In/•tlnlrur [- Pl,rmuna On behalf of Ed Carroll Motors, Jim Sell Design Inc. is submitting the Project Development Plan/Final Plan for the expansion of the existing parking lot for review by the City of Fort Collins. The site is located adjacent to the west property line of the existing Ed Carroll Motors site, and is bordered on the South by Swallow Rd., on the West by McClelland Dr., and on the North by an undeveloped lot. The proposed parking lot is designed to allow traffic to enter the site either from Swallow or McClelland. Sidewalks and bike lanes exist adjacent to the site along both Swallow and McClelland. Pedestrian access to the existing Car Dealership Showrooms is easily accommodated from the existing sidewalks along the College Ave. frontage road and Swallow. There are two existing bus stop locations within approximately six hundred feet of the proposed site. The bus stops are located on either side of College Ave. at the corner of Swallow Rd. With the proposed use of this site, as a car dealership auto display parking lot, storage of used and customer cars, and employee parking, we fell the design allows vehicular traffic circulation with a minimum of conflict with pedestrian/bike traffic. With the addition of more employee parking within the proposed lot, existing employee parking along Swallow will be minimized. Street trees planted within the parkway strip, as well as the parking lot islands will buffer and enhance the parking lot. The tree placement, as well as the light placement and light type, will help buffer the light pollution with regards to the neighboring areas. Tile turf areas, including the parkway strip and detention pond will be maintained by the property owner. We feel the parking lot expansion meets all the requirements of the Land Use Code, and achieves the following City Plan Principles and Policies: Principle LU-1: Growth within the city will promote a compact development pattern within a well defined boundary. Principle CD-2: The design of Commercial Districts should provide for convenient access, efficient and cost effective pedestrian and vehicular circulation, and a comfortable pedestrian environment in selected nodes. Principle CD-3: Commercial Districts will be accessible by all modes of travel, including transit, bicycle, pedestrian, and automobiles. Conceptual Review Issues: Zoning Department A 10' landscape buffer has been provides along Swallow and a 15' buffer along McClelland. 10% of the parking lot is landscaped Special lighting will not be used on the corner of Swallow and McClelland. Water/Wastewater Utility All comments have been taken into consideration. Stormwater Utility All comments have been taken into consideration. Light and Power Proposed light has been shown and street trees have been placed according to the necessary setback from the light pole. Engineering Dept. There are existing sidewalks along both Swallow and McClelland. Site distance has been taken into consideration. The parking stalls along McClelland are 50' from the edge of the bike lane, and 40' along Swallow. Transportation Planning Department Eric Bracke has waived the TIS on this project, however Kathleen Reavis wanted the pedestrian/bike/transit uses evaluated and included in this letter. We have evaluated these uses in this letter, and also have shown them on the context diagram. Building Inspections Dept. Handicapped spaces exist near the existing building, which are in better proximity to the buildings than the proposed parking lot expansion. Poudre b'ire Authority The lot has been designed to accommodate a fire/emergency vehicle. Advanced Planning Dept. Noted. Current Planning Dept. Shade trees have been provided in the location and amount required by the Land Use Code. The islands have been extended as noted. Box 580 Fort Collins, Co 80522-0580 Dear Mr. Blandford, This is regarding a proposed wall along the property line between my property and the Ed Carroll Motor Company property in the Northeast 1/4 of Section 26, Township 7 North, Range 69 West of the 6th P.M., Fort Collins, Colorado. I understand they will be constructing a concrete wall to enclose the stormwater detention pond on their proposed expanded parking area. The wall will be eight inches thick and a maximum 1.6 feet above my existing ground. The wall will be set six inches in on their property, however the edge of the footing will be on the property line. The length of the wall is 120 feet. I have agreed to permit their concrete contractor to excavate for the footing, to construct the wall and to backfill the wall along our common property line. I have given Ed and John Carroll permission to use 30.00 feet of my property during construction as needed. If you have any questions regarding this matter, please call. As the dealership operates currently, car hauling trucks are forced to unload their cargo along Swallow due to the current arrangement of the existing buildings and parking lot layout. With the proposed design of the parking lot, entrances off of Swallow and McClelland, the trucks will be able to pull into the lot and unload their cargo, thus promoting traffic safety and alleviating traffic congestion caused by this operation.
