U S WEST will provide telephone service in accordance with the rates and tariffs on file with the Colorado Public Utilities Commission. Telephone facilities generally occupy rear lot utility easements, which must be located on terrain which permits trenching operations. To allow for three large equipment cabinets required to serve this project, U S WEST would require a 151X30' easement in the vicinity of the northeast corner of this project. U S WEST has an existing easement and cable along the west property line of this project. Utility easements to serve this project should be platted adjacent to our existing easement, which should be shown on the plat. Lot 16 is affected by this existing easement. The developer is responsible for provision of all trench, street crossings, and ditch crossings for telephone facilities within the project, and the developer pays up front construction costs for facilities within the development. We did not receive any profiles for Drake Road improvements, so we are unable to determine how our existing buried telephone cables in Drake Road might be impacted by this project. Any relocation of existing telephone facilities required by these plans will be paid for by the developer. An identification sign may be placed on only one side of the entry walls. The note on Sheet 2, Entry Feature must reflect this. A "mirror image" would suggest signs on both sides. 2. The sign will probably require a variance. It is difficult to determine the sign limits without dimensions of the sign and wall. Please contact Dan Coldiron of the Zoning Department to discuss this issue. Dan can be reached at 221-6760. 3. The control monuments need to be described on the subdivision plat. The development name should be shown on Sheet 2 of 2 of the plat. 4. A copy of the comment sheet received from U.S. West on May 5, 1993 is attached to this letter. 5. Public Service Companyls comments are as follows: a) The developer needs to incorporate provisions for a natural gas line into the design of the structure at the Pleasant Valley & Lake Canal. Please contact Public Service Company Engineering for design specifications during the preliminary structure design phase. b) Planting of street trees will have to be coordinated closely with PSC. No trees will be allowed to be planted closer than 4' (horizontally) to any natural gas line. c) An 8' wide utility easement adjoining Moore Lane right-of- way (both sides) will have to be continued through Tract 'G'. 281 North College Avenue • P.O. Boy 580 • Port Collins. CO 80522-0580 • (303) 221-6750 6. A copy of the comment sheet received from the Pleasant Valley & Lake Canal on May 13, 1993 is attached to this letter. The PV & L Canal Company has significant concerns about the site drainage and groundwater table in the area and potential impacts on their canal. They will have to sign off on this proposal before it can be approved and recorded. 7. A fire hydrant must be added at the south end of Moore Lane. The Site and Landscape Plan commits Lots 26-49 to being equipped with fire sprinkler systems, or a secondary point of access shall be constructed and accepted by the Poudre Fire Authority. Proper water line connections for the residential sprinkler systems must be shown on the utility plans to assure proper installation. Please contact Warren Jones at 221-6570 with questions pertaining to emergency access and fire protection. 8. Light & Power comments are as follows: a) Trees on local streets planted in the street right-of-way or the easement are in conflict with the underground electric lines. Additional conduit will be required to protect the underground electric lines. There will be additional charges to the developer for this modification. b) Please maintain a 40' horizontal distance between street lights and shade trees (see attachments for electric system and street tree clearance requirements). c) Trees planted in the easement will probably affect Public Service Company's gas lines. Contact PSC for their clearance requirements (see Comment #5 of this letter). 9. The Engineering Department's comments are as follows: a) Sight distance easements may be needed on the corner lots of Kit Place and McKeag Court. b) The Drake Road widening plans are incomplete. Items needed are: * street cross -sections every 50' * centerline and flowline profiles * design for the ends of the pavement * a striping plan c) A street right-of-way "Dedication Agreement" draft has been submitted, but Engineering needs a Deed of Dedication, attorney certified (see sample attached), for recording purposes by the City. d) The soils report does not reference the City of Fort Collins Design Criteria for Streets. Also, the R-values seem high and will be reviewed by the City's Pavement Management Engineer. An addendum to the soils report, to address pavement design, will be required based upon further review. The addendum should address the following: * The soils report indicates shallow depth to bedrock in the areas of test holes #9 and #11. Due to the potential for forming a perched water table as noted in the report, the engineer needs to include a subdrain design to prevent this from occurring beneath the streets or show that it will not be a problem. e) There is no indication whether the ditch was running when the soil borings were taken. Also, what are the dates of the borings? This could significantly affect the groundwater table. f) A design for the bridge over the PV & L Canal on Moore Lane must be submitted for review. 10. Parkland fees of $625 per dwelling unit will be collected by the City at the time of issuance of building permits. The 50' City of Fort Collins Parks & Recreation trail easement is also in Tract_ 'G' and must be shown as such on the subdivision plat. 11. Project Note 8 on the Site and Landscape Plan attaches the enforcement of the installation of one street tree for each lot to the issuance of a Certificate of Occupancy by the City. The developer should, in actuality, be responsible for the provision and installation of the street trees. 12. The three phases, from a lotting standpoint, are clearly defined on the Site and Landscape Plan; however, what streets will be built up front? It may be necessary to provide a street improvements phasing plan. Please contact Kerrie Ashbeck of the Engineering Department to discuss the possible need for such a plan. The Site and Landscape Plan and the subdivision plat should include a note with wording that prohibits disturbance of the wetlands area and how that will be accomplished. 14. A 6' high privacy fence is shown in plan view on the Site and Landscape Plan and on the Entry Feature Plan. A detail of this fence is needed. 