Swallow and McClelland. • Label existing sidewalk. Sheet 4: • Note "Concrete to ROW" on driveway detail. • Provide ramp design as shown in detail D-12.4. Site Plan 9 Parking stall dimensions are not in accordance with standards. Width should be 9' and depth should be 19' where overhang is not provided. Plat N Attorney's certification needs to be consistant with the attachment, which references the new Land Use Code. As soon as I receive his comments, I will forward those on to you, and at this time, staff has not formulated a recommendation regarding the Alternative Compliance. d) Additional landscaping is required at the corner, adjacent to the curb and located out of the site distance requirements. e) Please add general notes regarding site lighting and bike parking. f) Please define the height of the fence. g) Please change the signature blocks as shown on the site plan. At final compliance, when mylars are signed, it is approval by the Current Planning Director rather than the Planning and Zoning Board and the signature blocks have been revised to reflect this. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Please provide a written response to each of the above stated comments with the submittal of plan revisions. Since this is an easement agreement between the two property owners, please provide us with a copy of the signed agreement. We will need to have this prior to this project going to the P&Z Hearing. The Site and Landscape Plan still doesn't match the utility plans. Please address this concerns. Comments from the Stormwater Utility are attached. 3. Comments from Water/Wastewater are attached. 4. The Current Planning Department offered the following comments, a) We have reviewed the alternative compliance request and at this time, feel that additional information is required for staff to recommend approval of the request to the Planning and Zoning Board. Please address the following in the request: (1) demonstrate what is innovative about the site lighting that is being proposed --we suggest the possibility of lowering the poles, the usage of a light source rather than metal halide, and replacing the Type 4 lights on the perimeter with a Type 3; and (2) will lighting levels for the storage area be less than those for vehicles sales. b) Please demonstrate that the percentage of parking lot interior landscaping is at least the 10% required by the Land Use Code. (c) After further consideration and discussion with Kathleen Reavis with Transportation Planning, the location of the bicycle rack is one wherein the number of people using it may be minimal. Is there an opportunity to place this rack near the entrance of the building (which is not part of this PDP request?) If so, please remove the 281 North College Avenue - P.O. Box 580 - Fort Collins, CO 80522-0580 - (970) 221-6750 - FAX (970) 416-2020 bicycle parking from the plan and add a note that it is to be located near the main entrance of the existing Ed Carroll site. If this location is not feasible, the bicycle parking on the site/landscape plan should be moved along Swallow near the east edge of this site so that it is in a visible and convenient location for those patrons and employees that would utilize it. That concludes staff comments at this time. Additional comments may be forthcoming as various departments continue their review of the project development plan. It appears as if another round of revisions will be required to address the remaining outstanding concerns, including the request for alternative compliance. As that most likely will be the last round, we will try to make it an abbreviated process and will schedule the Planning and Zoning Board date as soon as everything is addressed. Possible dates for hearing by the Planning and Zoning Board could include September 17th (however, we schedule for that hearing on August 19th and we would need to have revisions to review by the end of this week), October 1 st, or October 15th. The Zoning Department offered the following: a) Two (2) handicapped spaces are required (for the employee and storage area parking (if the employee parking is less than 25 spaces, then the storage parking will not count towards the requirement for handicapped parking.) b) Please provide bicycle parking for at least one space. c) Please provide more information on the security fence (i.e., how tall; materials; better depiction on where located.) 2. The Current Planning Department offered the following comments: a) The Attorney's Certification on the site plan is incorrect. Please see the attached for the new signature blocks. b) Note #3 states that the landscaping is to be completed "with this phase". Which phase is this phase? c) Please add a general note on details of the lighting. The photometric plan submitted shows that the lighting exceeds the levels detailed in Section 3.2.4(D) of the Land Use Code. Standards in that section state that "Maximum on -site lighting levels shall not exceed ten (10) foot-candles, except for loading and unloading platforms where the maximum lighting level shall be twenty (20) foot-candles" and "light levels measured twenty (20) feet beyond the property line of the development site (adjacent to residential uses or public rights -of -way) shall not exceed one -tenth (0.1) foot-candle as a direct result of the on -site lighting." Therefore, in order to comply with the requirements of the Land Use Code, it is necessary to do one or all of the following: reduce the wattage, provide high-pressure sodium light sources, or further direct the lighting downwards. This section does have the alternative compliance option that may be submitted by the applicant. Please reference Section 3.2.4(E) of the Land Use Code for details on the section. d) Please provide a detail of the light poles to be used, including wattage, type of light source, type of cover, and height. e) Upon hearing neighborhood concerns regarding spillover of lighting, staff will recommend that hours of illumination be limited (i.e., not that the lights will need to be completely shut off at a time certain, but that the intensity will be lowered after a certain time, most likely 11:00 PM. ) f) Please show the lights on the site/landscape plan. g) Please provide a detail on the fence and gate. h) Section 3.2.1(E)(4)(a) of the Land Use Code requires that trees shall be provided at a ratio of one (1) tree per twenty-five (25) lineal feet along a public street and one (1) tree per forty (40) lineal feet along a side lot line parking setback area. Therefore, you are required to provide at least seven (7) trees along the north property line. i) The storage/employee parking area will be required to be screened. The type of fencing used to enclose this area may be used for screening, however, the Land Use Code prohibits the use of chain -link fencing as screening. j) According to Section 3.2.1(D)(3), Minimum Species Diversity, there are too may Autumn Purple Ash provided. Please replace these will an alternate species. k) Screening is required along both Swallow and McClelland according to the requirements of Section 3.2.1(E)(4)(b) which states: Screening. Parking lots with six (6) or more spaces shall be screened from adjacent uses and from the street. Screening from residential uses shall consists of a fence of a wall six (6) feet in height in combination with plant material and of sufficient opacity to block at least seventy-five (75) percent of light from vehicle headlights. Screening from the street and all nonresidential uses shall consist of a wall, fence, planter, earthen berm, plant material or a combination of such elements, each of which shall have a minimum height of thirty (30) inches. Such screening shall extend a minimum of seventy (70) percent of the length of the street frontage of the parking lot and also seventy (70) percent of the length of any boundary of the parking lots that abuts any nonresidential use. Openings in the required screening shall be permitted for such features as access ways or drainage ways. Where screening from the street is required, plans submitted for review shall include a graphic depiction of the parking lot screening as seen from the street. Plant material used for the required screening shall achieve required opacity in its winter seasonal condition within three (3) years of construction of the vehicular use area to be screened. 1) Please define the number of spaces to be constructed with the first phase and label such in the land use table on the site plan. m) Please label the site plan as the site and landscape plan. n) The pedestrian crossings at both access points will be required to be defined according to the requirements of the Land Use Code as outlined in Section 3.2.2(C)(5)(b). a) Please see the attached red -lines for additional comments.
