Consulting Engineers 474 Aquila Court Omaha, Nebraska 68102 ATTENTION: Mr. Stanley Petersen Dear Mr. Petersen: Your letter of December 29, 1972, to Mr. Gordon Clyde has been referred to the Public [forks Department and has been reviewed by that Department and the City [dater Department. Gia concur with the static pressures and with the approximate elevations. The Insurance Services Office of Denver recently completed a Municipal Fire Protection Study for the City of Fort Collins, whereby Eire flow tests were conducted on the distribution system of the City. Test #3 on their report of September 28, 1972 was made at the intersection of Oak and College Avenue. The test showed static pressure with the hydrant closed to be 89 Lbs• and the pressure with the hydrant open at 42 lbs. The flow requirement at this location was 5,000 G.P.M. at 20 p.s.i. and the flow available for fighting a fire was only 3,450 G.P.M. This report thusly tells the Fire Department that at anytime they have a fire in the vicinity_ of Oak and Collage Avenua that a pumper bo used. The building you are concerned with is a high rise, low income home for the elderly, in which case the protection of these elderly people from fire is probably as important as any phase of the construction. The original engineering design should have contemplated this problem_ With the future saEety of the elderly residents of the City of Fort Collins, and more particularly of this building, it is not in the best judgement of this Department to approve this building or the occupancy of this building until such time a fire booster system is Custalled.
