I would appreciate it if you would forward the following letter to him. I appologize for being rather outspoken and not always diplomatic in what said at the neighborhood meeting last night. I do appreciate what your purpose was at the meeting and hope you obtained some useful information. Thank you for your help in this matter. Kim Pettine Greg Byrne, I am a resident of The Gates and live near the corner of Harmony and Seneca. attended the neighborhood information meeting last night to discuss the Harmony Ridge PUD Phase 2 development. Along with several other people, I brought up issues about the traffic congestion that currently exist and how this new development would exacerbate the problem. I asked Steve how I could pursue these issues in hopes of actually affecting the outcome of the development proposal. He suggested I write to you as soon as possible. I only ask that you seriously consider the issues I have and hopefully find a way to prevent the problems before they happen. I understand that 2-3 years ago a traffic study was performed concerning this area and that building the proposed 230 housing units (Phase 1 and 2) would not significantly affect the traffic. The traffic congestion at Harmony and Shields is probably no worse than at any problem intersection throughout Fort Collins. However, I am more concerned with the intersection of Harmony and Seneca. It is currently a "blind curve" for those driving from Seneca onto Harmony which, from an engineering standpoint, was not the best place to put the intersection. Yet a traffic study was done sometime prior to the road construction. I also understand that another traffic study will be submitted along with the developer plans to the city on Friday, January 14 to determine any impact Phase 2 will have on traffic. I'm concerned that any real traffic issues will not be accurately represented by the study and decsions will be based on old information. Steve mentioned in the meeting that this land was zoned for 123 units in 1996. He said that unless the developer requests a variance, there was virtually no reason for the city to change the density requirements (i.e from 123 units to single family homes). Obviously, the developer is not going to do this since he was told by the city that he would not receive support for his project should he deviate more than 1 % from the original plan. Therefore, our only course of action seems to be through the city. Perhaps you could list the pros and cons of this project with regard to the - - ___Page 2 Dave Stringer - Harmony Ridge PUD Ph2 community, the developer, and the city. The traffic congestion and safety issues are just a few of the"cons" to this project (environmental impact and neighborhood views are two others). Can you counterbalance the negative impact of this project with any good reasons to approve it? Why would the city purposely create a bad situation? Can you convice me (the community) and yourself that this project is a wise decision? Of course, we can look the other way and say, It was already approved for 123 units - we can't change it now!" Or, someone can see the situation for what it really is and have the fortitude to change it. I'm not ignorant to the fact that changing things at this point will cause considerable stress and financial issues for one and probably more than one group of people. I'm also aware of the ultimate affect that traffic congestion, accidents, neighborhood dissension and stress has on the city of Fort Collins and it's elected officials. am sure that Steve Olt can fill you in on the finer details of the neighborhood meeting last night concerning Harmony Ridge PUD Phase 2.