15. The Site and Landscape Plan should show the future street extension north from McKeag Drive into the unidentified property (Peterson) at the northwest corner of this development. The Peterson property should be labeled and reflect the land use. 16. Will the wetland area be fenced or signed as a "natural area" to be undisturbed? 17. The developer will be responsible for the removal of existing pavement, curb, gutter, and sidewalk associated with the temporary cul-de-sacs at the ends of Moore Lane and Foxhole Drive and the construction of these streets (full width pavement, curb, gutter, and sidewalk) to the property lines when the extensions are determined to be necessary. Money for the removal and new construction must be paid at the time of initial development. 18. The four street trees along Drake Road, adjacent to Lots 64, 65, and 66 should be shown on the Entry Feature Plan (Sheet 2 of 2) . 19. The drainage report that was submitted with the Final documents on May 3, 1993 has been reviewed and does not provide enough information to be considered a complete Final submittal. There is important information, such as sub -basin identification and calculations, that is missing from the documentation provided to date. A copy of the comment sheet from the Stormwater Utility is attached to this letter. Please contact Kate Malers at 221-6589 with questions pertaining to storm drainage for this project. Also, please coordinate with the swale designs for landscaping in the drainageways. 20. Staff is of the opinion, after thorough discussion at the Interdepartmental meeting, that this request is not complete enough to take to the Planning and Zoning Board on June 28, 1993 for a final decision. There are very significant unresolved issues that must be addressed. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. The developer needs to incorporate provisions for a natural gas line into the design of the structure at the Pleasant Valley & Lake Canal. Columbine Cablevision would like to see rear lot utility easements on Lots 17-20, 26-28, 30-32, 34-39, 43-45, and 64- 66. 3. A copy of the comments from U.S. West is attached to this letter. 4. Phasing of this project will be important to Light 6 Power. If it is completed in phases, Lots 26-49 would be more easily accessed if placed in the final phase. Also, there should be a utility easement along the rear of Lots 64-66 that border West Drake Road. 5. The Water/Wastewater Department comments are being forwarded to Stewart and Associates on redlined copies of the utility plans. 6. The Poudre Fire Authority has the following comments: a) A fire hydrant must be added at the south end of Moore Lane. b) Street names must not duplicate existing names in the City or the fire district. c) Lots 30-38, 40, and possibly 41 are beyond the 660' dead- end cul-de-sac (single point of access) limit. Moore Lane must be completed to existing County streets, another acceptable 281 :North College Avenue - P.O. Box 580 - Fort Collins, CO 80522-0580 - (303) 221-6750 secondary access point must be provided, or these homes must be provided with approved residential sprinkler systems. If residential sprinklers are used the proper water line connections must be shown on the utility plans. The Engineering Department has the following comments: a) What is the status of securing right-of-way, utility easement, and construction easement from the neighbor to the northwest for extending McKeag Drive? b) The Transportation Division needs to review the traffic study and determine whether Moore Lane will need to be a collector or local street. c) Wingwalls may be needed on the PV&L Canal ditch crossing. d) The Final utility plans will need design details and striping plans for Drake Road to include: cross sections, centerline and flowline profiles, pavement design (for all streets), off -site design to the east and west (show that it will work with Quail Hollow's improvements). Please contact Kerrie Ashbeck at 221-6750 with engineering related questions. The City would like to discuss the possibility of locating the public trail easement along the back of Lots 34-36 to the PV&L Canal easement, continuing along the south and east side of the canal. This would minimize the impact to the wetland area. Another option to consider would be to provide a bicycle/pedestrian bridge crossing in the area of Lots 20, 21, 33, 34 and continue the trail along the north and west side of the canal. This would enable you to connect the trail to Moore Lane via the north side of the canal behind Lots 19-25. Also, The existing trail easement does reach the future City park site. The Preliminary Site & Landscape Plan reflects an incorrect eastern future City park boundary. There is no gap between the park site and the trail easement, there is actually a 50' overlap. 9. The Final Landscape Plan should show formal street tree plantings similar to the treatment along Quail Hollow to the west. 10. A temporary turnaround on Moore Lane cannot be located on the trail easement. It is being suggested that it move to the north, on Lots 39 and 40. 11. When Moore Lane is designed, please contact Craig Foreman of the Parks 6 Recreation Department to discuss a potential underpass at Spring Creek. Craig can be reached at 221-6640. 12. Access from Fox Glen Court to open space/wetland area/park should be provided if it would not disturb natural resources. 13. Who will maintain the wetland area, the HOA or the City. Project #9 should clearly state responsibility for maintenance. If the wetland area is delineated in a way to be "permanent" open space (i.e. tract with open space or conservation intent specified), the acreage could be excluded from the density calculations. This would significantly affect the gross density calculation. It would, however, still fall short of the minimum 3 d.u./acre requirement. 14. Are there two separate parcels to the northwest/ If so, the plan should include both parcel lines and any buildings that exist. All improvements to the east within the 150' distance requirement should be shown. 15. It looks as if minor adjustments to the north/south lot lines may create additional "solar" lots. McKeag looks like the best possibility. 16. Future access from this development to the parcels east and west should be considered to prevent "landlocking" them, to a degree, and forcing all their access directly onto Drake Road and creating undue points of direct access to that street. 17. The Stormwater Utility has concerns about the possibility of the Spring Creek floodplain/floodway changing and impacting the developable land on this property. The drainageway is currently being remapped. Stormwater expressed this concern in their comments on the annexation. Please contact Kate Malers at 221-6589 to discuss this situation.
