The peak hour traffic data was collected for the noon hours (Noon to 1:00 PM) and evening (4:00 PM to 6:00 PM) peak Raw traffic data is provided in Appendix A. These counts are shown on Figure 2. Trip generation for this proposed development was determined using equations and factors contained in Trip Generation, 5th Edition, ITE. Table 1 shows the trip generation on a daily and peak hour basis. The trip distribution assumed that approximately 60 percent of the site generated traffic was to/from the south and 40 percent of the site generated traffic was to/from the north. The resulting site generated traffic for the analyzed peak hours is illustrated on Figure 3. A short range future analysis of traffic conditions was performed. This analysis assumed that the project would be completed by 1996. Figure 4 shows the short range peak hour traffic expected at the N. College/proposed access drive/Pinon Street intersection. The existing traffic on N. College Avenue was factored by 2 percent to reflect 1996 conditions. Level of service analyses were performed to determine the future operating conditions at the access drive upon completion of the proposed project. With stop sign control, the intersection would operate as indicated in Table 2. Calculation forms are provided in Appendix B. The intersection operation will be acceptable with the exception of the left turns exiting the site. Acceptable operation is defined as Level of Service D or better. As indicated in Table 2, it is expected that the left turns exiting the project site would experience delays in excess of 30 seconds per vehicle. This is typical at intersections of driveways _-alon ma o_r arterial_-str.ee-ts__- - ----- Based upon the traffic projections provided in Figure 4, a right -turn deceleration lane and a right -turn acceleration lane would be required at the proposed access drive in the southbound and northbound directions, respectively. However, due to the location of the site in an urban area, the size of the site, and the proximity of neighboring driveways, it would not be E geometrically feasibility to provide these lanes. It should be noted that the site plan has been designed such that, in the future, if an overall plan was adopted for N. College Avenue, to provide continuous acceleration/deceleration lanes, these could be installed adjacent to the project site. According to the SHAC, a southbound left -turn deceleration lane is also required. This would be provided in the existing continuous two-way left -turn lane. It is concluded that the key access intersection will operate acceptably in the short range future with the exception of the left turns exiting the site. The auxiliary lanes required by the SHAC are not feasible given the neighboring properties and driveways.
