Cedar, Fresno, California 93710, c/o Tony Hughes, Vaught Frye Enterprises, 2808 N. college Ave. Fort Collins, CO 80525. LAND USE DATA: Request For 138 multi -family units on 13.59 acres, located at the northwest corner of Constitution Ave. and W. Elizabeth Street. 1. Light and power is available at Flizabeth Street and would need to be extended to serve this project. 2. From the appearance of the building setbacks, light and power service may be under asphalt. If this is the case please be aware it is more expensive to the Developer. 3. Staff suggests the use of raw water from the New Mercer Canal to irri- gate the proposed landscaping. 4. The City Water and Sewer Department would like to have a connection into the adjacent Single family site. S. Please contact Warren Jones at 221-6570 regarding fire access and fire regulations. 6. The sidewalk on the north ,ide of Elizabeth Street should be detached. Staff will process this project as a final, but want you to he aware that there are some major issues with drainage, parking, and possible wet land, which may prevent the project from staying on the seven week review schedule. College Ave. Fort Collins, CO. Dear Mr. Hughes, The City Staff has completed its review of Fort Ram Village Second Filing, Final and has the following comments: 1. The Developers or Engineers have not contacted New Mercer Ditch Co. The general concerns are: - access to ditch R-0-11, curb cuts, and gates; - potential storm drainage or erosion into ditch; - access for normal maintenance and headgates. Staff suggests contacting representatives as soon as possible 2. Developer should be aware that City Code permits no more than 3 unre- lated persons per dwelling unit, regardless of the number of bedrooms. Section 118-11 (definition) may not .z varied. 3. The number of handicapped spaces must equal the number of handicapped accessible units. 4. Please refer to Code Section 118-83 (G) (4) (c) (3), (page 48 of the LEGS) regarding Certificate of Occupancy. 5. All signs must comply with the sign code. 6. Please indicate height and materials of decorative fence around pool. 7. Provisions must be made to extend water and sewer lines across the New Mercer Canal into the cul-de-sacs in Area "A". Box 580 Fort Collins, Colorado 80522 RE: FORT RAM VILLAGE, SECOND FILING Dear Ms. deBesche: srp O! ly8r This letter is forwarded in response to your written comments addressed to Vaught -Frye Architects, August 21, 1987. Our written responses are for the technical engineering related comments only and the numbering corresponds to that indicated in your letter. 1. The New Mercer Ditch is located along the westerly boundary of development as proposed for this project. Development will not encroach on the ditch right-of-way. Access for gates, maintenance, etc. will be through the 60- foot wide dedication indicated on the plat. Proposed improvements are located downstream of the ditch and grading plans match existing grade along the ditch. Therefore drainage and erosion impact to the New Mercer Ditch is nonexistant. We do not see the need to contact the New Mercer Ditch. 7. Provisions to service water and sanitary sewer to the single family lots in Area "A" are shown on sheet 5 of the utility plans. 9. The Developer is negotiating with Colorado State University to obtain access to raw water. We are leaving the option open to use City water. A fire flow hydraulic analysis was included for Filing Two at the time Filing One was reviewed and approved. 18.
