormwater is still accepting the report since these calculations will need to be redone with the final reports for each phase. 26. Please refer to the attached comment sheet for US West's comments. 27. Utility lines will need to occupy the space where Tracts A and B adjoin the north right- of-way line of CR 32. Coordination of development of this easement, with installation of utility lines will be required. No trees will be allowed within 4 feet of any natural gas lines. 28. Sidewalk easements are not necessary when the sidewalk falls within the ROW. Please refer to redlined utility plans. 29. Change reference "bike path" to "public recreation trail" on Sheet 3 of the utility plans and on the ]plat. 30. What does miscellaneous easement mean? This should be an off -site easement for a public recreation trail. 31. Tract F should be labeled for equestrian, pedestrian, and bicycle access, even though it is being dedicated to the City. 32. Label the equestrian trail on the site plan and show "future City of Fort Collins recreation trail" on site/landscape plan. 33. Parks and Recreation will have to sign off on the utility plans. 34. Parks and Recreation has not seen the CR 32 underpass design, please submit a copy as soon as it is available, so I can route a copy to them. 35. The lots along Stanton Creek extend too far to the west into the steeper slopes in some areas. Please contact Natural Resources to work out the location of these back lot lines. I suggest that you stake the proposed back lot lines and have Rob Wilkinson field check them with you. Please do this prior to submitting revisions. 36. Natural resources is concerned about the placement of an equestrian trail in the northern reaches of Stanton Creek. Please provide details, walk the site with Rob, or otherwise show that an equestrian trail at this location will be acceptable from an erosion, slope stability, etc. point of view. 37. What are the proposed impacts to existing wetlands? Has the Corps commented on the impacts? What kind of mitigation is proposed? If none is proposed, please document why mitigation is not needed. Please provide information on the statewide permit. Include a note on the plans about the extent of disturbance (both for proposed streets and structures and for grading and construction activities.) 38. Delete reference to Avery Road on the plat, site plan, and utility plans. The City is following an accepted process for naming this arterial street among acceptable names. Avery Road is one of the names being considered. 39. Include reference to "future 6 lane highway" when labeling CR 32. 40. Please include the land use information for property within 150' of the site (ie. Filing One of Grcenstone PUD, proposed single family lots; rural residential in Larimer County; Stanton Creek Master Plan, proposed residential...). Show any existing trees, structures, roads, etc. Include this information on both sheets. Please label the railroad and call out the PRPA easement. 41. Show any existing structures on the site. 42. Label all Tracts (A, B, C, etc.) and coordinate with the plat to be sure they match. Include in the note section, a note describing what the various Tracts will be used for. 43. Where can the white three rail fence be constructed? Where can other fencing be constructed? Please include more information on the site/landscape to clarify this (you submitted some information about this in a revision letter, this should be on the site plan). Reference filing one, as to type and location of fences. This concludes staff comments at this time. In order to stay on schedule for the April 26, 1993 Planning and Zoning Board hearing, please note the following deadlines: Plan revisions are due April 7, 1993 by 12:00 noon. PMT's, colored renderings, and 10 prints are due April 19th. Final mylars and other documents are due April 22nd by 12:00. Please be aware that if a development agreement and utility plans are required with this project, these documents and plans must be signed prior to the Planning and Zoning Board Hearing. If not, a condition will be placed on the project giving you 60 days to finalize the plans and agreement, after which time, you must submit a request for an extension from the Planning and Zoning Board. U S WEST will provide telephone service in accordance with the rates and tariffs on file with the Colorado Public Utilities Commission. Telephone facilities generally occupy rear lot utility easements, which must be located on terrain which permits trenching operations. The developer is responsible for provision of all trench, street crossings, and ditch crossings for telephone facilities within the project, and the developer pays up front construction costs for facilities within the development. Any relocation of existing telephone facilities required by these plans will be! paid for by the developer. Phase II The Fort Collins - Loveland Water District and the South Fort Collins Sanitation District have review the above mentioned project and submit the following coimients . The water services are to be located on the lot lines unless otherwise approved by the District during the pre -construction meeting. Meter pits will be required on this project. Air release and vacuun valves are required at the high points of the water line. All underground utilities are to be shown on the profile sheets. Temporary blow -offs are to be installed on all water lines stubbed out for future extensions. Fire Hydrants may be used as temporary blow -offs and re -used on future phases. The easterly valve at the intersection of Brookside Drive and Silver Moon Lane is to be relocated to the west to the intersection. Water line valves are to be installed when connecting to the existing system for testing and disinfection purposes.
