" ' Lr CFTY OF FORT COLLINS PLANNING DIVISION March 19, 1981 Mr. Charles Mayhugh CRM Architects 109 Cameron Drive Fort Collins, CO 80525 Dear Chuck: The staff has reviewed the application for preliminary and final PUB approval of Glenwood Commons and would offer the following comments: 1. The site plan and utility drawings should indicate the full improvement of Shields Street to current arterial street standards. Phasing of these improvements will be worked out in the subdivision agreement. At this time, the construction of the sidewalks along Shields Street and James Court will be required. 2. The phasing schedule as indicated is not workable. The first phase should include access to James Court. 3. The City street policy is not to permit parking within 50-feet of the flowline of an adjacent public street. Both curb cuts do not meet this standard. Please revise. 4. The final site plan should delete all utility lines. 5. The applicant will need to coordinate removal of existing electrical lines with the Light and Power Division. 6. The final site plan should include: a. dimensions of building envelopes to property lines; and b. dimensions between building envelopes. 7. The Building Code permits a maximum 2-foot overhang beyond the building envelope. The landscape plan indicates a 3-foot overhang. Please revise. 8. Public Service Company will require a 10-foot utility easement along west property line. 9. The parking area between Buildings A and B does not meet the City's dimensions requirements as attached- The stall length dimension may be decreased by 2-feet if the abutting sidewalks were increased by 2-feet. 484-4220 EXT. 655 Mr. Charles Mayhugh CRM Architects March 19, 1981 Page 2 10. Where parking spaces abut green areas, 17-foot stall lengths (900 parking) or 13-foot stall lengths for compact cars may be used with the remaining 2-feet to be used as additional green area. 11. Bicycle parking should be provided. 12. The City policy is to permit a maximum of 20% of the total spaces to be devoted to compact car spaces. The plan indicates 28%. Please revise. 13. All portions of the first story of all buildings shall be within 150-feet of the access roadway for these buildings. Shields Street cannot be used as the access roadway. The north part of the parking lot is inaccessable to fire equipment. Therefore, Building A does not appear to meet this requirement. 14. The staff feels that adequate access to the site can be accommodated off the single curb to James Court, and this would further strengthen the project as a single unit. Therefore, the staff recommends that the curb cut to Shields Street be deleted. 15. The additional 20-feet of right-of-way along Shields Street is to be dedicated for street and access purposes, not solely for "future bike lane" as indicated on the site plan. Before the staff can proceed with processing the application for development approval, a revised final site plan and landscaping plan reflecting the above comments will be required. Those items which cannot be shown on a site plan should be addressed through the appropriate documents and a letter from the applicant responding to those items should be submitted. These revisions should be delivered to this office no later than March 30, 1981. Also, on Monday, April 20, 1981, an 8-1/2 x 11" reduction of all plans and colored architectural elevations and colored site plans should be submitted.
