Box 580 Fort Collins, CO 80522 Dear Bob: Ref: 855 This letter is in response to our discussions on Friday, August 4, 1978, concerning the Collindale South Detention Pond. I have done addi- tional analyses as to narrowing the existing spillway design, and I have also analyzed in detail the effects of the railroad embankment on the release from the pond. With respect to narrowing the spillway I analyzed narrower spillways and determined that a notch spillway with 6.5:1 side slopes would be ade- quate to pass the 100-year flood and maintain a water -surface elevation at 4960. The peak outflow from this spillway and outlet structure would be 270 cfs. Enclosed is the revised design hydrograph and copy of the revised plans. The reason for the narrowing to a V-notch is that the outlet channel previously acted as the control and now the spillway crest is the control. I have also analyzed the effects of the railroad embankment at greater detail than I had originally and determined that with the revised spillway the railroad would backwater to an elevation of 4960.5. Therefore, I am recommending that the safe building limits for the development be estab- lished above 4960.5. I hope this answers your questions concerning the detention pond design. The purpose of this easement dedication is to clarify the type of easement rather than to dedicate an entirely new easement. When the Golden Meadows Business Park was platted this easement was dedicated as a utility ease- ment, serving drainage purposes as well as utility installations. Since that time we have changed our policy regarding the dedication of easements, and we now require that if an easement is to be used for drainage purposes it must specifically be dedicated as a drainage easement. When the adjacent property recently came in for development, I requested that the utility easement be changed to a 'drainage and utility' easement. Since half of the easement lies on Grainger property, we need your signa- ture on the Easement dedication document. Attached for your review is the easement dedication. Some additional work may be required at these points. I sincerely appreciate your attitude concerning the problems we have had on this job and your willingness to correct the pipeline to our standards. The manhole in the center island should be raised. I assume that to raise the top of the cover to a minimum of 4" above the highest point the adjacent curbs to be adequate. 2. The driveway (detail 3/AC) should have a 4' warped sidewalk and curb transition per city of Fort Collins standards rather than a curb radius return. Per our conversation, and with the understanding that these changes must also be made, I will instruct the contractor to proceed with the work based on the revised cul-de-sac drawing. I also understand that you have spoken with Art March who is preparing a drainage agreement to your satisfiaction. Therefore, unless you have further comments we will proceed with the work and hope that only a routine review of the completed work will be necessary. This pond is still under construction. 2. The 4 drain lines have no headwalls. a. The northern drain line is missing the end section & flap valve. b. The southern drain line seems to be draining possibly an interior packaging area. There seems to be styrofoam washing down the line. C. 3 of these lines are not shown on any plan. 3. The outlet was not built to plans. a. The stop log gap is different. b. There is no fence at either end. C. There is no rip -rap at the east end. d. There is a drain line outletting from the north-west into the channel currently adding more to the flow than the outlet of the lake. 4. The drainage ditch from the west is not completed. 5. There are cracks 1-2" wide and 7-12" deep, 30-40' long in bank. Do not accept 'until the above have been rectified and; 1. The pond is graded to plan - especially around the outlet. 2. Rip -rap should be placed on the spillway. 3. The end section of the 27" RCP at the west end of the drainage ditch needsreplacng and the hole filled in and built according to plan. 4.
