An updated list of affected property owners must be submitted. The names of affected property owners shall be typed on mailing labels (33 names per sheet-8 '/z x 11 sheets) and a zeroxed list of the labels shall be resubmitted as well. 2. Please replace the vicinity map on the subdivision plat. The attached vicinity map can be used. The one on the revisions is still difficult to read and will not reprint clearly. 3. Please add a general note on the subdivision plat that Lot 1 through Lot 9 on Block One will not have access from Conifer Street. 4. Please add the following language above the signature line for the Director of Engineering (remove it from beneath the signature line as it is somewhat confusing): APPROVED AS TO FORM: By the Director of Engineering of the City of Fort Collins, Colorado, this Day of A.D. The easement will need to be an original document with original signatures. No copies, faxes, etc. will be accepted. Street right-of-way can only be vacated by Ordinance of the City Council - not by replat. Unless the rights -of way are changing, there should be no r.o.w. to vacate. If there is existing r.o.w., or portions of existing r.o.w., proposed for vacation, separate legals must be prepared and a vacation Ordinance must be taken through City Council before recording the replat. • If the existing r.o.w. is not changing with this replat, then ideally the boundary for the replat should follow the existing r.o.w. (Yew Court as well as Sitka Street) rather than have a double dedication of r.o.w. • Even though the platted rights--of-way are wider than the normal residential street standard, please provide the standard 9' wide utility easement along the front of all lots to ensure there is adequate room for current methods of utility installation. • Make sure the platted drainage easements match the widths required on the grading and utility plans. Also, it appears sidelot drainage easmeents are necessary. • Please provide a readable and useable vicinity map as noted above. • Label the Conifer Street r.o.w. and its width 2/7 Final Grading and Erosion Control Plan • Please see comments shett 6/7 regarding proposed transverse grate in Conifer Street. 3/7 Final Drainage Plan • Please make sure easements on the plat are adequate for proposed drainage facilities - in particular the swales and pans. • Need more information on existing contours on adjacent lots and additional swale cross -sections. 4/7 Sitka Street and Yew Court Plan and Profile • Try to eliminate cutting existing pavement to get utility services to lots at the ends. It is best if those services can be installed in area to be paved. If existing pavement must be cut, show limits of patching required. • There appear to be errors in the elevations shown in plan view and those shown on the profiles and stationing on south flowline for Sitka Street. Please check and revise. • Complete flowline profile information around return on east flowline Yew Court. • The soils report is outdated. Final pavement design must meet the City's current criteria which went into effect in April. Please obtain a copy in the Engineering Department. • Show the centerline of Yew Court in Sitka profiles. • Maintain a minimum 2.00% (max. 4.00%) cross slope in the cul-de-sac. Standard showing 1.00% minimum is incorrect. 5/7 Overall Utility Plan • Show utility patching at west end of Sitka Street on the street plan also 6/7 Sanitary Sewer Line A Plan/Profile • It should also be noted that this is a detail sheet for the Conifer Street storm sewer • Please show the limits of all proposed cuts and patching of the existing asphalt in Conifer ;3treet. Engineering Inspection will need to review the proposed work. Depending on the condition of the existing roadway, alternative methods of crossing Conifer may be required or additional patching and repair limits may be imposed. • Transverse grates are not a City standard. Supporting documentation must be submitted to evaluate the installation of one for further consideration. The City's concerns include the following: - How effective are these grates ? They tend to plug rather easily. What additional maintenance requirements is such a structure going to add ? - How do they affect snowplowing, sweeping, utility maintenace and other street maintenance operations? - Are they appropriate for streets with bike lanes ? Conifer street is a bike route and as more area of the street is utilized for travel and turn lanes in the future, the bike lanes will get pushed to the outside area where this grate is proposed to be. Please explain why another solution or standard curb opening inlet is not an acceptable design for this situation. Without any supporting documentation and purpose for the use of such a structure, it is not possible to evaluate whether or not to allow its installation. Profile View • Missing a station on the profile for Yew Court (west flowline). • The transition segment on Yew Court is too flat. You need to have a minimum of 0.40Xj grade. • Grade breaks need to be included where shown on the profiles. Provide the stations where they are located and the elevations at the particular points. • Need to show the curb return profiles. • Show the cross pan in the profiles. • Need a vertical curve on the east flowline of Yew Court. The grade break is too large. • Extend the flowlines of Sitka Street to the point where it matches up with the existing curb and gutter. • Need to provide grade breaks on both flowline profiles for Sitka Street. General Comments • Some information is missing from the typical asphalt section detail. • The dimensions provided on the typical cross-section don't add up correctly. Please check and modify. Sheet 5 of 7: Overall Utility Plan • Show the patching limits with dimensions. • Some of the text is too small to read. Please enlasrge. • Will there be enough clearance between the water line and the sewer line at the intersection of Yew Court and Sitka Street? If not, need to concrete encase. Make sure that a detail is referenced. • Missing water and sewer services on lot 6 of block 7. • Please clarify the easement along lot 10 of block 6. It seems to be labeled as a 6' utility & drainage easement as well as a 10' drainage easement. • Please label all easements. • Include a not about the type of stationing being used. Is it flowline or centerline stationing? • Will the 3' pan be removed and replaced with a 6' pan between culvert 2 and culvert 3? If so please note. • Include invert elevations on culvert 3. • Show the area being patched for the installation of the storm sewer at inlet 1 and give dimensions. • Need a referenced detail of the outlet to the east detention pond and elevations. An earlier correspondence dated September 26, 1996, from Mitch Haas, stated "The pavement division of the Engineering Department has stated that the soils rE)port is out of date, and a new soils investigation is needed. The pavement designs should be revised accordingly." This comment was never addressed and remains applicable. Please submit a new soils investigation and revised pavement designs. 2. An updated list of affected property owners must be submitted. The names of affected property owners shall be typed on mailing labels (33 names per sheet-8 1/z x 11 sheets) and a zeroxed list of the labels shall be resubmitted as well. 3. The Vicinity Map is still difficult to read. In addition, please show the zoning on the Vicinity Map, note the scale, and better highlight the location of the site. (See redlined plans for further comments.) 4. Renumber and label the notes as shown on the redlines. 5. Comments from Water/Wastewater, Engineering, and Stormwater are attached. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request.
