Review of these plans should not be construed as a commitment that telephone facilities sufficient to serve this project are presently available. US WEST will provide telephone service in accordance with the rates and tariffs on file with the Colorado ]Public Utilities Commission. 2. Any relocation of existing telephone facilities required by these plans will be paid for by the developer. 3. Telephone facilities generally occupy rear lot utility easements, which must be located on terrain which permits trenching operations. 4. The developer is responsible for provision of all trench, street crossings, and ditch crossings for telephone facilities within the project, and the developer pays up front construction costs for facilities within the development. 5. Street light location(s) have been shown on the attached redlined landscape plan. Adjust street trees as necessary to meet clearance requirements (40' for shade trees). 6. Mapping informs me that there is already a Coventry Drive in the City of Fort Collins. Fire is concerned that Kendell and an existing street named Kimball are too similar. Please contact Mike Pretz at the Fire Authority if you have questions. 7. The plat does not close, it is off 0.13' North and South and 18.01' East and West. The Northeast corner of Section 32 does not meet ,State requirements. Please submit a corrected plat for our Engineering Staff to review. 8. Mapping wants to know why the lots start with number 200 and the Tracts with E, if this plat stands on it's own? 9. Public Service comments that the landscape plan shows Hawthorne: trees within the 15' utility easement along the south sidle of Horsetooth Road. They request that a note be added to the landscape plan stating that all trees will be planted a minimum of 4' away from the final location of the gas line. (They can be within the easement.) 10. Fire hydrants must be located within 400' of all lots. Please show the locations on the site plan. 11. The temporary drainage swale along the east side of the project will require an easement. A variance should also be requested) in writing, if no under -drain or concrete pan is planned, if the bed slope will be less than 2%. At the current stage of build out a concrete pan is not required but if and when further development occurs east of this project site one may be needed. 12. Please refer to Stormwater's "project comment sheet" for additional comments regarding the drainage and grading plan and report. 13. If the City is to be responsible for maintaining the pond, the Tract needs to be deeded to the City and no fence built around it which would impede maintenance access. Rear lot fencing for Lots 200 through 204 should be limited to 4' in height, or to an open design, such as a three rail fence. Six foot high solid fencing along drainage areas maintained by the City are problematic as people have been known to discard lawn clippings, trash, etc. over the fence. The old "out of sight, out of mind" mentality. Please provide a description of the fencing and notes, on the plat. 14. Please indicate solar oriented lots with a symbol on the plat. Include a note stating that a variance to the Solar Orientation Ordinance was granted at the time of Preliminary approval by the Planning and Zoning Board. 15. The soils report is outdated and requires an addendum to current pavement standards. Please resubmit to Kerrie Ashbeck. 16. Please refer to Engineering's "project comment sheet" for additional Engineering Comments. 17. Please refer to redlined utility plans for additional engineering and utility comments. 18. Parkland fees are currently $779.00 per dwelling unit and are collected at the time of building permit issuance. Include a note that the Horsetooth Road landscaping, including the entry feature, will not be maintained by Parks and Recreation. 19. The dryland mix is an excellent selection, all natives, no exotic or pest grasses. Natural Resources is pleased. This concludes; staff comments at this time. In order to stay on schedule for the February 28, 1994 Planning and Zoning Board hearing, please note the following deadlines: Plan revisions are due February 9th, 1994 by 12:00 noon. PMT's, colored renderings, and 10 prints are due February 15th. Final myl.ars and other documents are due February 25th. Please be aware that, if this is a Final PUD and a development agreement: and utility plans are required for this project, these documents and plans must be signed prior to the Planning and Zoning Board Hearing. If not, a condition will be placed on the project giving you 60 days to finalize the plans and agreement:, after which time, you must submit a request for an extension from the Planning and Zoning Board.
