There are discrepancies among the two plans. Would it be possible to provide a building entrance along the north elevation that is central to the building? The proposed entrance onto Pitkin Avenue is secondary, and does not provide an emphasis along the north building facade. Number: 64 Created: 2/26/2003 A six-foot fence is shown along Burton Court. If an access point is located off of Burton Court, this fence may pose a safety concern with sight distance. It could be possible to end the fence at the houses along James Court then provide low growing shrubs in this area for parking lot screening. Additional parking lot screening should be provided at tl,)e western edge of the lot, adjacent to Shields Street. Pedestrian connections could occur from the parking lot to Burton Court with the fence removed. Both streets running east -west and intersecting Burton are named James Court. They are labeled correctly on the Utility plans. James Court is a Residential Local needing a total width of 51'- this development would be responsible for half that width from the centerline of the existing road, or 25.5 feet. Shields is a 4-lane arterial, with a total ROW requirement of 115 feet. This development is also responsible for improvements to these streets to bring them up to current standards. Tailwater effects from the City storm sewer do not need to be applied to this ouffall, thus the HGL of the outfall pipe does not need to be calculated or shown on the profiles. Consider placing bollards at the edge of the development and James Court to allow direct pedestrian access to CSU. James Court is a local street which consists of a 51-foot total ROW, and Shields St. is a 4-Lane Arterial with a 115-foot total ROW from centerline. A sidewalk (detached preferred) will need to be constructed along the frontage of James Court from Shileds St. and connect to the existing attached sidewalk along Burton Court. Based on what I assume to be the front lot line as shown on the utility plan, it looks like they don't comply with the minimum setback. CSU South Residence Hall City of Fort Collins Review Comments 3/4/03 Question 7; 3.5.1 G: CSU would like to address the building height comments concerning 3.5.1 G by a written response to the four objectives of 3.5.1 G, items 1 through 4, and how the design addresses these criteria as follows: Views: a. Views from the North: Property to the north is owned by CSU. CSU is not concerned with blocked views from this property. b. Views from the East: Property to the east is owned by CSU. CSU is not concerned with blocked views from this property. C. Views from the South: The property to the south of the new Residence Hall consists of a 4-story, U-shaped apartment building. The building is separated from the CSU Residence Hall with a large parking lot and 35' setback. The end facades of the wings of the U-shaped building contain no residential windows on the north facade facing the Residence Hall. d. Views from the West: There are four 1 1/2-story apartment buildings on the west adjacent property which have windows facing the east towards the CSU Residence Hall. The entire property line will be screened with a solid fence and landscaping. The south two apartment buildings will be looking into a courtyard with direct views into the Residence Hall over 220 feet away. The north two apartment buildings are 60 feet from the Residence Hall but do allow for a northeast and southeast view. In no case are any west views blocked. 2. Light and Shadow: Shadowing is not a concern for CSU on the adjacent north or the east property as this property is owned by CSU. Shadowing is not an issue for the property south of the Residence Hall. The two south apartments on the west adjacent property should see little shadowing Except from the east in the early hours of the morning. Due to the "S" shape of the Residence Hall, there is a 300 SE bearing angle where the Residence Hall will not cast a shadow on the north apartments on this site. Again, only the east morning sun will be shadowed. 3. Privacy: The only concern for privacy separation is the apartments on the property west of the Residence Hall. The design minimized orienting Residence Hall units towards these apartments to the greatest extent possible. A privacy fence, as well as landscaping and courtyards, are designed to increase this privacy. 4. Neighborhood Scale: The Residence Hall is located on CSU Main Campus. To the north and east of the project site are several buildings four stories or greater. In addition, the housing apartment building to the south is a 4-story building. Also, the building steps down to three stories at several locations to reduce the overall scale and visual impact. The roofs are pitched to blend with the character of the surrounding residential neighborhoods.
