The applicant is proposing 138 multi -family apartments on approximately 8 acres Lzml,cape Arcnit<cmre resulting in a gross residential density of 17.57 units per acre. The site is located Lrn"11 De" 111 at the southeast corner of Horsetooth Road and Timberline Road. Three points of access are proposed to serve the site. The first is along the north edge of the site on Horsetooth Road east of the Horsetooth and Timberline Road intersection. The second is on the east side of Timberline Road approximately in the middle between Horsetooth Road and Big Horn Drive. The third point of access is located on the south side and connects to Big Horn Drive. There is an existing pedestrian trail located across Big Horn Drive near the south east corner of the site. This project will provide a pedestrian trail system link from the southeast corner of the site north to Horsetooth Road. The existing trail provides access to Linton Elementary School and English Ranch Neighborhood park. Buildings proposed for the site will maintain a pedestrian oriented scale facing out in all directions. The three buildings in the northwest corner of the site will have 24 units each and be three stories tall. The remaining multi -family buildings will be two stories tall thus having a lower building height along the east property line where the project is adjacent to single family residences. Buildings on the site are oriented to provide visual interest and to enhance the overall character of the site. Special consideration has been given to the interface between this project and the existing single family residences to the east. Proposed buildings have been located away from the property line and more toward the center of the project. Locating the buildings in this manner maximizes the buffer between proposed buildings and existing residences. A pedestrian trail connection and vegetation help to define and enhance this buffer benefiting both the project and existing single family residences. The design objectives of the landscape plan are to screen parking and service areas, to provide an attractive streetscape and also to enhance the pedestrian and vehicular experience within the site. Existing street trees are already in place along Timberline Road and are proposed for Horsetooth Road and Big Horn Drive. Deciduous trees, coniferous trees and foundation plantings will be used to enhance architectural character, provide shade, spring color and winter interest. The project scores 120% on Point Chart E, Residential Uses, gaining points for being within 650 feet of an existing transit stop, for being within 3,500 feet of an existing neighborhood park (English Ranch Neighborhood Park, adjacent to Linton Elementary School), for being within 2,500 feet of an existing school (Fort Collins High School), for being within 3,500 feet of a publicly owned golf course I,, Storey Hill Dare Fon Cellos Colorado 30"_5 PFIo9F, f9701 P4-Sc'S ISSx 9'012]4"1662 (Collindale), for being within 3,000 feet of an existing major employment center, for its boundary which is contiguous to existing urban development and for providing safe and convenient pedestrian and bicycle connections to an existing pedestrian trail, an existing public school and transit stop. Though the project is being submitted as a Planned Unit Development under the Land Development Guidance System, the project exemplifies many of the Principals and Policies of the City Plan. Those policies that focus on compact urban development, pedestrian and bike linkages, utilization of alternative transportation modes, and community visual character are particularly evident in the proposed plan. We already show that there is 60' of right of way from the section line, is this not the Correct line to offset the right of way from? The City has also asked to have an additioW 12 feet of right ofway dedicated for the right turn lane on Horsetooth Road into the site. The right turn lane and sidewalk are within the right of way currently, therefore, do we need to dedicate additional right of way? Additional right of way for the right tutu lane would eneroaeh into the proposed building- 1 appreciate your help in answering these questions so that we can resubmit the plans. Please be assured that we will not start building construction until the inspection and acceptance of the project infrastructure and city improvements have taken place.
