The proposed site is directly North of the automobile storage lot that they developed two years ago. The proposed parking lot will not be used for sales of automobiles and will be fenced. Box 580 Fort Collins, Co 80522 Dear Eric, This is a request for a variance in the proposed Ed Carroll Motors Inc. Subdivision Second Filing. The site is North of their car parking lot at the Northeast corner of McClelland Drive and Swallow Road. They are proposing another car parking lot that also has a proposed driveway on the East side of McClelland Drive. The variance, if required, is for the distance between driveways. The distance between the driveway on the South parking lot and the proposed driveway is 281 feet. The distance from the proposed driveway to the existing driveway into the McClelland Office Park P.U.D. is 201 feet. There is an existing driveway near the South line of the new parking lot which will be closed. It is only 122 feet form the South car parking lot. All of the distances above are from centerline of driveway to centerline of driveway. This site is the same site that I requested a variance for not to require a Traffic Impact Study on October 18, 2001. I am also enclosing that request. Collins, CO 80522 970/482-9331 • Fax 970/482-9382 January 22. 2002 Troy Jones City Planner City of Fort Collins Current Planning Department 281 North College Avenue Fort Collins, Colorado 80522-0580 RE: Ed Carroll Expansion Project Development Plan/Final Plan Dear Troy: Planning Objectives: On behalf of Ed Carroll Motors, Jim Sell Design Inc. is submitting the Project Development Plan/Final Plan for the expansion of the existing parking lot for review by the City of' Fort Collins. The site is located adjacent to the north property line of the existing Ed Carroll Motors site, and is bordered on the east by Commercial Development, on the West by McClelland Dr., and on the North by an Office development. The proposed parking lot is designed to allow traffic to enter the site either from the existing lot to the south or McClelland via the access drive, which also allows access to the adjacent development to the east. Sidewalks and bike lanes exist adjacent to the site along McClelland. Pedestrian access to the existing Car Dealership Showrooms is easily accommodated from the existing sidewalks along the College Ave. frontage road and Swallow. "I his project will provide an eight -foot pedestrian access along the north side of the access drive, to allow pedestrian connections from McClelland to the retail area east and office area north of the project site. There are two existing bits stop locations within approximately six hundred feet of the proposed site. The bus stops are located on either side of Coticge Ave. at the corner of Swallow Rd. With the proposed use of this site, as a car dealership auto storage lot (both new and used cars for sale). we fell the design allows vehicular traffic circulation with a minimum of conflict with pedestrianihike traffic. Street trees planted within the parkway strip, as well as the parking lot islands will buffer and enhance the parking lot. The tree placement, as well as the light placement and light type, will help buffer the light pollution with regards to the neighboring areas (see attached alternate compliance). The property owner will maintain the turf areas. We feel the parking lot expansion meets all the requirements of the Land Use Code, and achieves the following City Plan Principles and Policies: Principle LU-1: Growth within the city will promote a compact development pattern within a well-defined boundary. Principle L11-2: The city will maintain and enhance its character and sense of place as defined by its neighborhoods, districts, corridors, and edges. Policy LU-2.2: Urban Design. The design review process, supplemented by design standards and guidelines, will be used to promote new construction and redevelopment that contribute positively to the type of neighborhoods, districts, corridors and edges described herein while emphasizing the special identity of each area. Principle L11-3: The City Structure Plan will be used to provide a geographic depiction of how these City Plan Principles and Policies are applied throughout the city. Policy L111--3.1 General Area Designations. The City Structure Plan will identify where the various designations apply within the Fort Collins urban growth boundary as an indication of the City's intent to maintain certain conditions within theses areas or to promote certain types of development. Principle T-5: The City will acknowledge pedestrian travel as a viable transportation mode and elevate it in importance to be in balance with all other modes. Direct pedestrian connections will be provided and encouraged from place of residence to transit, schools, activity centers, work and public facilities. Policy T-5.2 Connections. Pedestrian connections will be clearly visible and accessible, incorporating markings, signage, lighting and paving materials. Principle T-8 The City shall develop secure pedestrian setting by developing a well -lit inhabited pedestrian network and by mitigating the impacts of vehicles. Policy CAD-1.4 Street Tree Design. Street trees should be used in a formal architectural fashion to reinforce, define and connect the spaces and corridors created by building and other features along a street. Canopy shade trees shall constitute the majority of tree plantings, and a mixture of tree types shall be included, arranged to establish partial urban tree canopy cover. Existing trees shall he preserved to the maximum extent feasible. Principle L'con-1: The City will pursue a balanced and sustainable economic development program. Principle CD-2: The design of Commercial Districts should provide for convenient access, efficient and cost effective pedestrian and vehicular circulation, and a comfortable pedestrian environment in selected nodes. Policy CD-2.2 Pedestrian Access. Pedestrian environments within Commercial Districts will be supported by connecting them to adjoining uses. Buildings Should be oriented both to public streets and to internal streets, with parking areas located internally on the property, or behind buildings when possible. Principle CO-3: Commercial Districts will be accessible by all modes of travel, inctuding transit, bicycle, pedestrian, and automobiles. The City of Fort Collins will purchase 28 feet of right-of-way at a later date to improve McClelland Drive to a minor arterial. There is an existing 7-foot wide attached sidewalk on the East side of McClelland Drive. This variance requested, is to allow the attached sidewalk to remain until the City of Fort Collins purchases the needed R.O.W. and constructs the minor arterial street. At that time the sidewalk will be moved East and become a detached sidewalk. The legal description of the site is the South 229 feet of McClelland Office Park, P.U.D. P., which was a part of the McClelland Office Park P.U.D. Identifying Issue: McClelland Drive is a 2-lane Arterial Street. There is an existing 7-foot wide attached sidewalk on the East side of McClelland Drive, which should be a detached sidewalk. Alternate Design: 'This variance requested, is to allow the attached sidewalk to remain until the City of Fort Collins purchases the needed R.O.W. and constructs the minor arterial street. At that time the sidewalk will be moved East and become a detached sidewalk. Comparing To Standards: There will be no impact on capital and maintenance requirements or costs. Justification: The variance will not be detrimental to the public health, safety and welfare, will not reduce the design life of the existing sidewalk, and will not cause the City of Fort Collins additional maintenance costs. The proposed plan of leaving the existing attached sidewalk in place will not require the City of Fort Collins to purchase 28 feet of right-of-way for the detached sidewalk at this time. Specifically: l . The casement has been verified by Jim Hoff of Technical Services and approved. Jim stated that the temporary construction easement is acceptable as shown and it is not necessary to include the construction permission letter. The easement is being processed by the lien holder and will be submitted upon completion. A blank copy of this easement is being submitted to be verified. 2. We have field located and identified the gas and electric lines on the plans as requested by Jeff Ilill. 3. The dashed lines on the vicinity map have been labeled. 4. The Site flan and Landscape Plan show the correct easements as shown on the plat. per Susan Joy's request we are including a hard copy print of each of the mylar sheets so they can be reviewed. Fort Collins CO 80524 Re: Construction Access Acknowledgement Dear Susan: Please accept this letter as documentation that Go-V cV-r has been notified that the Ed Carroll Motor company intends to construct a retaining wall along our south property line and connection to the existing storm manhole within our parking lot, each of which occur within the existing Utility and Drainage Easement per McClelland Office Park P.U.D. Plat in Book 2282 at page 2253. I/we will allow such access for the purpose of constructing said improvements.
