Resolution of the remaining items follow. 1. Berming and its accompanying landscaping will be held in bulk to the site side of utility easements with only edge feathering of minimal depths encroaching. The Final Landscape Plan will indicate this clearly. The contours shown on the Preliminary Site Plan are conceptual only and do not indicate the final engineered configurations. 2. Letters of permission to discharge storm water are attached. 3. See revised plan, also see letter to Maurice Rupel dated May 22, 1980, regarding drive widths. 4. See revised plan, shows general limit to Phase One construction, although balance of site will be rough graded and landscaped for erosion control and dust abatement. 5. See drainage basin boundaries on site plan. Roof water of north portion of building will be discharged at grade and directed with basin surface runoff into pond "B", thence into Parkwood Lake. South portion of build- ing will be discharged at grade and directed with basin surface runoff into pond "A" thence into Lake Sherwood. Detailed storm water runoff will be shown on final engineering drawings. 6. New alignment on Drake Road is currently being negotiated between First Christian Church, Everitt Enterprises and the city, and will be finalized with Final P.U.D. submittal. Alignment shown is preliminary as based on early discussions with city engineering and is in close agreement with pre- liminary design information. Drake Road adjacent to church property will be improved with Phase One per item 6. 10.Drive extension to 35 foot curb cut on Drake Road will be provided as secondary access with Phase One development. It is anticipated that this will be paved. 11.See site plan, side%-,alks as stippled to be included in Phase One con- struction. 12.Building envelope, drives and parking areas will be completely dimen- sioned on Final Site Plan. 13.All easements have been indicated on perimeters of this plan and will be included on Final Site Plan. In addition to the above corrections and additions, a set of Phase One site model slides will be submitted in lieu of renderings per our telephone con- versation of September 3, 1980, with the 8 1 /2 x 11 reductions. The size and extent of berming along Drake and Lemay Avenue will be reviewed as to its effect on the buried utilities. 2. Applicant should provide evidence that permission to discharge storm water into Parkwood Lake and the detention area in Eastborough is assured. 3. Street dimensions are missing from site plan. 4. Site plan should more clearly indicate the extent of phase I construction. 5. How will storm water be directed to ponds? 6. Right-of-way for Drake Road should be indicated. 7. Light and Power Department will require a 15' easement along both Drake Road and Lemay Avenue. 8. The Fire Department cannot reach building with the 150' access requirement and therefore, must be sprinkled. 9. The entire length of Drake Road as it abuts the church property will be improved with the development of the first phase. 10. The staff is concerned that only one access point to the site will create traffic problems along Lemay Avenue and would recoirnnend that a secondary access point be provided from Drake Road. 11. Sidewalks along both Drake Road and Lernay Avenue to their intersection should be constructed with the first phase. 12. Building envelope should be more clearly dimensioned on final site plan. Before the staff can proceed with processing of the application for development approval, a revised site plan reflecting the above comments will be required. For those items that cannot be shown on the site plan, a letter from the applicant resolving these issues should be submitted. The above materials should be delivered to this office no later than September 8, 1980. I would urge you to contact rye before that deadline to discuss these comments or review your changes before you submit a formal revised site plan. Also, on September 16, a rendered set of the site plan and architectural drawings, and an 8" x 11" PMT positive or good reduction of all site plans and maps must be submitted. 'In terms of the three landscaped islands, the staff feels the islands should be retained as indicated on the approved site plan. The intent of the criteria of the Land Development Guidance System and parking codes is clear that the City and its citizens have a very strong desire that new parking lots be screened from public view and be as aesthetic as possible by breaking up large expanses of pavement with landscaped islands. The First Christian Church Master Plan has been approved to include a 900+ space parking lot. This is a very large expanse of paving and the three landscaped islands contribute to diminishing its impact. 2. The staff cannot approve the extension of the parking area to the south property line without the provision of adequate landscaped buffer. Staff feels the minimum landscaped area as was indicated on the Master Plan should be provided with the extension of the pavement to the south. The criteria of the Land Development Guidance System has been adopted to insure that new development will be compatible with the adjacent development. Staff feels the extension of the parking area without this landscaped area and necessary plant materials would be incompatible with the adjacent single family homes. Staff recommends the applicant re-evaluate the plan in terms of providing the buffer area as indicated on the Master Plan and the inclusion of evergreen trees and shade trees to provide the necessary screening effect.
